At least 29 people were killed during a week of severe weather conditions and devastating flooding in Italy, the country's interior minister said Sunday.Twelve people were confirmed dead on the island of Sicily on Sunday, including nine members of two families, the fire brigade announced on Twitter. The families were dining together when their house was submerged by water from a nearby river that suddenly overflowed. The fire brigade said its divers had found the bodies. Among the victims were two children, 1 and 3 years old.Italy's civil protection agency said it was still looking for a doctor who had been on his way to work at a hospital Saturday night and was missing.High winds and heavy rain have devastated parts of the country over the past week, causing the worst flooding in at least a decade in Venice, damages of more than 1 billion euros (.14 billion) in Veneto and landslides that have cut off villages, authorities said. The situation in Sicily is "dramatic," Prime Minister Giuseppe Conte said Sunday.Conte will call a cabinet meeting to announce a state of emergency in affected regions, he said at a press conference in Palermo, Sicily. 1168

ATLANTA (AP) — Former President Jimmy Carter marks his 96th birthday Thursday, the latest milestone for the longest lived of the 44 men to hold the highest American office.Carter planned to celebrate at his home in Plains, Georgia, with his wife of 74 years, Rosalynn Carter, according to a spokeswoman for the Carter Center in Atlanta. The 39th president, in office from 1977-81, has largely receded from the public eye amid the coronavirus pandemic and his own health challenges due to a series of falls in 2019. He previously survived a dire cancer diagnosis in 2015.Yet Carter remains a quiet force still active in both politics at home and, through his post-presidential center, in public health and human rights advocacy around the world. 751

AstraZeneca is the latest drugmaker to announce promising Phase 3 trial results from its COVID-19 vaccine candidate. On Monday, AstraZeneca said its two-shot vaccine candidate has been 90% effective thus far along with no safety concerns.“These findings show that we have an effective vaccine that will save many lives," said Professor Andrew Pollard, the chief executive of the study. Excitingly, we’ve found that one of our dosing regimens may be around 90% effective and if this dosing regime is used, more people could be vaccinated with planned vaccine supply. Today’s announcement is only possible thanks to the many volunteers in our trial, and the hard working and talented team of researchers based around the world.”The company added in its press release that its vaccine candidate offers two distinct advantages over vaccines made by Pfizer and Moderna — it's cheaper to produce, and does not need to be stored in ultra-cold conditions before use.AstraZeneca added that the company would "immediately" prepare regulatory paperwork to seek Emergency Use Listing status from the World Health Organization.AstraZeneca is just the latest drug company to report encouraging results from its COVID-19 vaccine candidate.Last week, Pfizer said it had submitted Emergency Use Authorization paperwork to the Food & Drug Administration (FDA) after a final analysis of its vaccine candidate proved to be 95% effective in preventing COVID-19. The FDA is expected to approve the drug in the coming weeks.Moderna has also said that early results show its vaccine candidate to be 95% effective, and is on track to have the drug approved for Emergency Use Authorization by the end of the year.AstraZeneca, Pfizer and Moderna are all shattering records for vaccine development. The three vaccines are all on track to be approved for widespread use in uder a year. Typically, it takes several years for a vaccine to go from development to approval. The announcement comes as COVID-19 is spreading around the world at a rate not previously seen since the pandemic began. And while all three companies are pre-producing their vaccines in the hope that it will be approved, health experts warn that they won't be widely available until spring 2021. 2247

AUSTIN, Texas (AP) — Texas and six other states are suing to end once and for all a program that would protect some young immigrants from deportation. The lawsuit announced Tuesday comes a week after a federal judge in Washington ordered the Trump administration to resume the Deferred Action for Childhood Arrivals program.Immigrants under the Obama-era program are commonly referred to as "Dreamers." Republican Texas Attorney General Ken Paxton had threatened legal action for the past year if the program didn't come to a halt.Joining Texas in the lawsuit are Alabama, Arkansas, Louisiana, Nebraska, South Carolina and West Virginia.A federal judge in Washington called the Department of Homeland Security's rationale against the program "arbitrary and capricious." He gave the Trump administration 90 days to make a new case. 837

AUSTIN, Texas — A Texas sheriff has been indicted on charges accusing him of destroying or concealing video in an investigation into the death in custody of a Black man, Javier Ambler, that was filmed by the police reality TV series “Live PD.”Williamson County Sheriff Robert Chody was booked into his jail Monday on a ,000 bond and released a short time later. The sheriff’s charge is a third-degree felony that is punishable by up to 10 years in prison.Williamson County prosecutors have been investigating possible evidence tampering following Ambler’s death in March 2019.The county's sheriff’s deputies repeatedly used stun guns on the 40-year-old man, despite his pleas that he was sick and couldn’t breathe.A report obtained by The Associated Press shows Ambler’s death was ruled a homicide and noted it could have been “justifiable.” An autopsy showed the man died of congestive heart failure and hypertensive cardiovascular disease associated with morbid obesity “in combination with forcible restraint."Body-cam video of the deadly incident has surfaced, but another that was shot by “Live PD” crews has been destroyed.A&E, which aired the now-canceled show, has said it didn’t keep the footage after it was informed that the initial investigation into Ambler’s death had closed. The network also has said it wasn’t “asked for the footage or an interview by investigators from law enforcement or the District Attorney’s office.”Court records obtained by The AP show Chody is accused of destroying or concealing recordings “with intent to impair their ability as evidence in the investigation” of Ambler’s death.Chody denies ever tampering with evidence and has accused prosecutors of bringing the case to a grand jury for political reasons. 1765
