SPRING VALLEY (KGTV) -- Some neighbors in Spring Valley want the county to do more to address the large cluster of homeless tents at Lamar Park. Residents say the park’s homeless population has skyrocketed in recent months. At least two dozen tents lined Bancroft Drive outside the park gates Tuesday morning.“Our heart goes out to the homeless people, but when there’s drugs going on, people finding needles, the dogs are running loose, you can’t even bring your kids over to enjoy the park,” said neighbor Joe Fearce.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsThe county has posted signs saying it will clear the park January 13 for a major cleaning, but Fearce and other residents say that tactic has failed before.“They came in two or three Tuesdays ago. They cleaned everything out. By 3 o’clock, [the homeless people] were all back and then some,” Fearce said. “They know they can’t be arrested if there’s nowhere for them to go.”Last month, the U.S. Supreme Court solidified a lower court’s ruling that protects the rights of homeless people to camp in parks or on sidewalks if there is no other shelter available. (KGTV) -- Some residents in Solana Beach are sharing their concerns about what appears to have been an organized illegal street racing event held over the weekend.A huge crowd of people gathered to watch several cars racing through the intersection, doing donuts and wheelies on Lomas Santa Fe Drive at Via Mil Cumbres on Saturday night at around 9:30 p.m."All of a sudden, we were completely stopped, and there are cars, and smoke and you hear tires squealing and we were trapped, so we were sitting ducks there," said Sally Fleck.Fleck said she had no idea what was happening."It looked like zombies to be quite honest, because there was so much smoke and it was so loud, I've lived here 20 some odd years and I've never seen anything like that," said Fleck.Dozens of residents posted pictures and video of the incident on social media."There were people, they were standing around watching cars do wheelies, it's lucky that no one got killed," said Fleck.The San Diego County Sheriff's Department confirmed it took several calls regarding the incident. Still, one of the reporting parties called back to say the group was gone before deputies were dispatched."I hope that it never happens again, and I'm really shocked that nobody was hurt. SOLANA BEACH (KGTV) - The heat wave is creating a stomach-turning sight at some of San Diego's North County Beaches.Water temperatures near 80 degrees are keeping local beaches packed. Lili Waters spends a lot of time at Table Top Beach, just north of Fletcher Cove, in Solana Beach. Tuesday was not the perfect beach day she expected."Normally, this is a really nice beach, but it's been absolutely horrible today," said Waters.She noticed an unusual amount of kelp and flies along the shoreline."Then, I looked down and I was like, hey, kids there's maggots all over the ground and they're like what, I said look down there's maggots and then they started running," said Waters.Seagulls are feeding on the maggots which are all over the beach near the piles of kelp."It's pretty disgusting," said Waters.What's disgusting to beachgoers is actually important to the marine life."As the kelp breaks down, the flies create larvae, and then the birds eat the larvae, the larvae is washed into the ocean, the fish eat the larvae it creates nutrients and food for shore birds," said San Diego Lifeguard Captain Jason Shook.Shook said the heat is killing the kelp which is attracting flies. Beaches from Torrey Pines to Carlsbad may see large piles of kelp wash up during the summer months."Those large reefs trap the kelp and then the kelp washes a shore in that area," said Captain Shook.Some visitors complained to lifeguards, but there's little they can do."It happens generally in the warmer months and it usually coincides with the grunion season, which is March through the end of August. So, then we are restricted on our beach-raking areas. We are not allowed to rake the beach along the high tide line so the kelp will build up a little bit," said Captain Shook."There's a ton of seaweed. It's all wrapping around your feet when you're in there, like I said, it's horrible," said Waters.Although it's unpleasant for visitors, it's important to the food chain."Some people don't want to be bothered by the kelp when they go to the beach. They don't like the smell, and the stuff that it brings along like the larvae, but it is a natural occurrence," said Captain Shook. "It's a really fragile ecosystem that we need to respect." 2275
