Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. SAN DIEGO (CNS) - Authorities asked San Diego-area residents Wednesday to be on the lookout for a parolee wanted in connection with a recent Northern California homicide.Joshua Thomas Vaden, 30, is suspected of murdering a South Sacramento man last month, according to police.Relatives who had been unable to contact 49-year-old Army veteran Demian Michael for days found him slain in his home on the afternoon of April 14. Detectives soon identified Vaden as Michael's suspected killer, according to the Sacramento County Sheriff's Office.Vaden is a transient with gang ties and prior arrests for vehicle theft, resisting officers, carjacking, assault, battery, robbery, burglary, lewd acts with a child and failure to register as a sex offender, officials said. SAN DIEGO (CNS) - A motorist who fled a traffic stop in Encanto Tuesday led officers on a 40-minute pursuit that ended with his arrest near Lake Hodges, authorities reported.The man refused to yield when San Diego police tried to pull him over for a traffic violation in the 6800 block of Akins Avenue shortly after 9 a.m., SDPD public-affairs Officer Michael Stirk said.The motorist drove off to the east toward Spring Valley, then entered state Route 125 and headed north, Stirk said.Reaching Santee, the man entered SR-52 and headed west, then merged onto northbound Interstate 15 when he got to the Miramar area.While passing through northern San Diego with SDPD and California Highway Patrol personnel tailing him and tracking his pursuit aboard a police helicopter, the driver managed to avoid running over several spike strips that CHP officers hurled onto the roadway in his path.After entering Escondido, however, the man finally pulled to a stop on the side of the freeway near Ninth Avenue and was taken into custody without further incident about 9:45 a.m., Stirk said.The arrestee's name was not immediately available. 1139

SAN DIEGO (CNS) - An alleged drunken driver accused of running over and fatally injuring a co-worker, who was trying to prevent her from driving home following a night out in Kearny Mesa, was charged Tuesday with murder, gross vehicular manslaughter while intoxicated and hit-and-run causing death. Latisha Ingram, 33, is accused in the death last Thursday night of 25- year-old Ha Minh Ta.Deputy District Attorney Phillippa Cunningham said Ingram was charged with second-degree murder because she has a 2010 DUI conviction in Orange County.According to the prosecutor, Ingram and Ta met up with other co-workers for after-dinner drinks and the defendant, ``against the advice of friends,'' decided to try and drive home.RELATED: San Diego police: Man run over, killed after argument in Kearny Mesa parking lotIngram got into an argument with Ta about 11:30 p.m. in a parking lot in the 4600 block of Convoy Street, and she allegedly started to drive away while he was still holding onto her car.
