MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. Mayor Barrett held a conference call on Zoom Thursday night and said he was angry with the decision.“Chief Morales should have been given an opportunity to respond,” Barrett said.However, Barrett also stated that he understands where the frustration is coming from regarding Morales.Barrett said he was frustrated with the lack of effort he saw from Morales when it came to addressing the directives.The body also elected a new FPC chair, replacing the embattled chair DeVougas with Nelson Soler.Following the meeting, the commissioners walked out without answering any questions.“We have said enough, we have said enough,” said Wilson.Mayor Barrett said he will be working with the new acting chief to “make sure we are doing everything we can to reduce crime.”Barrett also stated that he will do what he can to restore the transparency within this process.This story originally reported by Rebecca Klopf on tmj4.com. 2804
MINERAL WELLS, Texas – A young bull rider has died after being bucked off a bull during a competition in Texas.Rowdy Lee Swanson of Duncan, Oklahoma, passed away Thursday due to injuries sustained while competing at the Palo Pinto County Livestock Association’s PRCA Rodeo in Mineral Wells, according to the Professional Rodeo Cowboys Association.“We are deeply saddened by the passing of Rowdy Swanson at the ProRodeo in Mineral Wells, Texas,” PRCA CEO George Taylor said. “The hearts of the entire rodeo community go out to Rowdy’s family in this tragic time. We will continue to keep Rowdy and his family in our thoughts and prayers.”The 20-year-old was a student at Oklahoma State University in Stillwater and was studying animal sciences.Swanson was part of the university’s rodeo team. MISSION BEACH, Calif. (KGTV) - After five years of delays and construction, the Plunge Pool in Mission Beach is scheduled to re-open on June 1."There was a lot of I's to dot and T's to cross with this thing, so we've taken our time," explains Belmont Park General Manager Steve Thomas. "We've invested the capital to make sure that things are where we want them to be. It feels good to be involved in a project like that."In addition to rebuilding the pool, the new Plunge will include a state of the art fitness center, run by Fit Athletic Club.The pool, which opened in 1925, closed in 2014 in dire need of repairs. That process didn't begin until January of 2017 because of issues with the Coastal Commission and other government entities.Throughout construction, people in Mission Beach have been wondering when it will reopen while reminiscing of their time spent in the old Plunge."Our kids, we used to bring them here when they were little," says Sharon Delgadillo. She and her husband Henry walk by the Plunge while they exercise in Mission Beach and have stopped frequently to check on its progress. "It will be awesome that another generation can enjoy this pool too.""It's a piece of our history," says Mission Beach Town Council President Matthew Gardner. He says the management from Belmont Park and the Fit Athletic Club has done an excellent job at providing updates to the council at their monthly meetings. He was thrilled to hear they have an opening date set for June 1st."You better believe I'll be first in line to get a membership for the pool," says Gardner.The Fit is already selling memberships to the Club, which will include pool access. A manager says they're offering a /month special through the end of March.Meanwhile, Belmont Park management says the pool will have its own membership that people can buy if they don't want the full athletic club experience. Those will be sold as monthly or daily passes. Belmont Park is still working out the price points for that.Business owners around Mission Beach and Belmont Park also feel the pool will be a catalyst for more economic growth in the area. Gardner owns a beach rental store next to the pool and says he's already seen an increase of customers who ask about the pool."I built my rental shop where it is because of how much effort they put into the pool," he says.Belmont Park officials say the unique mix of a large pool near the beach will bring in locals and tourists."It's going to be right up there next to Balboa Park and the San Diego Zoo," says Thomas of how popular he thinks the Plunge will be when it re-opens. MINNEAPOLIS, Minn. – The death of George Floyd in Minneapolis, Minnesota, put a national spotlight on systemic racism and social inequities. Just a few weeks later, the state’s unemployment rate for people of color is further hitting home how real and current those issues are.“It’s really shocking that number is the way that it is,” said Kimberly Jones.Jones is an African American woman and was a Minnesota-based flight attendant recruiter, who lost her job in March.According to data from Minnesota’s Department of Employment and Economic Development, she is a part of the half of all Black workers in the state who have lost their jobs and have had to file for unemployment during the past five months. Right now, Black workers in Minnesota are almost three times as likely to still be unemployed, compared to white workers. That’s significantly higher than the national average, which also shows Black workers across the country struggling with unemployment at a higher rate than white workers.“We have been suffering and going through this kind of social inequity for so long,” said Jones. “It is sad to say you almost get used to the norm. I get used to the redlining. I get used to not being able to get a job. I get used to the discrimination. My hope is that with everything that has happened together the way that it has, it will begin to shed light on things that absolutely have to change.”The issue of people of color having disproportionately higher unemployment in Minnesota and around the country is not a new issue or one just isolated to this economic downturn, according to experts like William Rodgers with Rutgers University. Rodgers is the Chief Economist and a Professor of Public Policy at Rutgers’ Edward J. Bloustein School of Planning and Public Policy.“The big concern there that I have is that this is potentially writing the same rules we have seen in previous recessions,” said Rodgers. “African Americans, Latinos, and other groups, but especially African Americans, they are the first ones to be fired and they are the last ones to be hired when there is a recovery.”Given the recent national awareness and concern over systemic inequities for people of color, there is action being taken to change the course of history this time.“Employers need deep help in addressing the institutional racism that exists within their walls and to determine really what kind of actions they can take to really start to create new policies and practices and new ways of being as it relates to how they hire talent,” said Towanna Black.Black is the Founder and CEO of Minnesota’s Center of Economic Inclusion. Her organization recently created several new positions to help private companies and other employers address their role in this inequity and unemployment disparity.“We do an assessment upfront that helps employers understand, almost across 200 dimensions, what is happening inside your business and how those policies and practices either help your employees move forward economically or hold them back,” said Black. “We are glad to say that employers, not only in Minneapolis/St. Paul but across the country are reaching out.”While employers work on change, someone like Jones has changed her mind about returning to the workforce that historically has worked against her and other people of color. She has instead decided to work on a nonprofit passion project, turning her home into a shelter for woman called The Genesis House Service Corporation. 3489
