SAN DIEGO (KGTV)- Two years ago the Norton Sound was docked in San Diego Bay and burned for several days. Now, San Diego is hiring an outside consultant to look into the cargo fire. San Diego Fire gave 10News a statement Friday. They didn’t offer specifics about what the consultant might recommend, but say the focus is to determine if any additional equipment or training is needed when dealing with emergencies on the bay. Back in 2017, Harbor Police told 10News, “It was to my understanding that the furthest a firefighter made it was 6 feet before they started getting pushed about the fire.” Looking back, even businesses remember how horrible the smoke was over the days the fire burned, “People stopped sitting outside and employees complained about it affecting their health.” says Edgewater Grill assistant manager, Sergio Velasco. While the smoke bellowed out of the ship for nearly a week, no one was injured and the fire stayed contained and didn’t spread to any other structures. SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

(KGTV) - Nearly six years after it passed, Proposition B will be in front of two courts this week, with the future of San Diego pension reform on the line.Prop B was on the ballot in June of 2012 and passed with 65% of the vote. It promised to solve San Diego's pension crisis by giving new City hires a 401(k) style retirement plan instead of a pension. The change went into effect for all city hires except police officers.Since then, it's been mired in legal challenges.Shortly after it passed, union leaders sued, arguing that any changes to union employment agreements have to be negotiated first before they're placed on a ballot. They said that then-Mayor Jerry Sanders violated that rule when he openly campaigned for the Proposition in 2012.In 2015, the State Labor Board agreed with the union claims.That ruling went to the California 4th District Court of Appeals, who overturned the Labor Board's findings in 2017.In 2018, the State Supreme Court reversed the 4th District's ruling. The Supreme Court sent the issue back to the lower courts to decide what an appropriate "remedy" would be to Sanders' improper campaigning."They did not say 'Overturn Prop B.' They could have," says Reform California's Carl DeMaio, who wrote Proposition B. "They said, 'Hey, district court, find out how you punish the City of San Diego for this violation.' What’s the punishment? A slap on the wrist, a speeding ticket?"The 4th District will hold an open session on Monday, March 11 to begin that process. DeMaio says if the District Court rules to overturn Prop B, he plans to appeal that decision."Do you think they’ll actually overturn the citizens initiative? If they do, we will counter-sue on the punishment phase," says DeMaio.Meanwhile, the US Supreme Court will also look into the Proposition this week. On Friday, they'll decide whether or not to hear a case based on the First Amendment. Supporters of Prop B say the California Supreme Court's ruling violated Mayor Sanders' First Amendment rights of free speech and his ability to openly support or oppose items on a ballot."The issue is whether for not elected officials have first amendment rights," says DeMaio. "Can an elected official actually give an opinion on a ballot measure? I think yes. Even if I disagree with that opinion, it is their constitutional right. She believes this isn't just about grabbing tools and doing work, this is about families in the community.She's glad she can help them, "create their own wonderful memories, providing an environment they can have family meals in." Pasquale is part of Realty Income. The real estate company has teamed up with Habitat for Humanity. They will build 11 homes.As teams they're building fences, painting, and installing plywood. SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final.
