ISTANBUL, June 8 (Xinhua) -- China Tuesday called on Asian countries to increase trust and coordination in the post-financial- crisis era as part of efforts to work together for a secure and stable Asia. The statement was made by Chinese State Councilor Dai Bingguo at the 3rd Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), which was held in Istanbul. To create a good regional environment, he said, it is important to make full use of the CICA and other regional mechanisms of multilateral exchanges and cooperation."This serves the interests and meets the common needs of all countries," said Dai, who came for the meeting as the special representative of Chinese President Hu Jintao.Addressing heads of state and senior officials from about 40 countries, Dai noted that international competition and cooperation will take place at higher levels and in broader areas.Asia, as part of the global village, faces unprecedented development opportunities and multiple options of regional cooperation, he said.At the same time, he said, it is also plagued by quite a number of hot-spot issues and security threats. Maintaining peace and stability, promoting economic development and improving people's well-being remain a long-standing and arduous task. Therefore, he said, "We should stay committed to the new security concept of mutual trust, mutual benefit, equality and coordination, which requires us to not only value our respective national security, but also accommodate the legitimate security concerns of other countries and respect each other's core interests.""We should commit ourselves to peaceful approaches to disputes and differences and joint response to all kinds of threats and challenges, including terrorism, separatism, extremism, drug trafficking and organized transnational crimes, so as to maintain long-term security and stability in the region," he said. The Chinese senior official also urged CICA member countries to work together for a developed and prosperous Asia, saying " Development is a fundamental issue that is essential to the welfare and security of the people in all Asian countries."Right now, he said, most countries in Asia are developing countries and two thirds of the world's poor are found in Asia. " It is therefore important that all Asian countries should adhere to the policy of mutually beneficial and win-win cooperation, strengthen coordination of macro economic policies and actively explore their unique advantages and potential."Dai said that Asian countries should work together for harmony and progress in Asia. "We should treat each other with sincerity, good-will and an open and inclusive mind, and we should allow different countries, nations, faiths and civilizations to live in harmony and move forward together through mutual learning."
BEIJING, Aug. 17 (Xinhua) -- A senior official of the Communist Party of China (CPC) on Monday urged greater efforts to make the training of officials more pertinent to and effective in raising their skills at governing.Push forward the reform of the training of officials unswervingly so that the training could better serve the scientific development of the country, said Li Yuanchao, head of the Organization Department of the CPC Central Committee at a conference on the reform in Beijing on Monday. He added that the training must be both relevant and complementary to officials' jobs and called for the optimization of the systems that educate officials on Party theories, governance and Party spirit. He stressed the need to create a diverse official training system with more involvement from higher-learning institutions and research institutes besides the current main training channel of Party schools and administration schools. He also called for better training of officials at grassroots levels. The general office of the CPC Central Committee issued the text of the reform outlines for the period of 2010 to 2020 on Tuesday. It issued a separate circular, ordering the implementation of the outlines the same day.The reform aims to build educational and training systems for officials with Chinese characteristics that are more open, dynamic and effective by 2020, read the text.

BEIJING, Aug. 12 (Xinhua) -- China's Ministry of Health said Thursday the spread of disease is a major public health concern in mudslide-hit Zhouqu County in northwest China, after local health facilities and water resources were damaged in the disaster."Only a small part of the township area was left after the mudslides. A large number of rescue and relief workers and survivors are now living there, increasing the risk of intestinal and respiratory infectious diseases," an unnamed official from the ministry said Thursday. The official said corpses and dead animals buried under the mud may easily decay under the high temperatures, worsening the epidemic-prevention situation.Although wells have been dug up to ensure water supply, the ministry said sterilization work is arduous as the water may be contaminated during transportation and preservation.Vaccines and their refrigeration facilities, along with the networks that report infectious diseases, were destroyed in the mudslides, according to the ministry. However, with the arrival of new refrigerators and various vaccines, the first vaccination center in the county since the disaster has been set up.As of 4:30 p.m. Thursday, the death toll from the mudslides had risen to 1,144 with 600 still missing.Furthermore, the Ministry of Environmental Protection has sent more than 20 experts to Zhouqu in a bid to prevent environmental disasters. The water quality of the Bailong River remains normal, according to the ministry.
BEIJING, Aug. 5 (Xinhua) - The People's Bank of China (PBOC), also known as the central bank, said Thursday it would maintain its moderately loose monetary policy and enhance financial supports to boost the economy's sustainable development. The bank will apply multiple monetary tools to keep an appropriate growth in money supply in a bid to strike a balance between meeting the need of funding economic development and managing the inflation expectation, the PBOC said in a statement posted on its website. The PBOC reiterated it would maintain continuity and stability in monetary policy while, at the same time, making the policy more specific and more flexible. It vowed to improve the yuan's exchange rate mechanism, and increase financial support to promote the transformation of the economic growth pattern and adjustment of the economic structure.China's broad money supply (M2), which covers cash in circulation and all deposits, increased 18.5 percent year on year to 67.39 trillion yuan by the end of June, which marked a slowdown from the 21 percent increase at the end of May, the PBOC said.During the same period, narrow money supply (M1), cash in circulation plus current corporate deposits, climbed 24.6 percent from a year earlier to 24.06 trillion yuan, representing a decrease of 5.3 percentage points from the end of May, according to the PBOC.The bank also warned of potential domestic inflation risks due to complicated situations both at home and abroad.Increases in the costs of labor and environmental requirements, combined with continuing progresses in the reforms in the prices of resource products, will likely impact the inflation expectation.Meanwhile, the central bank pointed out that external 'hot money' may push up price hike pressures."The global monetary situation is relatively loose, as nations across the world have been prudent in their stimulus exits due to continuing uncertainties in the economic recovery. Excessive money is likely to seek various outlets, adding potential risks of inflation expectations," the PBOC said in its statement.
