SAN DIEGO (KGTV) — A record number of San Diegans submitted their ballots early, largely because they got them early by mail. Now, state officials may make that permanent across California. The state sent the ballots to 22 million voters about a month before the election because of the Coronavirus pandemic, according to the Associated Press. In San Diego County, the Registrar of Voters says it got a record of more than 1.1 million early votes, about 60 percent of the electorate. State Senate President Pro Tem Toni Atkins, D-San Diego, says mailing ballots to all registered California voters should become standard. “As with everything, there is always room for improvement, and we will work with elections officials to learn and assess this system moving forward," she said. "But one outcome is already crystal clear – providing every voter with the ability to choose whether to vote from home or in person should be California’s new normal.”Still, there are questions. First, the state Department of Finance says it cost million to send ballots to the .6 million Californians who don't sign up for them, according to the AP. We'd probably save a lot of money doing that," Kom said. Tony Krvaric, who heads the San Diego Republican Party, expressed concern over fraud."It is indisputable that the only way to ensure a 100 percent fair election is in-person voting with an ID requirement, with voting by mail remaining an option for military members and those who literally physically won't be able to show up in person," he said in a statement. "It's time to put the integrity of our elections ahead of politics. Voters deserve no less."Any voter in California can request a mail-in ballot. The report by the organization, In the Public Interest, found SDUSD loses nearly ,913 a year per charter school student, largely due to costs that cannot be reduced when a student goes to a charter school. SDUSD is the second-largest district in California.There are about 120 charter schools in San Diego County. Roughly 50 of those schools are in the SDUSD. Elva Barajas’ son attends a local charter school.“I liked what they were offering for the students. There were smaller classrooms… less than 25 kids in the classroom. It was more individualized for the students,” Barajas said.Miriam Rodriguez’s daughters go to traditional schools within SDUSD.“At the end of the day, the schools are in my community,” Rodriguez said.The report, called "Breaking Point: The Cost of Charter Schools to Public School District," analyzed three California school districts including San Diego.Superintendent Cindy Marten and SDUSD trustee Richard Barrera argued that local districts need more control over school charter decisions. Barrera said district leaders need to ask critical questions, including fiscal impact. Currently, he said they are not allowed to do so.“What is it bringing to the table, what is it adding to the mix of schools… but also, what is it taking away?” Barrera said.Michelle Anderson, Regional Manager for the California Charter Schools Association, said districts already have enough oversight. “This is really a misrepresentation of issues that came through from a report that was paid for by special interests. The U.S. government has taken the first 600 American tourists out of Peru, but the San Diegans who are still there say they still don't have concrete information on when it will be their turn. San Diego health.Prasad has been in Peru since March 8 for a capacity building medical mission with Dr. Reema Sanghvi, a U.C. San Diego anesthesiologist on the faculty. Sanghvi says the Peruvian citizens have treated them with a lot of respect and hospitality, but they want to get home to help their colleagues at a critical time. "The reason I want to come back home is because I don't know how bad this is going to get," said Palm, whose family lives in Rancho Bernardo. SAN DIEGO (KGTV) - A juvenile was arrested Wednesday for allegedly making a threat against a San Diego Unified School District high school.The juvenile was arrested at Serra High School for the alleged threat, according to SDUSD. The suspect told school police the comment was not meant to be taken seriously. While police deemed the threat non-credible, they determined the comment meant the definition of a criminal threat.The language of the threat and how it was issued was not immediately clear.RELATED: DA: Nine minors charged in recent threats to local schoolsClasses at Serra High were held on a normal scheduled Wednesday despite the report. SAN DIEGO (KGTV) - A heartbroken Allied Gardens homeowner is pleading for the return of a stolen trailer? which contained the belongings of her hospitalized mother.When Erin Rose went out to the driveway of her home on Delbarton Street Friday morning, she froze. "My heart just dropped into my stomach. I felt nauseous," said Rose.Missing from her driveway was her 5-ft x 8-ft trailer. Drag marks revealed how it left the home."You can see it extends all the way to the street ... and to the intersection," said Rose.Rose had locked up the trailer in two places. The only thing she found were the remnants of one of the locks."Just heartbreaking and sad," said Rose. The trailer contained all the belongings of her mother Gail, 74, a part-time San Diegan recently hospitalized in Wisconsin with a heart condition. Rose had been storing her mother's belongings since buying a home months ago."That's all my mom has left. Now she has nothing," said Rose.Inside the trailer: furniture, household items, and some jewelry, including family heirlooms. There was also a lifetime of photos. Most of them haven't been digitized. Rose waited a week to tell her mother, until she was strong enough to receive the news."She cried, she cried. She knew she couldn't get stressed out, couldn't get her heart rate up. Right now she's focusing on her health. Hasn't really hit her she's going to come back to nothing," said Rose.Rose is now hoping to change that by making a plea for tips."I just want when she comes back to be able to have her photos on her nightstand.
