SAN DIEGO (CNS) -- Hundreds of thousands of San Diegans are expected to cast their ballots in person today, Election Day, with over 1 million ballots already received.The San Diego County Registrar of Voters said more than 1.1 million ballots have been received and nearly 60,000 residents have voted early in-person as of Monday, well more than double when compared to this point in the 2016 presidential election.Of the 1.95 million registered voters in the county, 1,114,627 had already turned in their ballots as of election eve. More than a million people voted that year for a voter turnout of 81%.Registrar Michael Vu anticipates turnout of anywhere between 80 and 85%, or 1,559,260 to 1,656,710 voters, in San Diego County this time around.That could mean anywhere from 389,870 to 487,320 residents could cast ballots in person Tuesday -- depending on how many cast ballots by the end of the day Monday -- at one of the county's 235 "Super Poll" locations.In the 2012 election, 77% of eligible voters cast a ballot. In the 2018 and 2014 Gubernatorial Elections, just 66% and 45% -- respectively -- of the electorate voted.During the March primary, about 1,600 polling locations were open to the public. The COVID-19 pandemic caused that number to shrink considerably. Even so, more than 4,000 poll workers will manage locations such as SDSU's Viejas Arena, the San Diego Convention Center, Rincon and Sycuan tribal halls and the Walnut Grove Park Red Barn in an Marcos. The 235 polling locations represent 572 polling precincts.Due to the COVID-19 pandemic, the registrar's office encourages older adults and people with underlying medical conditions to avoid long lines and crowded polling places by voting early.Vu said his office is working with county public health services to ensure the health and safety of election workers and voters. Personal protective equipment and sanitation supplies will be provided to staffers so they can conduct the election process safely.Voters casting ballots in person are instructed to bring a face mask and plan to maintain social distance.Locations of vote centers were chosen and configured to allow for queuing and voting while maintaining six feet of social distance. SAN DIEGO (CNS) - A man who ambushed a janitorial worker at a Little Italy coffee shop at knifepoint, tried to sexually assault her and stole her SUV, was sentenced today to 14 years in state prison.Christopher Merron, 28, was also ordered to register as a sex offender for life.The attack occurred around 4:30 a.m. last Oct. 14 as the victim was cleaning the coffee shop in the 1700 block of India Street. Merron pushed the woman into a back room, took her car keys and threatened her with a knife, according to police and prosecutors.Following a struggle, she was able to break free and run out of the building, said San Diego police Lt. Jason Weeden.The assailant fled in the woman's 1998 GMC Jimmy. Merron was arrested in Mission Valley the next day and the victim's SUV was recovered, Weeden said.Merron pleaded guilty in January to assault with intent to commit a sex offense, robbery and sexual battery charges and admitted a knife-use sentencing enhancement allegation. Other charges, including kidnapping with the intent to commit a sex offense, attempted oral copulation, false imprisonment with force and auto theft, were dismissed at sentencing. 1165

SAN DIEGO (CNS) - A San Diego molecular diagnostic company announced Thursday it has been awarded a contract from the U.S. Department of Health and Human Services to fund development of its coronavirus diagnostic test, which the company says would provide results in about 30 minutes.Mesa Biotech Inc. will receive both 1,330 in funding and "technical expertise" from the HHS's Biomedical Advanced Research and Development Authority -- or BARDA -- to complete developmental work needed to obtain Emergency Use Authorization from the U.S. Food and Drug Administration.The FDA's emergency authorizations fast-track unapproved medical products for use during a public health emergency.Mesa says its Accula SARS-CoV-2 test utilizes throat swabs to detect SARS-CoV-2, the virus that causes COVID-19."As the coronavirus situation escalates and the demand for testing far exceeds capacity, we are encouraged by the support of HHS in the development of our Accula SARS-CoV-2 Test," said Hong Cai, Mesa Biotech's co- founder and CEO."Our test, which was developed to enable rapid responses to global pandemics, will significantly compress the sample-to-result timeframe with a laboratory-quality test at the point-of-care," Cai said. SAN DIEGO (CNS) - A man who fatally stabbed his 66-year-old uncle during an argument in their Pacific Beach condominium was sentenced Monday to 15 years to life in state prison.Randy Bautista Baisa, 39, pleaded guilty to a second-degree murder charge in connection with the 2018, killing of Merlino Bautista. Authorities said the defendant and the victim lived together.Prosecutors said Baisa -- who has significant mental health issues, according to the prosecution and defense -- stabbed his uncle 16 times, mostly in the back. SAN DIEGO (CNS) - County supervisors voted 4-1 today to have the chief administrative officer direct the Health and Human Services Agency to develop a plan for in-house medical care of jail inmates and possible outsourcing of those duties as well.Sheriff Bill Gore will review the plan, and officials will also put out requests for proposals from private contractors to handle those duties.Supervisor Dianne Jacob made the motion to examine both an in-house model and outsourcing.``I don't think we should go with just one approach,'' Jacob said, adding she is a proponent of outsourcing county services, if it results in good service for less money.Gore has cited his department's million annual health care bill for inmates as a reason to explore cost-saving strategies. He asked supervisors to consider possible vendors for the county's health care needs in its jails and other facilities.Gore told supervisors that his goal was simply to get the best care at the best value, with an aging population of inmates and other serious issues.``I am proud of our response to these challenges, but I'm not one to assume that I have all the answer to these challenges,'' Gore said.Gore also objected to waiting 180 days for a staff appraisal of outsourcing. ``If it's a good idea in sixth months, it's a good idea today,'' he added.He also praised the 300 men and women who provide medical care to inmates as outstanding employees.Supervisor Nathan Fletcher, who is opposed to any privatization of services and proposed having HHSA handle inmate care, cast the lone no vote.Before the board voted, Fletcher said outsourcing to a for-profit entity would not lead to a better outcome.``As a board, we are the ones who are on the hook,'' in terms of lawsuits if an inmate doesn't get the appropriate care, Fletcher said. ``We should have input.''Fletcher asked the board to vote on his proposal to have the HHSA administer medical and behavioral health services in jails, but the motion died for lack of a second.Board Chairman Greg Cox said he was encouraged that HHSA would develop its own proposal.Cox praised both county medical employees and contractors for working in such a demanding field, but said the system right now is too bifurcated, adding that several legal items on Tuesday's closed-session agenda involved inmate care.Supervisors voted after a lengthy public hearing, in which nearly every person who called was opposed to private outsourcing.
