The flood gates are now closed in New Orleans as the city braces for Tropical Storm Barry.Authorities have warned people in low-lying parts of Louisiana to evacuate. Rescue crews and National Guard troops are stationed across the city and state, preparing to assist in boat rescues. New Orleans Mayor LaToya Cantrell urged residents and tourists to shelter in place starting at 8 p.m. CT Friday. “So, I dunno what’s gonna happen,” says New Orleans business owner Sarah Corsiatto. “I think we are gonna get a lot of water in the city.” Corsiatto says she won't leave town, but she is staying with friends to be closer to her coffee shop."I’m gonna try to be open as long as I can,” she says. She says as the storm moves in, she’ll secure her shop with tape and sandbags. Nearby, some historic French Quarter businesses are prepping for the storm by putting out sandbags. Barry could strengthen to a hurricane, but it’s not the high winds that have residents and officials worried, says Benjamin Scott, with the National Weather Service. “It's the large amount of water,” he explains. “Take a look behind me. This is the Mississippi River, already strained from a season of flooding."Scott says the number one threat will be the heavy flooding and rainfall. The Mississippi River this time of year is usually at 6 to 8 feet, but right now, the river sits at 16 feet. The forecast is calling for 15 inches of rain in the city and possibly 25 inches elsewhere. Tourists in New Orleans are taking the warnings from officials seriously. Jacques Desormiere and his friends say they aren’t taking chances. They spent the day stocking up on essentials. “Water, we have a bunch of nuts and things,” he says. “We can cook and eat without electricity.” Desormiere says he and his friends will likely wait out the storm. A judge has upheld the Virginia governor's ban on all types of weapons at a pro-gun rally planned for next week. Gov. Ralph Northam had announced the ban on Wednesday as he declared a state of emergency over threats of “armed militia groups storming our Capitol." The judge's order Thursday came hours after the FBI announced the arrest of three alleged white supremacists in Maryland. Virginia's solicitor general told Richmond Circuit Court Judge Joi that law enforcement identified "credible evidence" that armed out-of-state groups planned to come to Virginia with the possible intention of participating in a "violent insurrection." The emergency, which was declared by executive order, will span Friday, January 17 at 5:00 p.m. until Tuesday, January 21 at 5:00 p.m.“Law enforcement intelligence analysts have identified credible threats of violence surrounding the event, along with white nationalist rhetoric and plans by out-of-state militia groups to attend,” said a statement from Northam’s office.Northam tweeted that the order was to protect citizens and lawmakers.“We support citizens’ rights to peacefully protest and express their views to their elected officials. But we must also keep the public, as well as those who work around Capitol Square, safe,” the governor tweeted.Northam, a Democrat elected in 2018, now enjoys partisan support from the Virginia House and Senate. The coveted crash test ratings for vehicles are in desperate need of an update, according to multiple auto safety groups. The system hasn't been updated since 2010. Right now, 98% of all vehicles get four or five stars. “It’s the equivalent of Halloween — everyone gets candy,” says Jason Levine with the Center for Auto Safety. “The idea is supposed to be separating between things that are safe and things that are really safe.” Levine says the tests are too easy to pass and they don't help consumers understand the difference between cars.Some recommendations include updating the ratings by testing new technology that helps drivers avoid crashes, like emergency automatic braking, and accounting for how passengers in the rear seats are impacted Experts also recommend testing systems that help avoid hitting pedestrians. This type of testing already exists, it just hasn't been mandated in the U.S. “NHSTA, the National Highway Traffic Safety Administration, has dragged its feet on renewing these ratings for almost a decade now,” Levine says. “They said they were going to update them in 2015. They didn't. They said they were going to update them in 2018 and they didn't.
