President Donald Trump announced Wednesday he will replace his Veterans Affairs Secretary David Shulkin with Ronny Jackson, who currently serves as physician to the President.Trump thanked Shulkin via Twitter for his "service to our country and to our GREAT VETERANS" and said Robert Wilkie, the under secretary of defense for personnel and readiness, will serve as acting secretary until Jackson is confirmed.Jackson, who is an active duty Navy physician, was nominated last week for a military promotion by the President.Shulkin's departure from the administration is a stark reversal of fortunes for the VA leader, who served as undersecretary of health in the Obama administration. He'd been held in high regard by Trump, who publicly praised him and touted a series of legislative wins regarding veterans issues.Trump even joked last year that his signature phrase, "you're fired" would never be used with Shulkin."We'll never have to use those words on our David. We will never use those words on you. That's for sure," Trump said of Shulkin last June.Things soured early this year as Shulkin was the subject of a damning report from the department's inspector general that found "serious derelections" by Shulkin and senior VA officials on a Europe trip last year, and concluded that Shulkin had spent a good deal of the trip sightseeing and had inappropriately accepted a gift of Wimbledon tickets. The report fueled Shulkin's critics, both within his own agency and outside it, and brought into the open the power struggle over how to best care for the nation's veterans. Expanding private health care for veterans was a talking point of Trump's on the campaign trail, and a White House priority, and Shulkin's critics have said he was a roadblock to achieving that goal.As the year went on, Shulkin grew increasingly isolated and at odds with top aides, including those in charge of VA communications efforts, was so wide that the secretary had recently been conducting his own crisis communications effort via his personal cell phone, telling reporters that there were political staffers working to oust him.Shulkin's public comments rubbed White House officials, including chief of staff John Kelly, the wrong way. That frustration reached the White House recently, with Trump reportedly floating the idea in private of replacing Shulkin with Energy Secretary Rick Perry. His efforts to turn around the troubled VA were met with acclaim last year. However, over the last few months his standing with the White House grew more dubious, with political appointees saying that he wasn't going far enough to advance the Trump administration's goal of moving more care into the private sector. The inspector general's report also damaged Shulkin's standing, though he remained widely popular on Capitol Hill and retained the support of many of the nation's major veterans organizations. The leaders of some of those groups publicly implored Trump to keep Shulkin on board at VA, saying they were concerned a potential replacement could be inexperienced or in favor of privatizing healthcare for the nation's veterans. 3127

President Donald Trump has discussed the possibility of granting pre-emptive pardons to his three oldest children, top adviser and son-in-law Jared Kushner and his personal lawyer, Rudy Giuliani, according to reports from the New York Times, ABC News and NBC News. The New York Times first reported the possibility that Trump could issue the pre-emptive pardons out of fear of politically-motivated investigations from the incoming Biden administration.None of those Trump is considering for a pardon have been formally charged with a crime, though all have been tangentially linked to various criminal investigations over the last four years.Donald Trump Jr. — the president's oldest son — was investigated by special counsel Robert Mueller for a meeting he took with Russian officials during his work with the Trump campaign ahead of the 2016 election.Kushner, the president's son-in-law, did not disclose contacts with some foreigners in applying for White House security clearance. Though it is a crime to provide incomplete information to federal investigators, President Trump granted Kushner unilateral security clearance.Eric Trump is currently serving as the executive vice president of development and acquisitions of the Trump Organization — which is currently under investigation by New York Attorney General Letitia James. In particular, James is investigating millions in tax write-offs for organization "consulting fees." The New York Times has reported that some of those funds went to Ivanka Trump, the president's oldest daughter. It's unclear how the president would issue a pre-emptive pardon for charges that have not been levied. Presidential pardons must be specific in scope. Legal expert H. Jefferson Powell told ABC News that "there is no entire get out of jail free card."ABC News also spoke to a Trump administration source who said the president has gotten an "insane" amount of calls about a pardon for the subject of the massively popular Netflix documentary "Tiger King"Joseph Maldonado-Passage's attorney, Eric Love, also told ABC News that he believes his client is "very close" to receiving a pardon.Maldonado-Passage, better known as "Joe Exotic," is currently serving 22 years in prison after his conviction in a murder-for-hire plot and selling tigers in violation of the Endangered Species Act. 2339

Popular digital marketplace Groupon has changed its cancellation policy after some people complained it was too restrictive. Before, once you purchased something in the marketplace, you had 24 hours to cancel your purchase. However, some businesses changed their hours of operation or how many people the business could support at once thanks to the pandemic, so customers would be losing their money on these purchases. Now, Groupon offers customers 72 hours to cancel any purchases, just in case. Even with the extended grace period though, some say it's still a good idea to call ahead and double-check how a business is operating."Figuring out what the business looks like, have their hours been affected, are they temporarily closed because of COVID and if they are open it’s not a bad idea to call and see if they are honoring the group because so many businesses are being affected by COVID," Sara Kemerer, a Tri-State public relations specialist with the Better Business Bureau, said to WCPO.On its coronavirus update page, Groupon said if your voucher was extended past its expiration date, you'd receive an email with the new expiration date.Groupon also said you can check your My Groupons on your account to see if the expiration date has been extended. Groupon said the new expiration date will be listed next to your voucher. This story was first reported by Timyka Artist at WCPO in Cincinnati, Ohio. 1420

PONTIAC, Mich. (WXYZ) — An Oakland County, Michigan, judge ruled Monday to keep a high school sophomore in detention after violating probation by failing to complete online school work. The Oakland County Children’s Village TAG program provides several forms of therapy, counseling and educational support, but defense attorneys argue it is not an appropriate legal action.Judge Mary Ellen Brennan says she had to consider the actions that placed Grace on probation to begin with. Last fall, arguments between the teen and her mother turned violent. The judge says the mother was the victim and the daughter the aggressor.“How many times does she get to jump her mom before she’s a threat? How many times?” Judge Brennan said.“That is not the question in front of the court,” Defense Attorney Saima Khalil responded.“That’s the question I’m asking you. How many times?” said Judge Brennan.Fifteen-year-old Grace's story has gained national attention. She was placed in juvenile detention in June after violating probation by failing to complete online school assignments in May. The judge says the teen's mother repeatedly called a case worker for help.During court proceedings Monday, the defense pointed out that a lot of students struggled with virtual classwork, but the judge says Grace's mom was the one who made repeated calls to the case worker saying her daughter refused to get out of bed, wouldn't do her school work and needed help.Khalil and fellow defense attorney Jon Beirnet went head-to-head with Judge Brennan, who continued to bring up the original violation for Grace, which included physical altercations with her mother last fall."The probation violation had nothing to do with a violent act. There is no tampering of a GPS tether," a defense lawyer stated. That probation violation put the high school sophomore in juvenile detention during a pandemic.Grace attends Birmingham Groves High School, where she receives support for ADHD. Grace's school closed in March like everything else when Gov. Gretchen Whitmer issued a stay-home order. When classwork was made available online, Grace's attorney says it wasn't required. There was no academic or classroom consequence. Judge Brennan said Grace's mother had repeatedly called the case worker for help.Outside the courtroom, demonstrators demanded Grace's release."We must dismantle the school to prison pipeline," said Tylene Henry with Michigan Liberation Action Fund. The action fund is asking for support, not punishment. In the courtroom, Grace spoke before the judge."Each day I try to be a better person than I was the last," the teen said. "And I’ve been doing that since even before I was in this situation. And I’m getting behind in my actual schooling while here. The schooling here is beneath my level of education."Judge Brennan insisted Grace should continue in the detention program, which offers therapy while her mother takes parenting classes."The goal is you and mom safe healthy and happy in the home, we disagree about what that looks like," The judge said. "To get to that goal... you think you’re ready, I think you’re not. I think you’re exactly where you’re supposed to be; you're blooming there."There was another motion filed by the defense attorneys. They are expecting a written decision at some point. Grace's next court hearing is in September. This article was written by Jennifer Ann Wilson for WXYZ. 3411
