SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. SAN DIEGO (KGTV) -- The USS Abraham Lincoln aircraft carrier arrived in its new home port of San Diego Monday, bringing thousands of sailors and hundreds of millions of dollars in estimated annual economic impact for the region.The Navy will relocate another carrier strike group, the USS Carl Vinson, to San Diego this summer, giving the city three carriers for the first time in a decade. SAN DIEGO (KGTV) -- The parents of more than 600 migrant children still haven’t been found, more than two and a half years after thousands of children were separated from their parents at the border.The separations happened from 2017 to 2018, as part of President Trump’s zero tolerance policy.According to a tweet from the ACLU, the parents of 666 migrant children have not been found, that number is over 100 more than what was reported during a court hearing in late October.The zero tolerance policy started in 2017, when over 2,700 children were separated from their parents after crossing the U.S. - Mexico border. The policy was ended by San Diego federal Judge Dana Sabraw in 2018.Last month, the same judge asked the Trump administration to do more to help find the children’s parents.Richard Villasana is the founder of Forever Homes for Foster Kids, a San Diego charity that helps locate families of children in the U.S. foster care system, often times working in Latin American countries.“Some of these children will never be reunited with their parents because there was just not enough information to work with,” says Villasana.The ACLU says the children’s parents are believed to be in their home countries. Villasana says the process of finding relatives in other countries is very complicated, often times only having a last name or a city to work with. Other times, Villasana says, volunteers have to depend on the child’s memory for information, which can be challenging if they are too young.“Depending upon their age, they’re probably not going to be of any help to help the attorneys with ACLU and those non-profits to connect them to their parents,” explains Villasana.As reunification efforts continue, Villasana expects that it will be years before these children’s parents are found and he says it’s likely some will never be located.Another court hearing is scheduled in San Diego on December 4th. 1932

Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption. "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site.
