SAN DIEGO (KGTV) -- San Diegans may start to feel meaningful relief from the housing crisis within 10 years, state Assemblyman Todd Gloria said Thursday.Speaking to 10News before a forum on how to create housing for the middle class, Gloria said a series of new laws going into effect Jan. 1, and other efforts, could help bring relief to rising rents and home prices. “I think it’s reasonable within the decade to see change on this, this problem has become so acute that people really are demanding solutions,” Gloria said. “I think a lot of my colleagues in the legislature also understand that they have to do something. What’s been done in recent history is not working.”Gloria pointed to Governor-elect Gavin Newsom’s platform of radically increasing the amount of housing production in California. Gloria said he wants to pursue relaunching the state's redevelopment program, which paves the way for affordable housing.He said a series of new laws will also take effect Jan. 1, including one that provides financial incentives to developers who build housing for middle-income earners near transit centers. "You can pay your fees on a square footage basis rather than a per unit basis, that should result in some savings, and if done correclty at the right price points there can actually be less parking, which also saves costs,” Gloria said.Still, there is a long way to go. SAN DIEGO (KGTV) — San Diego County's recovering job market will take a hit from the new wave of coronavirus-related restrictions that went into effect this week, SANDAG's chief economist said Thursday. The region's jobless rate had been falling from a peak of 25% in early May to 14.3% in late June, the San Diego Association of Governments reported Thursday. However, on July 6, new restrictions went into effect to slow the spread of COVID 19. Restaurants and several other public-facing businesses were forced to end indoor service, while bars that don't serve food were required to close. That sent people who had returned to work back to seeking unemployment."Until there's a vaccine in place, it's going to be a very bumpy ride," said Ray Major, SANDAG's chief economist. "It's going to be up and down. There will be times probably where they say OK we can start opening up again, and then for some reason the health numbers start to become worse, and so the economy is going to be impacted again."At Little Italy's Cloak and Petal restaurant, managing partner Cesar Vallin said only about half of the restaurant's 40 workers have been brought back. He said the restaurant changed its menu and moved service outside, but the lower capacity is hitting revenue. "Let's just face it, this could happen two or three more times by end of the year," Vallin said. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer announced Wednesday that a record number of potholes have been filled in the city in 2019.An average year sees 32,000 potholes filled, but Wednesday crews filled pothole number 49,000. This year the city tripled the number of pothole repair teams and extended their hours to include nights and weekends. Matt Sinclaire lives on Georgia Street in University Heights, however, and showed 10News a doorknob flier that was left at homes on his block last week announcing that street would be repaved this week. Curiously, the no parking signs were pulled Friday, he says, and the job, he was told, was canceled. Wednesday, that announcement from the mayor was held, and two potholes were repaired directly in front of Sinclaire's home. "This whole thing pissed me off," says Sinclaire. "We waited this long and finally we were going to see our street paved... but we have a nice shiny little black square that's going to probably be good for the next year." Deputy City of San Diego Chief Operating Officer Johnnie Perkins told 10News the project was postponed, not canceled, due to the subcontractor's staffing issues. There was a miscommunication and the contractor gave neighbors bad information about a cancellation, Perkins said. SAN DIEGO (KGTV) - Rocks or BB pellets have hit more than a dozen taxis as they traveled near the San Diego International Airport over the past week, cab drivers told 10News.The attacks along Harbor Drive have left cracks in their windshields and dents in the vehicles’ sides, cabbies said.“It's life threatening and we are just shocked what's going on,” said cabbie Ahmad Saddat-Nejad.Saddat-Nejad, who has been driving for almost 30 years, said he has never had anything like these attacks happen.“My car was not even in motion. Suddenly, I hear ‘boom’. Somebody threw a rock,” he said, reporting an incident on Harbor Drive at Laurel Street.“It happened to five cars yesterday again,” said Alex Tegegne of the San Diego Taxi Association.Tegegne said the attacks occur every night after dark, from North Harbor Drive down the Embarcadero.“We start to say do we need a helmet, or what should we do now? Should we avoid going on Harbor? What can we do,” Tegegne told 10News.In all, 17 cabs have been targeted.“It is totally very scary, and the customers don't feel comfortable about it,” said Tegegne.Cab drivers say they can’t afford to lose those customers. The success of Uber and Lyft have taken a toll on the taxi industry.“We don't know if this thing is taking business from us. SAN DIEGO (KGTV) -- San Diego County leaders announced Thursday that they will begin to allow passive activities at beaches beginning June 2. According to the county, such activities that will be allowed include sunbathing and relaxing with towels and chairs. Supervisor Greg Cox noted that activities like football and volleyball will not be allowed. RELATED: Visitors notice difference at San Diego beaches on Memorial DayParking lots and piers will also remain closed. Cox added that sunbathing on the beach can only be done with household members. Face coverings will also be required. “We’re taking this action as we continue to allow some semblance of reality to resume in San Diego," Cox said.
