White House officials and House Democrats said Friday they’re no closer to a deal with on a stimulus package, a week after extended unemployment benefits expired.While the White House said they believe a compromise can be made on some issues, the two sides remain far apart on funding state and local governments. Many states and municipalities are struggling due to decreased revenues and increased costs amid the pandemic.There is also disagreement among the parties, including Senate Republicans, on unemployment supplements as unemployment figures remain over 10%. From April into July, unemployed workers received an additional 0 unemployment supplement on top of standard unemployment benefits. But many Republicans grumbled that the supplement gave incentive for workers to stay home amid the pandemic.Generally, however, if an employer calls an employee back to work, they're no longer eligible for unemployment benefits.Treasury Secretary Steven Mnuchin told reporters on Capitol Hill Friday that he is going to recommend executive orders addressing student loan payments, evictions and unemployment supplements. Currently, federal student loan payments are frozen into October. Also, protection ended last week on evictions.President Donald Trump told reporters late Friday that he plans on signing the order "by the end of the week." But Trump said he expects there will be legal challenges to his order. Mnuchin and White House Chief of Staff Mark Meadows said that there is broad agreement on some issues, such as funding for schools to safely operate amid the pandemic. Previously, the sides also said there is agreement on providing Americans with ,200 stimulus checks for the second time this year. But Mnuchin and Meadows pointed the finger at House Democrats for not compromising on the unresolved issues.“Just to hear the comments from Senator Schumer and Speaker Pelosi saying they “want a deal” when behind closed doors, their actions do not indicate the same thing,” Meadows said.Meanwhile, Democrats pointed the finger back at the White House for not reaching a compromise.While the White House suggested that it would be okay with a partial stimulus package, Democrats are calling for a more comprehensive bill.“We’re asking them to be fair, to meet us in the middle, not to have a my way or the highway attitude, which they seem to have,” Senate Minority Leader Chuck Schumer said. “We can really get this done, because there are some areas where we didn’t come to an agreement on many things, but we narrowed our differences.”Both the House and Senate have adjourned for the weekend. 2622

But with a static population and a lack of social distancing, local health guidelines have forced them to shut their doors for warming shelters this season.“It’s heartbreaking,” Wood-Mason said of the warming shelter not being able to open this winter. “Here in Denver, we’ve got thousands more people experiencing than there are shelter beds available.”Across the country, other warming shelters are also being impacted by COVID concerns.“We’re just starting to inch into those winter months when we know things are going to get colder, things are going to look and feel a little different into our regions,” said Andrea Carlson with the American Red Cross.She says the days of having people packed in to one large room to get warm are gone. Now, they’re putting people into multiple separate spaces and following new COVID safety protocols.“Distanced between each other, masks are required, you do have some health checks when you come into the warming center,” Carlson said.As winter weather rolls in, and limited capacity issues mean more people are staying outside, The Delores Project believes more people will be exposed to harsh weather and the virus.“It means that we’re really going to see people get sick,” Wood-Mason said. “It’s going to put a new burden on the hospital system and our first responders.” 1887

WILSON, N.C. – The father of a 5-year-old boy who was fatally shot outside his North Carolina home says he cannot understand why someone would want to harm his son.Austin Hinnant told WRAL that his son, Cannon, was playing on his bike in the yard of their Wilson home when he heard a gunshot while inside.Hinnant says he ran outside and found Cannon suffering from a gunshot wound to his head. He scooped his son up in his arms and screamed for someone to help.The father claims he looked up and saw his neighbor, Darius Sessoms, in the yard next door, with a gun in his hand, pacing."I was looking at him as I was picking up Cannon,” Hinnant told WRAL. “I was so full of rage, but I couldn't leave my son's side. I wanted to be with my son."The boy was rushed to an area hospital, where he later died.A warrant was issued for Sessoms and police say he was taken into custody on Monday. The 25-year-old has been charged with 1st degree murder and is being held without bond.Sessoms doesn’t appear to be a stranger to the family. Hinnant says he had Sessoms over for dinner just the night before."I have no idea why he would kill my son in front of his two sisters and his cousin,” Hinnant told WRAL. “I have no idea."Law enforcement has not provided any details regarding a possible motive for Cannon’s murder.A funeral for the little boy was held Thursday. WNCN reports that hundreds gathered at the Shingleton Funeral Home in Wilson to pay their respects, including Cannon’s grandmother, Merrill Race.Race told WNCN that Cannon was “just a kid trying to have fun in his own yard and something like this happens. It’s despicable.”"Everybody just loved Cannon. He lit up the room," said Hinnant, according to WRAL.CNN contributed to this report. 1753

  

White House chief of staff John Kelly says he will "absolutely not" apologize for his comments on Rep. Frederica Wilson, adding that he stands by his comments.President Donald Trump and the Florida Democratic congresswoman publicly fought over each of their accounts of the conversation the President had with the widow of a slain soldier. Following Wilson's criticism, Kelly had spoken in defense of Trump at the White House press briefing, where he also recounted his own experience from when his own son was killed in action.When defending Trump in the wake of the feud, Kelly claimed Wilson had boasted of securing " million" in federal funding to build a new FBI field office in Miami during the dedication ceremony for the building in 2015. But would drivers actually slow down if the city were to lower the speed limit?According to a new study by the Insurance Institute for Highway Safety, it would. The study was done on the streets of Boston, and it found that lowering the default speed limit from 30 to 25 reduced the odds of a vehicle going over 35 miles per hour by about 30 percent.The study also found the odds of exceeding 30 mph fell by over 8 percent, and the odds someone would exceed 25 mph fell by almost 3 percent.The study did not examine how the lower speed limits affected crashes, but the institute plans to study that in their next phase.The authors of the study also say that the number of deaths related to speeding were actually higher on roads where the speed limit is 35 mph or lower, than it is on roadways where cars are going much faster. 900
