BEIJING, Jan. 29 (Xinhua) -- Chinese State Councilor Ma Kai urged here Friday that public complaints and petitions should be handled properly to promote social stability and harmony.Ma Kai, also secretary-general of the State Council, or cabinet, made the remarks at a national conference attended by heads of relevant government departments dealing with such petitions.Ma stressed that the government should make more efforts to prevent the occurrence of disputes and complaints right from the start.He also called for better investigation and sound settlement of petition cases.He urged setting up a risk assessment system in the decision making procedure in major social issues.Better implementing existing policies and the accountability system for relevant official departments are also needed, Ma said.

BEIJING, Jan. 17 (Xinhua) -- The United States needs to face up to its own imbalances rather than engage in more China bashing over trade, said world-renowned economist Stephen Roach.     "The West, especially the United States, needs to take a long hard look in the mirror and face up to its own imbalances. Hypocrisy is not a recipe for global statesmanship," wrote Roach in Singapore's leading financial daily Business Times this week.     As U.S. congress and the White House look toward the mid-term elections of 2010, Washington could well up the ante on China bashing -- moving from a rhetorical assault to widespread trade sanctions, predicted Roach, chairman of Morgan Stanley Asia.     He noted that the United States has already imposed trade sanctions on Chinese exports of tyres, coated paper product and steel piping and grating in recent month.     Roach argued that the expected salvo from Washington was apparently built on hypocrisy as the United States itself should also be held accountable for the global economic imbalances.     Meaningful progress on global rebalancing could not occur without progress by both China and the United States and that China has a more optimistic prospect of achieving rebalancing, he said.     "There is good reason to believe that China ... is about to take dramatic steps in rebalancing its domestic economy in a fashion that would provide a sustained and meaningful reduction in its current account surplus."     China viewed the recent crisis and recession as an unmistakable wake-up call, which left the country with little choice other than to shift the sources of its GDP growth from external to internal markets, he said.     However, it was hard to be sanguine about the outlook for America's saving and current account imbalance.     "The United States, with its massive shortfall in domestic saving, has come to rely heavily on surplus saving from abroad to fund economic growth. And it must run massive current account deficits in order to attract that capital," he said.     All nations need to be accountable for the role they need to play in driving a long overdue global rebalancing, said Roach. "It would be the height of folly to try and force China into a counter-productive approach, especially since it appears to be taking its own rebalancing agenda very seriously."

BEIJING, March 16 (Xinhua) -- Chinese President Hu Jintao has commended the heroic deeds of a special policeman, who died on duty at the age of 28, and asked the country to build a special police team with high fighting capacity.Hu made the call in a written instruction to a meeting on Tuesday honoring Shen Zhandong, a special policeman from Zhengzhou, of the central Henan Province.Shen was known for his outstanding performance in many missions, including the rescue work after the deadly Wenchuan earthquake in Sichuan Province and the security work for the Beijing Olympic Games in 2008.Shen died on Jan. 30, the day of his 28th birthday. Medical diagnose suggested that overwork had taken a heavy toll on Shen and caused his sudden death.At Tuesday's meeting, Zhou Yongkang, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, called on the country's police to learn from Shen.Zhou urged the police to step up efforts to resolve social conflicts, improve social management and enforce the law in a just and clean manner.

  

BEIJING, March 6 (Xinhua) -- A 17 percent year-on-year increase in China's broad money supply, and a target of 7.5 trillion yuan (1.1 billion U.S. dollars) for this year, indicated a relatively easy monetary policy, said Su Ning, deputy governor of the People's Bank of China, the country's central bank.Speaking on the sidelines of the ongoing annual session of the top legislature, the National People's Congress (NPC), Su said the 17 percent increase in the nation's broad money supply was larger than the combined increase of targeted GDP and CPI growth, which suggested an "easy" monetary policy."If M2 (the broad measure of money supply) growth is 2 to 3 percentage points higher than the combined growth of GDP and CPI, the monetary policy could be seen as easy," said Su.Chinese Premier Wen Jiabao said Friday, in the government work report submitted to the NPC, that China targeted an approximate 3 percent rise in consumer prices and 8 percent GDP growth this year.Su further believed the 17 percent increase in the broad money supply would be able to support the ongoing economic recovery throughout the country.China's financial institutions lent a record 9.6 trillion yuan in new yuan-denominated loans last year, almost double that of the previous year, to spur the economy amid the global downturn, but it was accompanied by soaring property prices and rising expectations of possible inflation.Su said the 7.5 trillion yuan in new lending this year should speed up completion of projects under construction, rather than support new projects.

  

UNITED NATIONS, Jan. 20 (Xinhua) -- The United Nations' top humanitarian official on Wednesday rejected as "insulting" and untrue reports about the Chinese search-and-rescue team in Haiti."I don't believe there is any truth in these accusations ... that the search-and-rescue teams favored international members of the community rather than Haitian nationals," John Holmes, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, told reporters at UN Headquarters."I think it was done in an overall fair way," he said.The Chinese team "did take the lead" in looking for the missing people in the Christopher Hotel and also looked elsewhere, he said."I really don't think that accusation of favoritism stands up at all," he said. "I think, frankly, it is insulting to the people who were doing that ... to suggest that.""As far as I know, they (the Chinese team) did an extremely effective job. They were present in large numbers in an early stage and rescued a significant number of people," he added.The Chinse rescue team's performance has won laud applause from UN Secretary-General Ban Ki-moon.Ban, who arrived in Haiti on Sunday, spoke highly of the Chinese team's job.On behalf of the United Nations and the international community, Ban expressed his gratitude to the Chinese rescue team, who rushed to Haiti at the earliest time possible after the quake.On Tuesday, the Chinse Foreign Ministry also rejected accusations that the country's rescue team in Haiti searched only for Chinese nationals."The comment that the Chinese rescue team was only searching for Chinese nationals in Haiti is false and made out of ulterior motives," Foreign Ministry spokesman Ma Zhaoxu told a regular briefing in Beijing.After a 7.3-magnitude earthquake devastated Haiti last Tuesday, China dispatched a rescue team of about 60 people to Port-Au-Prince, capital of the Caribbean nation.Ma said the team had found a number of bodies, including those of eight Chinese police officers, UN officers in Haiti and some others.The Chinese team had also set up a temporary clinic near Haitian Prime Minister's compound, treating a large number of injuried Haitian people.Huang Jianfa, leader of the Chinese international rescue team, said Tuesday that his team's rescue efforts in quake-hit Haiti have surpassed national boundaries."The principle of our work is to mobilize limited resources in the shortest possible time to carry out rescue operations in the most needed areas," Huang said during an interview with Xinhua.Huang said the Chinese team would continue to engage in frontline rescue work in the following days to help more people of Haiti and the world."This is the duty of China as a responsible big country toward the people of the world," he said.
