CARLSBAD, Calif. (KGTV) - The Orange County father who tied up his daughter and gagged her in an attempt to force her into drug rehab in Mexico could face charges. California Highway Patrol officers pulled over the car Monday night on Interstate 5 off of Cannon Road in Carlsbad after getting calls from drivers about a possible kidnapping. "Received a report of a woman bound and gagged in the back seat, kidnapped essentially," said CHP Sgt. Mike Morrin. The 17-year-old girl was with her 57-year-old father and 21-year old sister. According to the CHP, both the father and sister could face charges ranging from kidnapping to child endangerment. "You just can't gag someone and bind them and take them in the back of a car to a foreign country. That's just not acceptable. We're trying to sort out the details," said Sgt. Morrin. The teen admitted to officers she's been using methamphetamines for the last year. Her relatives told 10News she escaped twice from local rehabs. The family lives in San Juan Capistrano. Nancy Knott is a licensed psychotherapist. She spent years working as a treatment counselor for Scripps before going into private practice. Knott is not familiar with this case, but says parents often reach a breaking point. "When it reaches a certain point, desperation sets in, and anytime desperation sets in, people don't always make the correct choices. They're trying a lot of times to save the life of their child," said Knott.Knott said families in California can hire outside help when trying to force a minor into treatment. "A parent could arrange for a transport company to take their child into treatment and they do not use physical restraints unless absolutely necessary. Again, first choice is to have the parents to seek out some expert advice, try to work with their child themselves, if not, usually the one off approach works better especially with the child parent relationship to bring in a professional, to work with the child and the family. The family would be signing off permission, or the guardian, to the transport company to take that child to treatment," said Knott adding that the company should be licensed and bonded. Knott doesn't recommend seeking treatment in Mexico. "I've never taken a patient to Mexico. And frankly, never will. The laws are different there. The family is always at great risk of crossing that border because they are not going to be the same laws as in the US, so it's riskier; that's my opinion," said Knott.Knott said early intervention is critical, but recovery can still take years. "Treatment doesn't always work the first or second time with adolescents. We look at keep them alive until 25, meaning the brain is more developed at 25 to have a little more rational way of looking at their problem," said Knott. CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it. It makes me think of people that are veterans. What if their money was taken away?” Krystal said.On its website, USAA said this cybercriminal activity is on the rise. CANTON, Ga. (AP) — A Georgia school district has quarantined more than 1,000 students and staff members because of possible exposure to the coronavirus since classes resumed this last week. The Cherokee County School District outside Atlanta said it would also temporarily shut down a hard-hit high school in which a widely shared photo showed dozens of maskless students posing together. (CNS) -- A federal warrant was served Wednesday at YouTube star Jake Paul's home in Calabasas.The warrant was being served in connection with an ongoing investigation, said Laura Eimiller of the FBI's Los Angeles office.No arrests are planned, Eimiller said. CAMP PENDLETON, Calif. (KGTV) — Officials Friday identified the Marine killed in a rollover crash this week at Camp Pendleton.Officials identified 1st Lt. Hugh C. McDowell, 24, of Washington D.C., as the Marine killed after a light armored vehicle rolled over Thursday at Camp Pendleton. Six others were also injured in the crash.The crash occurred during regularly scheduled battalion training, officials said.
