SAN DIEGO (KGTV) -- The names Linda and Charles Van Kessler might have sounded new, but their efforts were anything but."I started the charity in 1978 and I had to work very hard through jobs when I came here to California," Charles Van Kessler said.Charles was an orphan at a young age in Europe when he arrived to the states and met his wife, Linda."I just felt I needed to do something and it's been phenomenal since," Charles described. "We want to help children that don't have it as easy and are bearing burdens that are too much for their age."That's when the couple created Passion4Kids, a non-profit that helped handicapped, abused and neglected children."We bring toys we bring games we pray with them, we play with them. We do just a lot of stuff to make these kids happier."They felt the effects of COVID-19 like many other organizations. SAN DIEGO (KGTV) - Students spent Friday gathering their belongings and saying goodbye to their peers at the Art Institute of San Diego.The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds. The move left many students angry and wondering what's next. "I feel so empty," said Marjan Razavi, about six months from graduating and ,000 in debt. "I lose my job and my education at the same time."The Institute's closure is the latest for-profit run school to abruptly shut down in San Diego. In 2018, Brightwood College closed its doors. In 2016, the giant I.T.T. Technical Institute shuttered. Derek Abbey runs the Veterans Center at San Diego State University, a population he says the for-profits target because of their education benefits. Abbey said the schools often make grand job promises, but charge higher tuition than public universities (a federal study showed double), but spend a lot of that money on advertising. "They're getting out in front of the populations that they expect are going to come to their school, and often times those are under represented populations that don't know the higher education systems," Abbey said. Abbey teaches the alternative options like attending community college and transferring to a public university - many now offering the convenience of online classes. About twenty colleges participated in a transfer fair at the art institute building Friday. Students also can request loan forgiveness, however that would involve canceling some, or all, of the credits they've earned so far. SAN DIEGO (KGTV) -- The market may soon be looking up for San Diegans hoping to buy a home. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces - walked by. One of them walked up to his porch and yanked out the flag before she took off. Dodds posted the video on the Nextdoor app in hopes of tracking down those thieves - and his flag. "Maybe it was a big joke to them, but I don't think they know how seriously most of us take the flag of the United States of America," he said. SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright.
