TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August. The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. The international community should provide greater support to these countries in terms of finance, technical support, and capability building to boost their ability to deal with natural disasters.More than 60 lawmakers and law experts from 16 countries and regions are participating in the Tianjin forum on climate change legislation, co-hosted by the NPC and Global Legislators Organization for a Better Environment.

BEIJING, Oct. 28 (Xinhua) -- China and France expect to sign a number of cooperative documents in civilian nuclear energy and aviation, Chinese Vice Foreign Minister Fu Ying said here Thursday.Fu made the remarks at a news briefing on Chinese President Hu Jintao's visit to France and Portugal from November 4 to 11.China and France have conducted fruitful cooperation in civilian nuclear energy and aviation, Fu said, citing the Daya Bay Nuclear Power Station in south China's Guangdong Province and the Airbus 320 Final Assembly Line in Tianjin.China holds a positive attitude to expanding nuclear and aviation cooperation with France, she said, adding the two sides were discussing how to broaden cooperation in these fields. In reply to a question on whether the nationwide strike in France will affect Hu's visit, Fu said the situation in France would not affect the arranged schedule of the president.Hu's visit to France and Portugal came in the context of the still unstable world economic recovery and the upcoming Group of 20 (G20) Summit in Seoul, Fu said. She said Hu's visit to the two countries was viewed as very significant for promoting friendly relations with the two nations and overall China-EU relations.During his stay in France, Hu will hold talks with French President Nicolas Sarkozy and meet with Prime Minister Francois Fillon and other French leaders.

MOSCOW, Aug. 31 (Xinhua) -- Russian President Dmitry Medvedev and Chief Executive of China's Hong Kong Special Administrative Region (HKSAR) Donald Tsang Yan-Kuen voiced their support here on Tuesday for the development of more direct links between Russia and Hong Kong.Tsang arrived in Moscow by the first ever direct commercial flight run by a Hong Kong airline.Tsang noted that after the lifting of visa restrictions in July 2009, two-way travels between Russia and Hong Kong rose by 100 percent."I am certain this flow will be increasing further," he was quoted as saying by local news agencies."The updating of the relevant listing rules in June this year would facilitate the listing of (Russian) mining and resource companies in Hong Kong," said Tsang. He also encouraged Russian companies to issue RMB bonds in Hong Kong, and welcomed Russian banks to set up branches in Hong Kong and make use of the RMB clearing and settlement system.Tsang was accompanied by 30 Hong Kong businessmen who were interested in cooperation with Russia."I hope that your meeting here in Moscow, including with members of the business community, will be useful," said Medvedev. The Russian president also invited Tsang to discuss the further advancement of bilateral cooperation as well as some key international issues.

BEIJING, Oct. 23 (Xinhua) -- China expects Japan to make joint efforts so as to maintain and advance the two nations' ties, said Foreign Ministry spokesman Ma Zhaoxu on Saturday.Ma made these remarks when asked to comment on a statement made by Japan's Foreign Minister Seiji Maehara who reportedly said on Friday that as the world's second and third largest economies, Japan and China should work together to continue pushing forward the two countries' strategic links."We have taken note of the statement. We expect Japan to work with us in joint efforts to maintain and advance the strategic bilateral relationship of mutual benefit," Ma said.Maehara said on Monday China's countermeasures in September following Japan's detention of a Chinese trawler captain near the Diaoyu Islands in the East China Sea were "hysterical."Ma responded on Tuesday that China was shocked by the comments and urged Japan to take concrete actions to repair ties.

BEIJING, Aug. 31(Xinhua) -- China has cracked 278,000 criminal cases and broken up nearly 1,650 mafia-style gangs since it launched a campaign to maintain public security in rural-urban fringe zones and on campuses in January.About 256,000 suspects had been arrested as of Tuesday, according to a national working group on maintaining public security composed of officials from government agencies, including the Central Commission for Political and Legal Affairs of the Communist Party of China (CPC) and the Ministry of Public Security.Investigating and rectifying public security threats remains an arduous task, said Wang Lequan, deputy secretary of the Commission. The government will maintain its "strike hard" policy against mafia-style gangs, crimes involving guns and explosives, gambling, prostitution and drugs, Wang said. Authorities have "zero-tolerance" for such crimes, he added.
