SAN DIEGO (KGTV) -- Rancho San Diego Elementary School Wednesday experienced a water outage as a result of vandalism and theft to pipework. The crime occurred overnight and was discovered as staff entered campus for work Wednesday morning. Maintenance staff repaired the pipework and restored water to campus in three hours. Staff provided students with water during the outage. Hand sanitizer and baby wipes were also given out. 438

During a declared state of emergency, it’s illegal for a business to increase prices for essential goods or services by more than 10 percent. The only exception is if businesses can prove their own costs have increased. On March 4, Governor Gavin Newsom declared a state of emergency throughout California. "We're going to go out when we get citizen complaints and provide them notice and explain to them what the law is," said Damon Mosler, Chief of the Economic Crimes Division for the DA's office. SAN DIEGO (KGTV) - San Diego lifeguards towed the remains of a beached whale from Blacks Beach to Fiesta Island Monday, hours after two whales were spotted off Orange County.Lifeguards found the grey whale on the shore about 11 a.m. It was towed from the Torrey Pines area to Mission Bay and arrived at 3:30 p.m.Experts with the National Marine Fisheries will perform a necropsy to determine why the whale died.The discovery came within an hour of a rare sighting in Seal Beach in Orange County.Two whales appeared to be stuck in one spot between a sandbar and the shoreline, near the end of the San Gabriel River Trail.Witnesses called California Department of Fish and Wildlife officials to check on the animals, KABC reported. 752
