(KGTV) - A wall at the intersection of Ocean View and 30th in the Logan Heights neighborhood of San Diego has been turned from a place with frequent unwanted graffiti, to a work of art that embraces the community.David Mena said he and about seven artists have been painting the wall for about a month and it’s finally completed. It’s a celebration of the different types of people who live in the area, plus a look at the different cultures and ethnicities. From a depiction of the “tortilla lady” to the mascots from local schools, the art captures the spirit of a wide variety of types of people and brings a message of unity.“This is our peaceful protest and letting the community and everyone in San Diego county know that in these destructive times, we can build and we can move forward as a unit,” said Meno.He said he recruited youth in the area to help with the art as a way to inspire them and show them a positive influence.Mena said close to ,000 was donated by the community to help pay for supplies and food during the project. They put a coat over the paint that will help prevent graffiti. He said they’re not asking for money, but if anyone donated, he would give the money to the young artists. 1240

SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223

SAN FRANCISCO (AP) — A bill requiring California prosecutors to erase or reduce tens of thousands of marijuana criminal convictions was approved by the state Legislature on Wednesday and now awaits Gov. Jerry Brown's signature.When voters passed Proposition 64 in 2016 to allow adult use of marijuana, they also eliminated several pot-related crimes. The proposition also applied retroactively to pot convictions, but provided no mechanism or guidance on how those eligible could erase their convictions or have felonies reduced to misdemeanors.The Senate passed a bill Wednesday that would make that happen.RELATED: What to know about 2018's new marijuana laws in CaliforniaThe bill orders the state Department of Justice to identify eligible cases between 1975 and 2016 and send the results to the appropriate prosecutor.The state DOJ estimates that almost 220,000 cases are eligible for erasure or reduction. Joel Anderson, who represents a rural district east of San Diego, said the bill will enable some eligible people regain their gun rights by reducing felonies to misdemeanors. SAN FRANCISCO (AP) — A calm overnight allowed firefighters to make progress against a trio of massive fires burning in Northern California. But they are girding for the arrival of a weather system Sunday that will bring high winds and thunderstorms that could spark new fires and fan existing blazes that already destroyed nearly 1,000 homes and other structures and forced tens of thousands to evacuate. On Sunday, President Donald Trump said he approved a major disaster declaration for California on Saturday after speaking to California Governor Gavin Newsom."We're working very closely with the governor and very closely with a lot of great state representatives and local representatives. And we'll take care of the situation," Trump said on Sunday. Trump added that the federal government had already deployed over 26,001 first responders, and personnel to battle the wildfires.The fires surrounding the San Francisco Bay Area were started by lightning strikes that were among 12,000 registered in the state in the past week. The National Weather Service issued a “red flag” warning for the area through Monday afternoon, meaning extreme fire conditions exist. 1175

  

SAN DIEGO, Calif. (KGTV) - The San Diego Public Library is on the road to reopening. Tuesday, eleven locations have reopened, but only for people who placed holds prior to the closure that started in March. Those items can now be picked up with a contact-free system where the person calls when they arrive at the location, then a librarian puts the books on a table outside for the person to pick up. Starting next week, people can put new holds on items. Director Misty Jones said they’ll reopen more after that depending on county orders and plans to keep books virus-free. The future of the libraries will depend on some unknown’s, including how the library can help the school system, what studies reveal about how long the virus can live on items and more. “We adapt to the way that people need the service from us and we’ll adapt and we’ll pivot and we’ll be able to offer that incredible customer service like we always have,” said Jones. The eleven locations currently open as of May 26 are Carmel Valley, College-Rolando, La Jolla/Riford, Logan Heights, Mira Mesa, Mission Hills-Hillcrest/Knox, Mission Valley, Point Loma/Hervey, Rancho Bernardo, San Ysidro and Valencia Park/Malcolm X. These locations are open 10:30 a.m. to 5:30 p.m. Monday through Friday. The libraries have adapted with coronavirus, creating online programs like virtual story time, ebooks and audiobooks and online book clubs. Jones said this has been a good substitute.“Even though our doors aren’t open and we’re not letting people actually come into the library, it’s the first phase in getting back to those services again,” said Jones. 1630
