SAN DIEGO (KGTV) - San Diego Police are looking for a man described as mentally ill or under the influence of drugs.Sunday night at 8:58 p.m. someone called 9-1-1 describing a man acting irrationally. Police responded and found the Honda Accord matching the description of the call and tried to pull the car over.The driver flipped a u-turn and sped up to about 80 miles per hour, running three red lights down Governor Drive.Police slowed down to a safer speed and as they caught up to the driver they found the car crashed into the dead end fence.They say the man, described as Hispanic, in his late 20s, 5' 8" tall, wit ha shaved head, wearing a short sleeved shirt, a hoodie, and gray shorts took off. They believe he ran from the car.They searched the area, known as Rose Canyon Natural Park, and could not find the man.If you see him, police ask that you please not approach him and call 9-1-1. 918

The case was confirmed in an 11-month-old resident who had recently traveled to the Philippines, according to county health officials.Officials said the infant was unimmunized and is currently hospitalized and added others may have been exposed at the following locations: Kaiser Permanente Otay Mesa Medical Office Pediatric Clinic (4650 Palm Ave.) on July 29 from 6 to 9 p.m., Aug. 4 from 8:30 a.m. to 12:30 p.m. and Aug. 5 from 4:45 p.m. to 9:30 p.m.Kaiser Permanente Otay Mesa Medical Office Urgent Care and Pharmacy (4650 Palm Ave.) on Aug. 4 from 8:30 a.m. to 12:30 p.m.Kaiser Permanente San Diego Medical Center (9455 Clairemont Mesa Blvd.) on Aug. 5 from 8 to 10 p.m.County Health and Human Services is currently working with Kaiser Permanente to identify those who may have been exposed to determine if they are at risk.“Measles is a very contagious disease that can be spread easily by coughing, sneezing or being in the same room with an infected person,” Wilma Wooten, County public health officer, said. “Anyone who was at any of these specific locations at the dates and times listed above should watch for symptoms and call their health care provider if they show any signs of the disease.”Measles developed seven to 21 days after exposure. Early symptom include fever, cough, runny nose, and red eyes. A distinctive red rash usually appears one to four days after early symptoms appear. The rash typically begins on the face and head then spreads downward and outward.A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office in before visiting directly.Complications from measles are more common in children younger than 5 years old and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever control medication. SAN DIEGO (KGTV) - San Diego Congresswoman Susan Davis wants the Navy to analyze whether there is a national security threat related to sewage spills along the US-Mexico border.The military is set to build a billion Navy SEAL training facility near Imperial Beach. The area has experienced 160 days of sewage spill closures to parts of its shoreline over the past three years, Davis reports.Davis wants a Navy assessment of how construction and future training at the site could be affected by the spills. “We need a whole of government solution to the sewage spills,” said Davis. “We know the environmental and economic impact these spills have. What we don’t know, with the Navy planning to stage training operations in potentially contaminated waters, are the national security concerns. The Navy should take a look at this and coordinate with relevant agencies to assess what can be done to prevent future spills.”Davis, a senior member of the House Armed Services Committee, wants to include language in this year’s defense bill to get a report from the Navy on the matter.“The Navy’s coastal campus will be vital for national security,” Davis said. “The last thing we want is our elite Navy SEALs training in water contaminated with sewage. Over the last year, about 106,000 San Diegans have lost their payroll jobs. San Diego's recovering job market is facing new headwinds from the latest round of coronavirus restrictions. The purple tier bans indoor dining and limits retail capacity to 25%. And on Saturday, the governor's curfew of 10 p.m. to 5 a.m. goes into effect. SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills.
