SAN DIEGO (AP) — A federal judge has extended a freeze on deporting families separated at the U.S.-Mexico border, giving a reprieve to hundreds of children and their parents to remain in the United States.U.S. District Judge Dana Sabraw said in his order Thursday that "hasty" deportation of children after reunification with their parents would deprive them of their right to seek asylum.The American Civil Liberties Union had requested families be given at least a week. The judge's order did not specify a date for when the reprieve would end.RELATED: Trump admin outlines plan to reunify separated children with deported parentsThe government has opposed the move, saying parents waived the rights of children to pursue asylum claims after signing deportation forms. Both sides were to discuss the decision at a hearing Friday.The order to extend the freeze, which Sabraw first put in place July 16, affects many of the more than 2,500 children who were separated from their parents.In his ruling, Sabraw said delaying the deportations "would not unfairly or unduly tax available government resources," but that carrying out the removals would go against the public's interest in upholding the country's laws and protecting the rights of immigrants and asylum seekers.RELATED: San Diego judge upholds ban on deporting reunited migrant familiesHe said claims of people persecuted in their homelands should at least be heard. Many of the families have said they were fleeing violence in their home countries in Central America and planned to seek asylum."The Court is upholding the rights provided to all persons under the United States Constitution, rights that are particularly important to minor children seeking refuge through asylum, and rights that have been specifically recognized by the President's Executive Order in the particular circumstances of this case," Sabraw wrote.In late June, Sabraw ordered that children under 5 be rejoined with their parents in 14 days and children 5 and older be rejoined in 30 days.RELATED: Ivanka Trump says family separations issue 'was a low point'The order came days after President Donald Trump, amid public outrage at children being taken from their parents, halted the "zero-tolerance" policy implemented in the spring that split families up at the border.As of Aug. 16, the government had reunified 2,089 children with their parents or to others, including sponsors. SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. SAN DIEGO (CNS) - A 22-year-old man was stabbed early today and he walked into a Kerny Mesa hotel for help.The stabbing was reported at 2:05 a.m. in the 5400 block of Kearny Mesa Road, according to San Diego police Officer Robert Heims.The wounded man walked into the lobby of the Marriott hotel to get help, Heims said.The victim was taken to a hospital for a stab wound in his body that is not believed life-threatening, he said.He described his assailant as a bald male, about 6 feet tall, with tattoos. SAN DIEGO — A former San Diego doctor who was caught watching child porn at work will have his license reinstated.The news of the reinstatement became available this week, in documents provided by the California Medical Board.Former psychiatrist Mark Zweifach went in front of the board three weeks ago for a hearing on reinstating his license. A video of the hearing recently became available to the public.For the first time on-camera, Zweifach describes his own shocking acts that still haunt him.LONGFORM: Former San Diego Kaiser doctor caught watching child porn at work tries to get his license back“Eleven years ago, on three occasions, I briefly viewed child pornography at my workplace,” he said.It was more than a decade ago that the admitted sex addict turned in his white coat, but the District Attorney's office didn't have enough evidence to bring criminal charges.California Medical Board paperwork reveals that the alarming discovery was made at a Kaiser Permanente Medical Center in El Cajon. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.Since then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after the guild was contacted by reporters, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on Sept. 14.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. He must also undergo continued psychotherapy. 2612
