SAN DIEGO (KGTV) - The family of a man who died after sky-diving in Otay Ranch created a Gofundme page for his two sons left behind.Jonas Wingen said his brother, Joe, died Sunday after suffering a medical emergency while sky diving."Deployed his chute, everything was fine... While he was descending something happened, he had a heart attack I'm not sure," said Wingen.Joe's two sons, Jo Jo and Riley, now moving to Lake Elsinore to live with their mom, while grieving the loss of their father."Jo Jo, it's hitting him hard, he's 14... Riley's handling it well," Wingen said. He said the family created a Gofundme to help ease some of the hardship and support the boys' future."Jo Jo is going to get braces... We're going to put some of it in a college fund for when they hit 18," he said.Riley created a memorial video showing how much they idolized their dad, remembering jam sessions and adventures. Wingen said Joe liked to ride dirtbikes, go surfing and play instruments."You know he worked hard and he played hard. That was Joe, and he loved his two boys," he said. "The last thing he said to me was, 'I'm going sky diving tomorrow wish me luck, woo!'"Wingen said Joe's last text he sent captured his essence: "fears lead to an average life."Wingen said their family is planning a celebration of life for August 5, which would have been Joe's birthday. SAN DIEGO (KGTV) -- The Chicano Federation is once again calling on San Diego County officials to do more to help curb the high numbers of COVID-19 among Latinos. On Wednesday, the organization released a statement regarding county numbers breaking down the number of contact tracing hires by ethnicity. Of the county's recent hires, 144 are Latino or Hispanic, that makes up 25.5% of the hires. Chicano Federation President and CEO Nancy Maldonado said county officials had told them they would hire people from within the community, that spoke Spanish, to serve as contact tracers. However, in Wednesday's statement, Maldonado said, "They lied." Maldonado has been an outspoken critic of the county and their response to how COVID-19 is disproportionately affecting Latinos. Data from the county shows there are roughly 34% of Latinos in the county, but they make up 61% of the positive cases. During Wednesday's county press conference, Supervisors Greg Cox and Nathan Fletcher each addressed the concerns. Fletcher said the county's goal is to have contact tracers who match not only the demographics of the population, but also the demographics of the positive cases. Fletcher added that they are doing outreach to get more applicants and also more Spanish speakers. Maldonado told 10News she is confident the county will get it done, but says she wants to see more action, instead of hearing about plans for what they are going to do. 1449

SAN DIEGO (KGTV) — The fight over the future of short-term vacation rentals in San Diego is now targeting paid signature gatherers hired by the largely Airbnb-funded campaign.The campaign, called "Stand for Jobs, Stop the Vacation Rental Ban," needs to raise about 35,000 signatures to overturn the City Council's recent vote to limit short-term vacation rentals essentially to primary residences. A group of residents called the San Diego Community Working Group on Short-Term Vacation Rentals is now drafting a letter to multiple city officials alleging that the signature gatherers are misleading voters with false information about the regulations. RELATED: Airbnb: San Diego teachers made .7M renting out their home last year"You won't be able to do bed and breakfast, and then there's a huge emphasis on the amount of money on the fee. There is no fee for home sharing," said Gary Wonacott, a member of the group, giving examples of what he's heard.There are now upwards of 200 signature gatherers around San Diego. On Friday, there were five of them spread across the Target shopping center on Sports Arena Boulevard.LaKeisha Weaver says she is being paid more than for every signature she gets. She says she goes from city to city to gather signatures for different issues and is living in a hotel this month to work on the short-term vacation ordinance in San Diego.RELATED: Future of short-term rentals could go to voters"We send rent home, we have children and families, et cetera," she said. "It's just like a traveling position."Weaver says she tries to engage voters with a very brief verbal pitch and has official literature for them to read. But that strategy, employed by many signature gatherers, is leading to the concerns of inaccurate pitches to voters.But it's unclear how common that is. Outside Target, one signature gatherer was calling to people by saying "Good morning, Sir," or "Good morning, ma'am." However, another outside Ralph's made a questionable claim that the ordinance would ban all bed and breakfasts. RELATED: Airbnb ruling could make more homes availableJonah Mechanic, director of Share San Diego, which is involved in the signature campaign, said it is relying on well more than the paid signature gatherers. "There's a lot of local hosts doing events, doing fundraisers where they're gathering signatures, and raising awareness," he said. Weaver said she had about 17 signatures by 1 p.m. Friday. After some time in Sports Arena, she took an Uber to try to get more in Hillcrest.If Airbnb gets the signatures, the City Council would either have to withdraw the restrictions or put them to a public vote.Currently, the city's restrictions on short-term rentals are scheduled to go into effect in July 2019.  2823

SAN DIEGO (KGTV) — The City of San Diego will consider making a significant change to the way voting is done, best known as "ranked choice voting."It would allow voters to list up to four candidates in order of preference, rather than just cast a traditional ballot for one candidate."It's a very interesting system that hopefully decreases some of the negative campaigning that we ordinarily see," Councilmember Mark Kersey, who supports ranked choice, told 10News Friday.In the proposed version of ranked choice that San Diego is considering, the top four candidates in each primary race would advance to the general election, rather than the top two. In November, voters would then rank the candidates by preference. If one candidate has more than 50 percent of the vote on first count, that candidate would win. If no candidate reaches 50 percent, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50 percent.UC San Diego political science professor Thad Kousser says ranked choice allows voters to feel like they are not wasting their vote on a long shot, and helps avoid the idea of voting for the lesser of two evils. "It allows voters to take a sincere vote without throwing away the weight that their vote would have," Kousser said.Kousser also says ranked choice helps keep races from getting as negative. "It could give candidates incentive to play nice with each other, to be less negative in their advertising beceause they would love to be second place on every voter's dance card," he added.Kersey says the City Council will consider placing ranked choice on the November ballot, with the goal of making the change in 2022. If the council elects not to put ranked choice on the ballot, supporters say they will launch a signature drive to get the measure on the ballot that way.Other cities in California have already adopted ranked choice, including San Francisco, Oakland, and Palm Desert. The concept is also gaining steam elsewhere in the country, with Maine moving to ranked choice for statewide elections."There's a reason why people are looking at doing it this way," Kersey said.
