Chinese Vice President Xi Jinping (2nd L) addressed a meeting at which a group of heads of agencies of the Communist Party of China Central Committee and the central government discussed how to implement the Scientific Outlook on Development, in Beijing, capital of China, Dec. 12, 2008    BEIJING, Dec. 12 (Xinhua) -- Chinese Vice President Xi Jinping on Friday urged Communist Party of China (CPC) cadres to combine the spirit of "scientific development" with the nation's endeavors to deal with current economic problems.     Xi addressed a meeting in Beijing, at which a group of heads of agencies of the CPC Central Committee and the central government discussed how to implement the Scientific Outlook on Development.     Xi said the ongoing campaign to educate Party cadres on the Scientific Outlook on Development should focus on how to maintain a steady economic growth, despite global economic woes, through more scientific and efficient work.     He said this was desirable because the ultimate goal of the campaign was that China achieve sustainable, broad-based development under the leadership of the CPC.     The Scientific Outlook on Development represents important guiding principles for China's economic and social development. It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007.     The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality.     In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work.     Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring.     He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies.     "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.

ANKARA, Nov. 27 (Xinhua) -- China attaches importance to its friendship and cooperation with Turkey, said China's top political advisor Jia Qinglin here Thursday.     China will enhance exchanges and mutual trust, consultations and coordination in international and regional affairs, and cooperation in economy, trade, culture, education and tourism with Turkey, said Jia at a meeting with Turkish Prime Minister Recep Tayyip Erdogan.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said the Chinese side is satisfied with the development of bilateral relations and confident in their future friendship and cooperation. BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday.     To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen.     The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation.     "The country should strengthen management of large-scale investment projects, conduct feasibility studies in an earnest manner and increase investment efficiencies and profits," said a statement from the meeting, in which provincial leaders and Cabinet ministers participated.     Wen said the stimulus package was crucial to tiding over the difficulties and maintaining long-term economic growth momentum.     He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand.     The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth.     The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market.     China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities.     The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.

BEIJING, Jan. 7 (Xinhua) -- Chinese Vice Premier Li Keqiang urged more efficient and transparent use of government funds as the country faces rising fiscal expenditures while tackling the global financial crisis.     China should strengthen management and scrutiny of the fiscal budget and should reduce administrative expenses as the country faces relatively high fiscal pressure, Li said at a national fiscal conference on Tuesday.     The government must "firmly oppose extravagance and waste", he said.     China will have "a difficult fiscal year" in 2009 because of lower tax revenues and surging expenditures, Finance Minister Xie Xuren said on Monday.     China's 2008 fiscal revenue is expected to rise 19 percent to exceed 6 trillion yuan (about 857 billion U.S. dollars), said Xie.     That growth was slower than the 32.4-percent annual gain made in 2007.     The country's fiscal revenue increase started to slow down in the second half of 2008, said Xie. He attributed that change to economic deceleration, corporate profit decline and tax cuts made to boost growth.     China decided to carry out an "active fiscal policy" and "a moderately easy monetary policy" in 2009. It has unveiled a four trillion-yuan fiscal package to stimulate domestic demand.

BEIJING, Oct. 29 (Xinhua) -- Chinese President Hu Jintao on Wednesday sent a message of sympathy to his Pakistani counterpart Asif Ali Zardari over a major earthquake that has killed at least 160 people in Pakistan's southwestern Balochistan province.     Hu said in the message that he was shocked upon hearing the news of the earthquake and felt pain over the great casualties and property loss in Pakistan.
