EL CAJON (KGTV) — Some amateur detective work by an East County business owner helped deputies track down two men suspected of stealing a popular wrought iron horse statue.Deputies arrested 56-year-old Percy Hill in Arizona and 62-year-old Rick Freeman near Lakeside on Friday.The men are accused of stealing the 10-foot-tall horse statue from outside the Double S Tack and Feed Store in unincorporated El Cajon on October 2. The statue weighs about 250 pounds, said owner Rita Gallant, somewhat lighter than initial estimates.After the theft, Gallant gathered surveillance video from nearby businesses and solicited tips on social media from the East County community.The video showed two vehicles were involved in the heist, including a distinctive Suzuki Samurai with a yellow flag mounted on a window, Gallant said. But the big break came on October 22, she said. Employees sounded the alarm when two men pulled up in the same Suzuki Samurai with the yellow flag. The men asked about purchasing yard art. Gallant thinks they were actually scoping out more things to steal."Not very smart," she said.After the store posted pictures and videos of the second encounter, a tipster was able to identify one of the men and deputies made arrests in two states."I never dreamed at all that I would ever get the horse back. I just wanted to make sure the people that stole him paid for it," she said.Gallant said she spoke with investigators who interviewed the suspects. "The gentleman took it for his yard," Gallant said. "He was doing a western theme."She drove the roughly 250-pound statue home from Arizona Monday night in a horse trailer. The statue was damaged during the burglary and poorly welded back together, but Gallant said she has plans to make it even better than before.She plans to re-weld the statue with a concrete base — possibly with steps to allow customers to take pictures — and a new sign on the bottom."Double S, one. (KGTV) - The owners of the Cottonwood Golf Club in El Cajon have filed an application with the county to convert the property into a sand mine.Details were revealed at the Valle del Oro community planning group meeting earlier this month.The proposal calls for a three-phase mining operation over 10 years.The first phase would take place on the course west of the Steele Canyon bridge, which has already been closed to golfers.Sand is needed as a component of concrete, which has become scarcer during the construction boom of the past decade.The mine would produce a maximum of 570,000 tons a year, creating an estimated 170 heavy truck round trips a day from the site.The property is owned by Beverly Hills real estate agent Michael Schlesinger, who also owns the shuttered golf courses at Stoneridge Country Club and Escondido Country Club.10News reached out to EnviroMine, the consulting company involved in the plan. EL CAJON, Calif. (KGTV) - El Cajon has the highest concentration of homeless among East County communities, according to the latest homeless count. The count found 298 are people living without shelter in El Cajon and another 498 that live sheltered. One of the organizations devoted to helping the homeless in the community is the Crisis House, which is celebrating its 50th anniversary this year. They satisfy immediate needs with food, diapers, and clothing. They've also helped many get permanent housing. However, there is still a major gap in services in getting people from the streets to permanent housing. COMPLETE COVERAGE: Life in El Cajon"I think for this community to start with a bridge shelter might be very helpful," said Executive Director Mary Case. The concept behind a bridge shelter is a place where their clients can stay while the organization helps them the right help they need or while they want for permanent housing. Case says there isn't a place like that for their clients. She says there are times "where I've arranged for a service provider to come and meet somebody here and they're not here, and it's like gee, they're here most days," she said. At that point they have to reschedule the meeting with the provider. It's tough to track down or get a hold of clients when they are living in the street. City Manager Graham Mitchell points out there are many religious organizations in the community that also work with the homeless. He also says getting all the homeless in a central location raises some concerns. "I know what you're saying; there's some value in having everyone under one roof where everyone is there," he told 10News. "In a small community that would place a burden on one entire neighborhood. So I'm actually going to be recommending we find partners throughout the community." Mitchell says El Cajon is working with other East County communities to see if they can take part in a collaborative effort to help with the homeless issue throughout the region. 2017

Dr. Scott Gottlieb, commissioner of the US Food and Drug Administration, announced Tuesday a "blitz" on retailers?for violations related to sales of Juul and other e-cigarettes to minors.Forty warning letters were sent to brick-and-mortar retailers as a first step toward stopping underage use of e-cigarettes, the FDA said. The government agency also said it sent Juul Labs, the maker of an e-cigarette popular among teens, a request to submit documents related to product marketing and research, including information about "youth initiation and use.""We don't yet fully understand why these products are so popular among youth," Gottlieb wrote in the public statement. "But it's imperative that we figure it out, and fast. These documents may help us get there."Juul spokeswoman Victoria Davis said the company "agrees with the FDA that illegal sales of our product to minors are unacceptable. We already have in place programs to prevent and, if necessary, identify and act upon these violations at retail and online marketplaces, and we will announce additional measures in the coming days."Electronic cigarettes (also called e-cigarettes or e-cigs), vapes, vaporizers and hookah pens are among the terms used to describe electronic nicotine delivery systems.
