CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. BEIJING, Dec. 28 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee met Tuesday in a meeting on anti-corruption, demanding greater efforts in addressing problems the masses complained about most and fighting corruption among grassroots officials.The meeting was presided over by General Secretary of the CPC Central Committee and Chinese President Hu Jintao. The participants heard a report of the Central Commission for Discipline Inspection of the CPC over anti-corruption work for 2010 and discussed related plans for 2011.The meeting has called for further efforts to address problems concerning construction projects, and vehicles bought and used at public expenses.Those attending the meeting said regulations and disciplines that govern the selection of officials must be strictly followed and related unsound practices should be corrected.Noting that fighting corruption was still a tough task, the meeting urged all related authorities to step up anti-corruption efforts towards building a clean government.Further, more work must be done to improve officials' style of work and cement ties between the CPC and the masses, the meeting participants said.Also, the participants called for efforts towards building an improved anti-corruption system that consisted of corruption prevention and punishment.Such a move, they added, would facilitate the implementation of China's development blueprint for the 12th Five-Year-Plan period (2011-2015) and China's social and economic development.China will mark the 90th anniversary of CPC's founding next year. MOHE, Heilongjiang, Jan. 1 (Xinhua) -- An oil pipeline linking Russia's far east and northeast China began operating Saturday.At 11:50 a.m., Yao Wei, general manager of the Pipeline Branch of Petro China Co., Ltd. (PBPC), pushed a button in the China-Russia border county of Mohe, Heilongjiang Province, five hours after the crude oil began being pumped through the pipeline to the border, marking the official start of operations after a two-month trial.PBPC is the operator of the Chinese section of the pipeline.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China via Mohe and ends at China's northeastern city of Daqing. As 550,000 tonnes of crude oil had already traveled through the pipeline during the test run period, the Daqing terminal receives the oil 15 minutes after Yao pushed the button at Mohe."The operation of the China-Russia crude oil pipeline is the start of a new phase in China-Russia energy cooperation," Yao said at the launching ceremony.He noted that the pipeline would improve the nation's energy-imports structure and promote economic development.Sergey Tsyplakov, Russian trade representative in China, also said in early December that the completion of the pipeline project was a "milestone" for the development of both countries.Construction of the 1,000-km-long pipeline project, with 72 km within Russia and 927 km in China, started last year, and it will transport 15 million tonnes of crude oil from Russia to China annually between 2011 to 2030, according to the agreement signed between the two countries.This volume of oil means adding 8 billion U.S. dollars to the trade volume between China and Russia, and the import tariffs for China on the oil will be up to 10 billion yuan (1.5 billion U.S. dollars), according to the projection by Chinese customs officials based on the current international crude oil price.Yao said that after the oil arrives at Daqing's Linyuan Station it will enter the Pipeline Networks of Northeast China and be pumped to oil refineries in Dalian, Fushun and other cities.Luo Xuefeng, director with the entry-exit inspection and quarantine bureau of Mohe, said workers with the bureau would take daily oil samples to monitor the quality of the oil."So far, the pumped oil is qualified as regulated in the agreement," Luo said.The annual amount of oil shipped through the pipeline could increase, depending on the drilling capacity in Russia, said Tsyplakov.Further, Li Fuchuan, a researcher with the Chinese Academy of Social Sciences, said the operation of the oil pipeline would not only increase the crude trade, but also improve mutual trust between China and Russia, laying an economic foundation for the two countries' strategic partnership.Zhang Shibin, deputy manager of the PBPC Daqing branch, said although the operation has worked well during the trial period, measures need to be performed to prevent pipes from cracking in May."The pipe will face an 'important test' in May as snow and ice will melt at that time, bringing challenges to us. We will try to ensure its smooth operation," he said.
