Gretchen Whitmer announced Thursday a program that will offer essential and frontline workers in the COVID-19 crisis a tuition-free path to community college.According to the governor's office, an estimated 625,000 Michiganders who worked during the Stay Home, Stay Safe orders between April and June are eligible.It was inspired by the GI Bill and will offer Michigan adults without college degrees or high school diplomas the pathway to get additional skills.To be eligible for the program, applicants must:Be a Michigan residentHave worked in an essential industry at least part-time for 11 of the 13 weeks between April 1 – June 30, 2020Have been required by their job to work outside the home at least some of the time between April 1 – June 30, 2020Not have previously earned an associate or bachelor’s degreeNot be in default on a Federal student loanComplete a Futures for Frontliners scholarship application by 11:59 p.m., Dec. 31, 2020Eligible workers can visit www.michigan.gov/Frontliners to explore career opportunities, a list of local community colleges, and begin their application – even if they don’t already have a high school diploma. “This initiative is Michigan’s way of expressing gratitude to essential workers for protecting public health and keeping our state running,” Whitmer said in a release. “Whether it was stocking shelves, delivering supplies, picking up trash, manufacturing PPE, or providing medical care, you were there for us. DENVER, Co. – The Durans' home is a family treasure. It’s been passed down through three generations. “My grandparents started this house and he finished it,” said Linda Duran of her father, Gerald Duran. “You name it, I did it,” laughed the Korean War Veteran about the hundreds of hours he’s poured into the family home over the years. This home not only represents a wonderful building achievement, but it’s a place where laughter and memories have been shared every single day. Stories of war, stories about school days and all that life brings in between. As their family grew, the home expanded. “I built this, I built that,” said Gerald pointing around the property. “With help, you know, you cannot do anything without help.” This year, Linda and her dad found their family needing a little help with their home once again. “There were a lot of things that needed work and especially, the safety,” said Linda. The outside doors didn’t close or lock, and the kitchen didn’t have working appliances. But COVID-19 made those repairs impossible to pay for after Linda lost her job. “Can't do anything anymore hardly,” said Gerald. “I want to go to bingo. No, I ain't got no money. Got to buy groceries. That's what's hard. That's what gets hard.” “You're not able to do the things you used to be able to do afford, because being on a fixed income and no income is detrimental,” said Linda. So, she reached out for help. “It’s an awful feeling because I’m not no spring chicken, so I just feel like, ‘Gosh at this point in my life, I should be able to help him more than I am,’” said Linda. A nonprofit called Rebuilding Together answered her prayers. (KGTV) - The Del Mar City Council voted to add more enforcement to their community, specifically targeting people who are not following county health orders regarding masks.The city currently contracts with the sheriff’s department for one single deputy to be on the clock 24 hours a day, seven days a week, but with this new addition, two more part-time deputies will be added. The two will work four hours a week, likely on the weekends, patrolling the streets as usual, with an extra eye on people violating county health orders. The focus will be on education first, but violations could result in a misdemeanor costing up to ,000. That money does not go back to the city of Del Mar, but rather to the county.City Councilman Dave Druker has lived in Del Mar for 34 years. He said recently, crowds visiting the beach community have discouraged locals from leaving their homes, so the goal is not only keep visitors safe but also support locals.“There’s a whole lot of people in town that are, at this point, terrified to go out,” said Druker.He said with their small community and large crowds of visitors, the one deputy was not enough to keep up with the rules.“Because our budget is based on 4,000 people and we have close to 20,000 people on a daily basis here, we thought we should add a little bit of enforcement to this,” said Druker.The total cost of the additional positions for the next four months is ,000, which will come from the 0,000 that Druker said the City Council set aside for COVID-19 relief efforts. (KGTV) - The Flower Hill Promenade in Del Mar is helping restaurants in its parking spaces by creating extra outdoor dining space.Milton's, a restaurant and deli in the shopping center, opened up a new outdoor area by covering up parking spaces with turf and tents and setting tables and chairs. That area opened up this week after new health orders forced restaurants to close their indoor dining areas due to rising coronavirus case numbers.Owner Barry Robbins says that they are also working on building a lounge area with a big-screen TV. With fans not allowed at the Del Mar horse track this season due to the pandemic, Robbins is hopeful their proximity to the race track will attract horse racing fans."We want to create a lounge, and put up a tv, and show the races there," he said. "Then you'll have more a night time venue with music, which we've never done before."Rose Javin, the General Manager at Flower Hill Shopping Center, says the outdoor dining spaces are an investment in their clients. Another restaurant in the Flower Hill Promenade, Cucina Enoteca, also recently rolled out turf and put up tents to create a comfortable outdoor setting for their customers. They are currently working with a third client to see if they can help them."The shopping center has put up the money to do all this and create this area for the tenant," Javin said. "We're a family here, and we want our tenants to thrive and survive."Robbins says they were hard-hit by the pandemic. When restaurants were allowed to reopen, Robbins says they invested thousands of dollars in putting up glass dividers inside the restaurant. Still, they were only open for two weeks before they had to shut their indoor area again.Robbins says having the outdoor space is a relief."It means sleeping at night. I was so scared," he said. (KGTV) — The Del Mar Fairgrounds may face increased pressure to stop the Crossroads of the West gun show from selling so-called 'ghost gun' kits at its show starting later this month.The Del Mar City Council on Monday will consider passing a resolution recommending the Del Mar Fairgrounds ask the show to prohibit its vendors from selling unregulated firearm parts, components and gun-build kids. The items do not have serial numbers and can be purchased at the show without a background check or registration.The Crossroads of the West Gun Show, which begins March 14, is likely in its final year at the state-owned fairgrounds. Do you think a felon is going to register a gun? Do you think someone who is suicidal who is not going to pass a background check is going to register a gun? No," she said. But Danielle Jaymes, who heads sales at Poway Weapons and Gear range, said people who want to break the law will, no matter what. "If they aren't legally allowed to buy a gun in California and they go across state lines and buy an unfinished frame and then build up themselves, they're going to do it," she said.
