The White House has approved a disaster declaration for Shasta County, California, where officials say the massive Carr Fire has killed seven people and is continuing to burn through homes and property.The death toll in the Carr Fire reached seven Saturday when a Pacific Gas & Electric worker was killed while working with a crew to restore power in western Shasta County, utility spokesman J.D. Guidi said. An eighth fire-related death occurred in the Ferguson Fire, east of San Jose, when Capt. Brian Hughes of the Arrowhead Interagency Hotshot Crew was killed.In a statement announcing the White House's approval Saturday, Gov. The travel industry is still reeling from the effects of the COVID-19 pandemic as millions of people have lost their travel-related jobs. Now, Congress is debating a bill that would provide thousands of dollars in travel tax credits to families."This could be used for airfare, for hotel stays, for meals and attractions within a certain distance away from home, let's say." says Tori Emerson Barnes with the U.S. Travel Association.Modeled after the homebuyer tax credit that was created in the recession of 2008, Barnes says, if passed, this financial incentive would be crucial toward putting the travel industry and the millions of people it employs back to work."Post 9/11, it took about 18 months for the travel industry to come back. From an economic standpoint, this is nine times worse than 9/11, so really what we have to do is get people moving again to get the economy back," says Barnes.The travel tax credit would pay back families 50% of their travel expenses up to ,000. The refund would be for travel expenses made between the time of the bill's enactment and the end of 2021."We know that we need to get people traveling again in a health and safe way so we think that establishing an individual travel tax credit that can help motivate folks and push them a little bit into the market will go a long way. We’ve been working with members of Congress on both sides of the aisle and administration," says Barnes.Chris Gahl of Visit Indy says the travel tax credit would be huge for businesses in Indianapolis."The tourism eco-system is made up of lots of different businesses. Most consumers would think of hotels, airlines, museums, restaurants and bars. But there are also companies that clean linens for the hotels, flower companies," says Gahl.As for easing travelers concerns amid COVID-19, Gahl says, "From Indiana’s perspective, from the capital of Indianapolis, we have taken great strides in putting people first and foremost and the health of our residents and subsequently our visitors.""We all believe that there needs to be appropriate sanitation, there needs to be appropriate barriers in place and we support the use of masks. You know, we think a phased and layered approach is critical to the health and safety of the American public but we don’t think you have to pick between the public health or the economic health of the country," says Barnes.In the Indianapolis area, Visit Indy says more than 83,000 people rely on tourism for their jobs."This goes well beyond the glossiness of hotels and restaurants and wanting a getaway. There's real people, real Americans who are working and depending on tourism for a paycheck," says Gahl.The US Travel Association hopes Congress votes on the bill by early August. 2754

The Trump administration will impose more sanctions on Russia under a chemical and biological warfare law following the poisoning of a former Russian agent and his daughter in the UK earlier this year, the State Department announced Wednesday.In a statement Wednesday, State Department spokeswoman Heather Nauert said the US had made this decision on Monday, and accused Russia of violating international law. The statement anticipated the sanctions would go into effect around Aug. 22 in line with the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991.Sergei Skripal, a former Russian spy, and his daughter Yulia Skripal were hospitalized and treated for a nerve-agent attack in March. Yulia Skripal was discharged from the hospital in April, and her father was discharged in May.The State Department notified Congress on Wednesday of the first of two potential tranches of sanctions required under the 1991 law. Unless Russia takes certain steps, a second set of penalties -- more stringent than this first round -- must follow, according to the law.The first set of sanctions targets certain items the US exports to Russia that could have military uses -- so-called dual use technologies. These are sensitive goods that normally would go through a case-by-case review before they are exported. With these sanctions, the exports will be presumptively denied.A senior State Department official said there would be carve-outs however.The US would then require Russia to assure over the next 90 days that it is no longer using chemical or biological weapons and will not do so in the future. Additionally, the criteria in the law call for Russia to allow on-site inspectors to ensure compliance.The official said that if Russia did not meet the demands, the US "will have to consider whether to impose a second tranche of sanctions as specified by the statute."The United Kingdom welcomed the move from the US on Wednesday. In a short statement, a government spokesperson said, "The strong international response to the use of a chemical weapon on the streets of Salisbury sends an unequivocal message to Russia that its provocative, reckless behaviour will not go unchallenged." 2212

  

The Rev. Billy Graham's body will lie in honor in the U.S. Capitol for two days next week.U.S. House Speaker Paul Ryan said the public and members of Congress will be invited to pay respects to "America's Pastor" on Feb. 28 and March 1. The last time a private citizen laid in honor at the Capitol was 2005, when Rosa Parks died.Graham, a famous evangelist who preached to hundreds of millions of people in 185 countries around the world, died Wednesday, Feb. 21. He was 99 years old.On Monday and Tuesday his body will lie in repose at his library in Charlotte, North Carolina, according to the Associated Press. A funeral is scheduled for March 2 on the grounds of the library. 687
