NEBRASKA — Omaha Police Department detectives have located the Dodge County vehicle taken by an escaped inmate on Wednesday, but the suspect is still at large.About 7 p.m. Wednesday, authorities received a tip the dark grey 2012 Chevy Impala with government plate No. 42650 had been spotted in a Nebraska Furniture Mart parking lot. The victim said Scott twice had intercourse with her and had subjected her to other sex acts numerous times in the family home in Hooper, records state.Around 2:30 p.m. Wednesday, Scott forced a Dodge County deputy from the transport vehicle en route from Lincoln Diagnostic and Evaluation Center to Dodge County Jail, according to a Dodge County Sheriff's Department press release. The deputy was taken to Fremont Health Medical Center for treatment as a precautionary measure, the release states.Scott had been serving a two- to four-year sentence since April 11, 2016, for his fifth DUI offense, and was due to be released Oct. 21, according to the Nebraska Department of Correctional Services. On this third conviction, in Washington County, he was sentenced to 1.5 to three years, serving a sentence at the Nebraska State Penitentiary from September 2011 to February 2013.Nebraska State Patrol, U.S. Marshals, Omaha Police as well as Dodge, Saunders, and Douglas county sheriff's departments are involved in the search for Scott. 3018

Ralph Northam signed a bill into law Monday that banned the use of no-knock warrants, a controversial police tactic that has been the subject of criticism across the country since Taylor's death in March and amid the monthslong protests against police brutality."We are taking a step forward to make sure other families don't suffer the same loss," Northam said.In March, Taylor, a health care worker in Louisville, Kentucky, was fatally shot by police in her home while a "no-knock" warrant was being served at her apartment. While no officers have faced charges in connection with her death, city lawmakers have already outlawed the use of such warrants in Lousiville."We can't have this continue to happen to African American women and men," State Senator Mamie Locke, D-District 2, said.Two of Taylor's aunts from Louisville were on hand for Monday's ceremony as Delegate Lashrecse Aird, D-63rd District and Locke joined Northam to sign the legislation they had sponsored.In Virginia, judges and magistrates can no longer issue a no-knock warrant. According to Northam's office, the Commonwealth is the third state to ban this practice and the first state to do so since Taylor's death."There have been a couple of cases years ago where sometimes the officers make the mistake and go to the wrong house and they don't announce [themselves], and the residents return fire and it's a bad situation," Richard James said.James spent almost 30 years as an officer and detective with the Norfolk Police Department, and he is the former department head for criminal justice and forensic science at Tidewater Community College.James says the new law protects citizens."It also lets a person know who is woken up in a slumber that it is not someone breaking into the house," he said.It also protects officers as well, but James says it can be a challenge for police now when they are trying to protect themselves from an actual threat."[They are going to need to ]make sure they have additional steps to make sure they are safe, and it's going to take some practice and training," James said.Gaylene Kanoyton is the political action chair for the Virginia state conference NAACP. The group has been advocating for police reform, and the no-knock warrant was at the top of their list."As Sen. Locke said, why do we have to wait for someone dies to be proactive?" NEW YORK CITY — Police say they have arrested a man after he allegedly pushed a woman onto subway tracks as a train was arriving at the Union Square station Thursday morning.The NYPD said a call came in just before 8:30 a.m. local time after a woman was shoved off the subway platform and onto the tracks of the No. 4, 5 and 6 subway lines.Surveillance video shows the suspect waiting and then suddenly push the woman, 40, onto the tracks in front of the oncoming train.The FDNY rushed to the scene and helped the victim off the tracks, while a New York City Transit platform controller subdued the suspect, holding him down until police arrived, authorities said.The woman was taken to a nearby hospital and only suffered minor injuries, authorities said.NYPD Chief of Transit Kathleen O'Reilly said on Twitter that "charges are forthcoming and this case will be prosecuted to the fullest extent."The incident caused delays and service impacts along the No. 4? and ?5? train lines, the MTA said. 1004

  

New York is adding new measures to prevent people from dying while taking selfies at a waterfall in the Catskill Mountains.The picturesque Kaaterskill Falls is one of the most visited spots in southeast New York state. However, capturing the perfect photo for social media turned fatal for several people.“I cringe, when someone is where they shouldn’t be,” says Peter Innes with the New York Department of Environmental Conservation. “Because they are just too close to the edge.”Four deaths in the past several years occurred due to the victims being too close to the edge, while taking or posing for photos. Officials say it’s now considered one of the riskiest activities at the park.“A lot of people would think about ice climbing or rock climbing, back country skiing,” says Robert Dawson, a forest ranger. “It’s actually picture taking, because everyone can do it now.”The park sees tens of thousands more visitors annually than they did just a couple decades ago. A lot of that is due to visitors posting photos on their social media platforms, attracting new visitors seeking similar photo ops.“Or they’ll put it on YouTube, and they wanna see how many hits they can get on it,” explains Dawson.“So, then they wanna make those really cool videos. That’s where they’re willing to take that extra risk.“Then people will see that and be like, ‘I wanna go up there.’” Two of the most recent deaths—in 2016—occurred after the state had already made safety changes.Officials added a staircase to prevent slipping, as well as fencing to keep people from the edge. However, people continued to walk around it despite the obvious park signage.   “We realized there was a problem because of the continued fatalities,” says Innes.Innes helped draft new regulations that went into effect this month.“People are now not allowed to get within 6 feet of the cliff’s edges themselves,” says Innes of the new policy. “They also can’t swim within 150 feet of the top of the falls.”Now, rangers like Dawson have the authority to ticket and even forcibly remove anyone putting themselves at risk.“Before I was just like, ‘Hey, I really don’t want you to do this,’ and some groups will listen some are like, ‘Hey, it’s a free country,’” says Dawson.If he could offer just one piece of advice to Instagram-happy trail goers, Dawson says, “You can still get that great picture; you can do it 10 feet away from the edge and you’ll get the same effect.” 2470
