BEIJING - China's top legislature on Sunday started to read draft amendment to the Law on Lawyer which aims to make lawyers easier to meet criminal suspects, obtain evidences, improve their moral standards and allow them to open individual law firms. The draft amendment to the Law on Lawyer was on Sunday submitted to the six-day 28th session of the Standing Committee of the National People's Congress (NPC), or China's top legislature, for the first reading.

BEIJING - Chinese central government offices suffered a day without air-conditioning as they warmed to a campaign to cut energy consumption and improve energy efficiency, Xinhua news agency said on Wednesday. Tuesday's campaign, dubbed "experiencing energy shortage", targeted offices and government departments under the State Council, the nation's cabinet. "Beijing was not as sun-burning as previous days on Tuesday, but the overcast weather still made people sweat in the afternoon," Xinhua said. China's capital has unleashed "energy police" to enforce limits on air-conditioner use as the government pushes to save power and clean polluted skies, state media said this week. China last year vowed to cut energy consumption for every unit of economic activity by 20 percent by the end of 2010. But feverish economic growth has so far defied the target. The government's latest weapon is 22 officials who will check whether offices, hotels, malls and other big buildings in Beijing are observing a demand to set air conditioning no cooler than 26 degrees Celsius (79 Fahrenheit), the Beijing News reported. Worried that the nation cannot sustain resource-sapping growth, the central government has repeatedly ordered officials and companies to save energy. Efforts to clear the capital of pollution have taken on a new urgency with the 2008 Beijing Olympics just over a year away. Chinese President Hu Jintao and other officials have said the country is committed to emission reduction, but refused mandatory caps. Beijing has held up its voluntary energy saving measures as an important contribution to fighting global warming, and called for more technological help for clean energy.

BEIJING, March 26 (Xinhua) -- Chinese Premier Wen Jiabao met with Malawian President Bingu wa Mutharika here on Wednesday, and called for setting up formal mechanism to guide and coordinate bilateral trade cooperation.     Wen told Mutharika that to enhance China-Malawi friendly cooperative ties was in the fundamental interests of both sides, adding China was ready to expand substantial cooperation with Malawi.     The premier called on both countries to confer on setting up a guidance and coordination mechanism for trade cooperation. China would encourage its enterprises to increase imports from Malawi in a bid to stimulate bilateral trade and promote its balanced development. Mutharika started a weeklong state visit to China on March 24    Mutharika said the establishment of diplomatic ties had unveiled a new chapter for bilateral relations. Malawi would stick to the one-China policy and support China's reunification.     Mutharika said his country would maintain high-level exchanges with China, step up mutually beneficial cooperation in trade, technology, culture, medical treatment and social development, and Malawi would participate in the 2010 Shanghai World Expo.     Wen said China welcomed Malawi to join the China-Africa Cooperation Forum, and was ready to join with Malawi to inject new vigor to China-Africa friendly cooperation.     Mutharika echoed that Malawi was willing to contribute to cementing Africa-China cooperation.     Mutharika arrived on Monday afternoon for a weeklong state visit to China as Hu's guest.     He will also visit Chengdu, capital of Sichuan Province, and the cities of Shenzhen and Shanghai

[Xinhua]XINTAI, Shandong Province -- One hundred and seventy-two miners were trapped in a flooded coal mine in east China's Shandong province, authoritative sources said on Saturday morning.The flooding occurred at around 2:30 p.m. Friday in the coal mine of Huayuan Mining Co. Ltd (formerly known as Zhangzhuang coalmine) in Xintai City, about 150 kilometers south of Jinan, Shandong's capital.A total of 756 miners were working underground at the time of the flooding and 584 managed to escape after the accident, Xu Qinyu, general manager of the company said on Saturday morning.Downpours hit the area Friday with a precipitation of 205 millimeters, triggering flash flood and a 50-meter breach of a levee of the Wen river in the region.Floodwater from the Wen river swamped the coal mine via an old shaft. A 100-millimeter rainfall Saturday night worsened the flooding situation. The rain ended around 7 a.m. Saturday.By 8:50 a.m., the working places under the mine have been all inundated, according to the rescue headquarters.Wang Ziqi, director of the Shandong coal mine safety administration, said the trapped miners had only slim chances of survival.Most of the trapped people were from rural areas in Tai'an City and surrounding areas, said Wang Junmin, vice governor of Shandong.About 2,000 Chinese People's Liberation Army troops, armed police and miners have closed up a 30-meter section of the breached levee of the Wen river by midday Saturday.The closure of the breach is crucial to the rescue efforts and it will stop water from continuing to flow into the mine, according to rescuers.In a separate accident in Xintai, nine people were trapped in the Minggong coal mine after it flooded because of the rainstorms.Ninety-five people were working underground when the accident happened. Eight-six have been lifted alive. Rescue work is underway.Li Yizhong, director of the Administration of Work Safety and Zhao Tiechui, director of the State Administration of Coal Mine Safety, have rushed to the site to oversee rescue efforts.The work safety watchdog issued on Saturday an emergency notice urging coal mines to draw lessons from the Huayuan mine accident and immediately take preventive measures against rainstorm-triggered floods.Huayuan Mining Co.
