Employers may refuse to hire someone whose hair is in dreadlocks, a court of appeals has decided.The Equal Employment Opportunity Commission filed the civil rights suit against Catastrophe Management Services after it told a woman it would not bring her on board with dreadlocks and terminated a job offer.Reports indicate a human resources manager with the company told the candidate during a hiring meeting dreadlocks "tend to get messy." The EEOC?claimed it was a violation of the Civil Rights Act of 1964's Title VII, arguing dreadlocks are a "racial characteristic," according to NBC News.The 11th U.S. Circuit Court of Appeals ruled that the company in this lawsuit has a "race-neutral grooming policy" and was not discriminatory, and dreadlocks are not a cultural practice, NBC News reported. 817

ESCONDIDO (CNS) - Escondido police today arrested a man after he allegedly jumped on top of a patrol car and began striking it with a rock.Related: Rincon Middle School closed after social media threatAt about 9:45 a.m., a patrol sergeant pulled up to the intersection of Washington Avenue and Quince Street when he witnessed a man run up to his patrol SUV, jump onto the back and begin smacking a rock onto the vehicle's roof, Escondido Police Sgt. Eric Olson said.The man also tore off the vehicle's rear windshield wiper before attempting to flee east on Washington Avenue, Olson said. ESCONDIDO, Calif. — The Golden State Killer arrest is shining the spotlight on a controversial DNA search known as Familial DNA.    In the summer of 2013, communities in southern California were gripped by fear amid a string of unspeakable crimes.An unknown culprit dubbed "The Creeper" entered five homes in Escondido and one in San Marcos, cutting screens, cutting the clothes of little girls and molesting them while they slept.The suspect left DNA at several scenes, but a search turned up no matches. Ultimately, the case went cold until detectives applied to the State Department of Justice for a DNA familial search.In 2015, the mystery DNA profile was linked to somebody already in the system, a close relative of the suspect."They were able to determine through a familial search who the suspect likely was," said Deputy District Attorney Ryan Saunders.That suspect was Gilbert Chavarria, who recently pleaded guilty to a host of charges. He was sentenced to 100 years to life in prison."Police did an excellent job gathering the evidence, but the leads were exhausted. Without the familial searches, we'd still be on our hands waiting," said Saunders.Amid concerns from privacy advocates, California Governor Jerry Brown in 2008 enacted a policy that familial DNA would be used only as a last resort.It's been rarely used. but did provide the break in several serial killer cases, including the Los Angeles-area Grim Sleeper case and in the Golden State Killer case. In the latter, the mystery DNA was linked to a familial profile from an ancestry website.Some law enforcement experts say the recent cases could lead to a lot more requests for the DNA search. Familial DNA also provided the break in the infamous BTK serial killer case in Kansas. 1854

  

ENCINITAS, Calif. (KGTV) - A woman died from her injuries after being hit by a driver at an Encinitas intersection Friday.The 61-year-old victim was walking in a crosswalk at Encinitas Boulevard and Balour Drive just after 6 p.m., San Diego Sheriff's Department (SDSO) said.SDSO said a vehicle approached the intersection while the woman was crossing and stopped to allow her to pass. A second vehicle then approached the intersection and drove around the first vehicle to continue through the intersection, knocking the woman down.She was transported to Scripps Memorial Hospital - La Jolla with life-threatening injuries. She later died from those injuries. The woman's name has not been released.The driver charged with hitting the woman remained at the scene. SDSO said alcohol does not appear to be a factor. 831

  

ESCONDIDO (CNS) - A Pauma Valley man accused of ambushing three San Diego County sheriff's deputies at his home in a rural area near Casino Pauma, sparking a nearly six-hour standoff in which he suffered a gunshot wound, was charged today with three counts of assault with a semiautomatic firearm on a peace officer.Arraignment for 28-year-old Jose Nieto at Palomar Medical Center was postponed until Jan. 11 because he was deemed medically unfit for the proceeding while being treated for the gunshot wound he sustained during last Thursday's standoff.The complaint against Nieto includes allegations of personal use and discharge of a firearm. He faces 33 years and eight months in prison if convicted, said Deputy District Attorney Michael Runyon.The standoff began around 4:15 p.m. on Dec. 20, when deputies Cory Crawford, Jared Muli, and John Avedesian went to a home in the 156-00 block of Adams Drive in response to a a 911 call from a man who said "he needed help and didn't feel safe in his home."As the three deputies approached the front door of the home, they were met with gunfire, said sheriff's Lt. Rich Williams.The deputies returned fire, established a perimeter around the home and called for backup, including a SWAT team. Nearby residents were evacuated from their homes and surrounding streets were shut down. The deputies were not injured.Authorities spend hours trying to establish communication with the gunman, but when that was unsuccessful, the SWAT team entered the home about 10 p.m. and found Nieto inside with a gunshot wound to his lower body, Williams said. 1598
