SAN FRANCISCO (AP) — A woman was drunk when she drove her large family off a Northern California cliff last month and her wife and several children had large amounts of a drug in their systems that can cause drowsiness, authorities said Friday.Police had previously said they believed the Hart family died in a suicide plunge from a scenic overlook. The crash happened just days after authorities in Washington state opened an investigation following allegations the children were being neglected.Preliminary toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. Bruce Carpenter. California drivers are considered drunk with a level of 0.08 or higher.Toxicology tests also found that her wife Sarah Hart and two of their children had "a significant amount" of an ingredient commonly found in the allergy drug Benadryl, which can make people sleepy. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said."We believe that the Hart incident was in fact intentional," he said.Carpenter said the family stopped in the small town of Naselle, Washington, about 80 miles (128 kilometers) northwest of their Woodland, Washington, home, during their drive to the California cliff. But investigators are still trying to determine why they stopped in Naselle, which added an hour and a half to their trip, and whether they contacted anyone. Naselle is near U.S. Highway 101, a popular, scenic route along the coast.Five bodies were found March 26 near the small city of Mendocino, a few days after Washington state authorities began investigating the Harts for possible child neglect, but three of their children were not immediately recovered from the scene.Two more are missing and another body has been found but not identified.The 100-foot (31-meter) drop killed the women, both 39, and their children Markis Hart, 19; Jeremiah Hart, 14; and Abigail Hart, 14. Alexandra Argyropoulos, who told The Associated Press previously that she contacted Oregon child welfare officials, said in an email Friday that Jennifer Hart ran the household "like a regimented boot camp."Argyropoulos wrote that as a family friend she initially thought Jennifer Hart was a loving mother. But after spending two weeks with the family Argyropoulos said she noticed kindness, love and respect for the children was largely absent. SAN DIEGO (KGTV)- There's a new requirement that large California counties have to meet before they can advance on the state's color-coded COVID-19 reopening system.State health officials say the "health equity metric" will help reduce infection rates among vulnerable populations.Sunday, San Diego County health officials opened another drive up testing site in Chula Vista. Local leaders say they've been targeting disadvantaged communities with education, outreach, and testing since the start of the pandemic."About 34% of our county population is Latino, but about 66% of the cases, we saw that early on, and that's why we took the action of developing the South Bay Saturation Strategy for testing. We have sites in every community in the South Bay," said Nick Macchione, director of the Health and Human Services Agency for San Diego County.Counties with more than 106,000 residents will be divided into quartiles based on income, education, and other factors gathered in census tracts.The goal is to bring the infection rates in the most disadvantaged neighborhoods in line with the county's overall rate."Now they need to make sure that not only does their test positivity for the whole county, their adjusted case rate, but also their test positivity in the lowest quartile in the Healthy Places Index for the county all need to meet the criteria for the least restrictive tier," said Dr. Mark Ghaly, California's health secretary.Ghaly said counties will need to show that they're directing money and resources to help the communities hardest hit."It's not just the test positivity, that's the piece that helps counties move forward or slows them down in moving through the tier system, but we are working with counties on a broader strategy to focus on equity," said Ghaly.Ghaly said failing to meet the metric cannot push a county back into a more restrictive tier, but can slow it down from moving ahead.Nancy Maldonado is the President and CEO of the Chicano Federation. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly.One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel.Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program.They'll use those to test how the electric buses operate across several terrains and distances in San Diego.They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas.They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812

SAN FRANCISCO (AP) -- A federal judge says California can't ban vanity license plates it considers "offensive to good taste and decency" because that violates freedom of speech.Tuesday's ruling in San Francisco took aim at a Department of Motor Vehicles rule.The judge said personalized plates are a form of expression by vehicle owners and rules governing them must be "viewpoint-neutral" even if the messages offend.The ruling comes in a lawsuit filed on behalf of five people who were denied permission for their plate messages, including a gay Oakland man who wanted to use the word "QUEER" on his plate. 616

San Diego (KGTV)- Parents at several San Diego County high schools have been notified that students could have been exposed to Pertussis, also known as whooping cough. Carlsbad High School confirmed two cases last week. Monday, parents at Mt. Carmel High School were notified that students at that school may have been exposed to the infection, though it wasn't clear how many confirmed cases there have been at the school. “This is probably the most contagious bacterial disease,” says Eric McDonald, with the county’s Health and Human Services Department. “For every one person who has it, when they expose people who have not had or been immunized, they can infect up to 16 or 17 other people.”McDonald says symptoms of a typical cold are a runny nose, low-grade fever, and a cough. For someone who may have pertussis “its the persistence of the cough that should be the number one clue.”So far this year, in San Diego County, there have been over 70 confirmed cases of pertussis. “The number of cases in San Diego are higher than most of California, particularly for infants under the age of four months.”If your child has a cough that lasts almost two weeks, they should be treated by a doctor. McDonald recommends everyone get the DTaP shot to lower the risk of getting pertussis, especially pregnant women in their third trimester. 1347
