DEL MAR, Calif. (KGTV) — There's something of a spectacle along the beach in Del Mar these days: A bulldozer that's helping to preserve the city's main attraction.The heavy equipment is taking wet sand from the water line up to the public entrance areas, where it will protect access points to the beach. On Wednesday, the work was being done near the 23rd Street entrance. On Tuesday, it was closer to homes near 29th Street. "Without a beach in Del Mar, we're not Del Mar," said Councilman Dwight Worden. Worden says the bulldozer can only do so much. In the bigger picture, the city is negotiating with the California Coastal Commission on how it can combat rising sea levels. Worden noted that scientists have predicted the sea level to rise by six feet by the year 2100. "If it rises, it's going to erode the beaches, if it floods more from climate change, we'll have more flood water coming down and putting them at risk, so it's a combination," he said.Worden says the city has a plan to preserve its beaches through at least 2050 largely through a sand replenishment program, which the commission has not approved. He said Del Mar has put a controversial plan called "Managed Retreat" off the table. Managed Retreat could entail removing the multi-million dollar homes that line the shore to allow the beach to expand inland. The Coastal Commission has given the city 25 suggestions on its plan. Worden, however, said some of those suggestions appear to be nudging the city toward practices that could be like Managed Retreat. "If you look at the 25 changes, they're kind of gumming around that back and through the kitchen door," he said. The two agencies will next meet in February. (CNS) -- Racing is set to resume at Del Mar Friday after three racing dates were canceled because 15 jockeys tested positive for the coronavirus.The Del Mar Thoroughbred Club responded to the positive tests that wiped out racing from July 17-19 by instituting new travel restrictions to include only permitting jockeys based in California to ride and prohibiting all jockeys who leave the track to ride elsewhere from returning to Del Mar for the remainder of the summer racing season.Del Mar also re-configured and expanded its jockeys' quarters, including moving some of the functions that normally take place in the jockeys' room to an adjacent area.Racing will be held Monday to make up for one of the canceled days. The other two lost days will be made up later in the season, on dates to be determined, said Tom Robbins, Del Mar Thoroughbred Club executive vice president for racing.Many of the races that had been scheduled for last weekend have been shifted to this weekend. DELANO, Calif. -- Police in Central California have asked prosecutors to look into filing criminal charges against two Immigration and Customs Enforcement agents involved in a deadly chase, according to the Associated Press.Authorities say Santo Garcia and Marcelina Garcia died in rural Delano in March when their SUV hit a pole and overturned as they ran from ICE agents.Police in Delano determined that ICE agents pulled over the SUV before the crash. Agents got out of their vehicle but the driver of the SUV took off.RELATED: Immigration and Customs Enforcement stop followed by deadly crash in Central Valley?Police said the SUV was speeding when the driver lost control after driving onto a dirt shoulder.Santo and Marcelina were in the country illegally but Santos was not the man agents were searching for, police said. Death row inmate, 61-year-old David Earl Miller will be executed tonight by the electric chair at 7 p.m. tonight.Miller is the second Tennessee death row inmate in just over a month to choose to die by the electric chair. His attorneys argued that the state's lethal injection method causes a prolonged and torturous death.Tennessee Governor Bill Haslam declined Miller's clemency application, in which his attorney claimed Miller had been suffering from “severe mental illness” at the time of his crime, and that his mental state places him “far outside that group of offenders who are the worst and for whom the death penalty is reserved.”Miller is also asking the U.S. Supreme Court to issue a stay of execution to address two separate legal issues. The high court declined to issue stays for either of the two other inmates executed this year.The inmate was moved to death watch Wednesday and served his requested last meal Thursday afternoon.Miller was convicted of killing 23-year-old Lee Standifer, who was mentally disabled, in Knoxville in 1981.A man Miller was living with found Standifer's body naked in the yard with her hands bound and roped wrapped around her body.
