ORANGE COUNTY, Calif. (KGTV) -- Southern California is getting a new tool in the state's fight against wildfires. A new program, called Fire Integrated Real-Time Intelligence System launched September 1. The system uses a fixed-wing aircraft that can see through smoke using using infrared and radar sensors. The plane, according to the Orange County Fire Authority, provides real-time perimeter mapping and live, high definition video to support predictive spread modeling. “The State of California must shift strategies to address the constant crisis of wildfires – this is no longer a seasonal threat,” stated Assemblywoman Petrie-Norris. “I am proud to have partnered with the Orange County Fire Authority in securing .5 million in state funds for technology that will protect lives and property by giving first responders better, stronger tools to use against the threat of wildfires.”The UCSD WIFIRE wildfire spread modeling also projects where and how large the fire will before over a 6-hour time period. The model is built to adjust for successful suppression actions by fire crews. The pilot program is being made available in San Diego, Orange, Los Angeles, Riverside and Ventura Counties. 1211

ORLANDO, Fla. — A federal judge is instructing the Census Bureau to text every 2020 census worker by Friday, letting them know the count of every U.S. resident is continuing through the end of the month and not ending next week, as the agency previously had announced in violation of her injunction.The new order issued late Thursday by U.S. District Lucy Koh in San Jose, California, instructs the Census Bureau to send out a mass text saying an Oct. 5 target data for finishing the nation’s head count is not in effect. She says the text should also say people can still answer the questionnaire through Oct. 31.A district court judge has ruled that the 2020 U.S. Census must continue through Oct. 31, despite an announcement earlier this week that the Census Bureau intended to conclude data collection by Monday. 824

  

Nursing homes are facing a new mandate for COVID-19 testing.Officials at the Centers for Medicare and Medicaid Services (CMS) say if they're not doing it, they'll be fined 0 a day or over ,000 for each instance of noncompliance.The government says nursing homes need to do widespread testing of residents and staff if any resident shows symptoms or tests positive.Nursing homes will also be required to test staff more often, depending on the virus activity in the area.The Trump administration says it is giving facilities .5 billion to help with costs.Nursing homes continue to raise concerns about the cost of this testing and additional expenses like personal protective equipment and additional staffing due to the pandemic.The mandate also comes as their sources of revenue have changed along with the number of residents declining.With the added costs and revenue change, LeadingAge, the association of nonprofit providers of aging services, is hearing from some of its members that they may be forced to close. At least one nursing home in Rhode Island has had to do it already. Others are looking at the possibility of having to consolidate or alter the services provided.Nursing homes get paid through Medicaid, Medicare and private payments. According to a Kaiser Family Foundation analysis of Certification and Survey Provider Enhanced Reports data, nationwide 62 percent is paid through Medicaid, 26 percent is paid through private payments and 12 percent is paid through Medicare.Post-acute care through Medicare is a big revenue source for nursing homes. That means you're coming out of the hospital and need to rehab for a few weeks in a nursing home."With elective surgeries being closed down, there is no steady flow of residents who need that level of care. That's been cut off entirely," said Katie Smith Sloan, President and CEO of LeadingAge.Sloan says they need those elective surgeries to start up again everywhere to fill that gap in revenue lost as a result of the pandemic.The most recent survey from insurance company Genworth Financial finds the national median cost for a private room at a nursing home is more than 0,000 a year.Depending on your financial situation, you may start paying this and then have Medicaid start paying later.Leading Age says they haven't heard from their members that they'll be increasing prices because of the financial challenges they're facing."Nursing homes charge what the market will bear, and I don't think the market can bear much more than that," Sloan said. "I mean 0,000 a year is a lot of money for an individual living in a nursing home. It's a lot of money because it costs a lot to operate a nursing home."LeadingAge looked at nursing home closures right before the pandemic started. It found more than 500 closed since June 2015. Some of these closures were because of low occupancy. OCEANSIDE, Calif. (KGTV) - North San Diego County police are searching for a documented gang member they say killed a man outside his home in 2016.Edgar Hernandez Saavedra, 29, was named as the suspect of Miguel Luis Castillo's murder on August 20, 2016, Oceanside Police said.Saavedra was arguing with Castillo outside the man's home in the 800 block of Langford St. at about 2:40 a.m. Police said the argument escalated and Saavedra shot and killed Castillo with a semi-automatic handgun.ORIGINAL REPORT: Man shot, killed in Oceanside; Suspect at largeSince then, Saavedra's whereabouts have been unknown.Police describe Saavedra as a Hispanic male, with brown hair and brown eyes, standing about 5-foot 6-inches tall, and weighing 175 pounds. He is a documented gang member and is also known as "Little Edgar" and "Smalls."Saavedra is considered armed and dangerous, police said.
