Election season may be over, but two weeks after polls have closed, campaign signs still fill yards and roadways in much of the country.It's not uncommon to see political signs stand for a year after Election Day. And while the placards create plenty of visual litter, what's more concerning is the physical litter they can cause.Judith Enck, the President of Beyond Plastics says candidates need to take responsibility for their political signs."Lots of people who run for office run more than once," she said. "If they were in a two-year term, they're going to need signs in another two years, so they really should go out and collect the signs and store them somewhere and reuse them."Enck also says that because a candidate's campaign is already responsible for putting up the signs, they should also be responsible for taking them down after the election.She adds that most campaign signs aren't recyclable. While most signs used to be made entirely of cardboard, newer signs often now include a plastic coating. The coating protects the ink from sun, rain and snow, but also means candidates can't recycle signs after the election.Enck argues that in most cases, the plastic coating on a cardboard campaign is unnecessary."They pop up like mushrooms in the month of October, so I'm not sure that all that plastic coating is necessary," she said. "I would recommend to just go back to regular cardboard, and then you could actually recycle the signs."Enck adds that the metal posts that hold up campaign signs can be recycled, but they need to be separated from the signs and taken to scrap metal recycling centers. 1628

ENCINITAS, Calif. (KGTV) -- Video from a witness shows a driver slamming into a crowd outside an Encinitas bar early Sunday morning. In the video, a U-Haul van can be seen accelerating onto a sidewalk. Video shows pedestrians leaping out of the way before the vehicle crashes into the crowd. In a Monday news release, the San Diego County Sheriff's Department said one person is in an intensive care unit while another is undergoing surgery with serious injuries following the crash. The department says a 24-year-old victim is in an intensive care unit while a 25-year-old is in surgery with serious injuries. All three of the victims were struck when the suspect, Christian Davis, 28, reportedly drove the van onto a sidewalk outside The Saloon Bar around 1:30 a.m. Sunday. Two others received minor injuries when they detained Davis outside the bar. Deputies say Davis was asked to leave the bar because he was too intoxicated. After complying with the request, deputies say Davis got into the van, intentionally driving it onto the sidewalk. Davis was later arrested and is being charged with three counts of attempted murder and one count of attempted escape with force. Davis is scheduled to be arraigned in Vista on March 3. ENCINITAS, Calif. (KGTV) — Opening a new small business in the middle of this pandemic is a risky move, but San Diegans are doing it. Candles on Tap in downtown Encinitas is taking the chance."Today is a big, nerve-wracking, exciting day but we are opening to the public," CEO and co-founder Chantel Johnson said. She and CFO and co-founder Marcus Wandell are hopeful about their new venture. "The feature event is the scent bar where you pull up a chair and pour your own blend," said Wandell. Johnson added, "We are a custom scent bar so when people come in, they’re able to hand pour their own soy candles, diffusers, and fragrance sprays and they get to choose from over 90 scents." Wandell says some of his personal favorites in their shop include a scent called "old books" and they also have a "cannabis" smell.The two are well aware of what they’re getting into. "We're opening in the middle of a pandemic and it's a brick and mortar store so what could go wrong, right?" Wandell said jokingly.Yet, they say they see this time as the perfect opportunity. “There's pent up energy and demand to get out and do something as long as it’s safe so we're seizing on that need in the community for folks to find an experience to do with their loved ones and friends,” says Wandell.The pair are not alone. The U.S. Census reports almost 3.3 million business applications have been filed this year which is up 700,000 from this time last year. There were reportedly more than 1.6 million quarterly applications. In California alone, week 43 saw almost 9,000 applications which is a 25% increase from this time last year.“Some of our friends [say we’re] so brave. This is a bold move but everyone's really excited for us,” added Johnson.Candles on Tap is located at 687 S Coast Hwy 101 Unit 155 in Encinitas. ENSENADA, Mexico (KGTV) — A San Diego dirt bike racer is recovering tonight in Mexico after a bizarre mid-race crash with a mystery SUV.On Saturday morning, about 60 miles southeast of Ensenada, 29-year-old Josear Carrasco was racing a course he knew well. On this day, he would not finish."Just devastated. It's really hard. He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. When they found him, his gear was just melted off," said Kylie.Josear suffered second-degree burns up and down the left side of his body and broken bones in his arms, legs, shoulder and shin. He also suffered a ruptured intestine, but he was alive."Once I saw him breathing, my heart dropped ... because that's all that matters," said Kylie.Josear has already undergone several surgeries at a hospital in Ensenada. His family trying to raise money for a medical transport back to San Diego, while Mexican authorities hunt for the hit-and-run driver. ESCONDIDO, Calif. (KGTV) -- It's official, a revamp is coming to the Escondido Country Club. The Escondido City Council voted 3-2 Wednesday night. This means they will move forward with "The Villages" development on the 109 acres of former Escondido Country Club land.The country club was closed years ago when purchased by a new owner with plans to build 380 homes.
