SAN DIEGO (KGTV) -- A local father is just a few days away from reuniting with his family who is in federal quarantine in Northern California at Travis Air Force Base. Ken Burnett's wife and two young children were visiting Wuhan, China when the coronavirous broke out. The city shut down and the three were stranded, unable to fly home. Their 14-day federal quarantine ends on Tuesday. Burnett plans on traveling to Northern California to reunite with his wife and kids so they can all travel back to San Diego together. SAN DIEGO (KGTV) - A handful of minor city code violations have forced the Hillcrest Farmers Market to make changes to their layout, resulting in a handful of vendors losing their spot.Market officials tell 10News they didn't get any officials citations or warnings, but they heard from police and the fire marshal in the past few weeks about the problems, and have worked with the city to address all of them.One, in particular, has led to the most disruption. Fire officials told the market they needed to keep a 20-foot buffer between the booths and the median on Normal Street, to allow enough room for a fire truck to drive through. To accommodate that, the market had to remove about 30 of its 200 vendor spots. Some of the booths were put in the north parking lot of the DMV, but 13 vendors still haven't returned to the market.Also, market officials say they had gotten complaints from local churches and business about parking and people crossing the street without using crosswalks near the vendor parking lot. To change that, they've hired a parking attendant to oversee the lot. The attendant also directs non-vendors to the free parking areas at nearby schools."All these changes have made things better," says Market Manager Mark Larson. He says it's been an adjustment, but the feedback has been great from both customers and vendors."Sales are up," Larson says while pointing out that the extra walking room has made it easier for families and people with strollers to navigate the market.The market also plans to expand onto Harvey Milk Street to make room for the vendors who lost their spot. They're also looking into adding a concert stage for live music. To do that, they need to re-submit their permit to the city. That could take a few months, but they're hopeful it will make the market better in the long run. 1852

  

SAN DIEGO (KGTV) — A local wildlife researcher is being remembered after he died Thursday at a remote canyon in San Pasqual Valley.David Bittner, 75, of Julian, died what he loved doing. He was replacing batteries on wildlife cameras in the Brady Canyon area, when he fell at least 50 feet. The county's Medical Examiner says Bittner called to a friend there with him, but was pronounced dead at the scene shortly later after crews pulled him to safety.Bittner co-founded the Wildlife Research Institute with his wife and devoted his life to the cause, according to Molly Jager-Begent."He would tag eagles all over the world and follow their paths to figure out what was really happening in the world of wildlife," Begent said.RELATED: Man dies after falling 50 feet off Escondido cliffBegent said she and her husband donated a portion of their ranch off Highland Valley Road in Ramona to the Wildlife Research Institute. Lined inside the ranch are wildlife photos captured by Bittner, another passion of his."He was just really dedicated. He had a passion," Begent says. For decades, Bittner led a free "hawk watch" on Saturdays during the first two months of the year, where biologists would teach the community about birds and their relationship to raptors.Begent said the wildlife expert helped educate thousands on the importance of wildlife preservation, even purchasing 3,000 acres and gifting it to the county as a wildlife preserve, according to Begent."His life was dedicated fully to his love of wildlife and wild places, helping educate thousands on the balance of preservation and healthy appreciation of wildlife while protecting their habitat first and foremost," said Katie Quint, who worked closely with Bittner.Thursday, Bittner was replacing batteries near the location of a threatened Golden Eagle's nest, according to Quint. "Dave has been advocating for San Diego County’s Golden Eagle population with local agencies by ensuring the long-term documentation of their nesting ecology over the past 31 years," said Quint.Saturday, a special tribute is planned for Bittner from 10 a.m. to 12 p.m. at Begent Ranch in Ramona, the area where he connected so many to his love of wildlife. 2210

  

SAN DIEGO (KGTV) — A man running in and out of traffic while naked in Little Italy died after being taken into police custody Friday.Witnesses say the man was yelling for help in the area of 600 W. Grape Street at about 11 p.m. When the first San Diego Police officer responded, he was able to place handcuffs on the man.As the officer led the man out of traffic, though, witnesses told police the man began to struggle and was taken to the ground by the officer. At least two civilians had to help restrain the man until more officers arrived.RELATED: El Cajon hit-and-run crash suspect found hiding under bedThe man was taken to a nearby hospital where he died just before midnight. The man's death was ruled as an in-custody death.During the struggle, the man suffered a cut to the head.
