BEIJING, May 15 -- China is planning to raise the proportion of profits it collects from major State-owned enterprises (SOEs) in a move to balance income distribution, but analysts said the move should be bolder and the collected profits used to improve public well-being.The Ministry of Finance said on Tuesday that it might raise the ratio of profits of SOEs to be submitted to the State coffers.According to existing rules, monopoly enterprises under the administration of the central government in sectors like tobacco, oil, petrochemicals, power, telecommunications and coal mining should submit 10 percent of their post-tax profits, while the ratio for those in the iron and steel, transportation, electronics and trade sectors should be 5 percent.Financial corporations and companies in sectors like railways, transportation, education, culture, science and technology and agriculture are not included in the profit submission framework.The Ministry of Finance did not reveal by how much the ratio would be raised."It should be raised properly, and even if it were raised by 10 percentage points, it doesn't matter too much for those central enterprises, given their high profit level," said Zhang Wenkui, researcher with the State Council's Development Research Center.Central enterprises have been criticized by the public for having taken advantage of their monopoly or market predominance to make excessive profits. Some of them have further fueled public anger as they bid to purchase land at high prices, which is believed to have pushed up home prices.The central government collected profits of 14 billion yuan ( billion), 44.4 billion yuan and 98.9 billion yuan respectively in 2007, 2008 and last year from SOEs. BEIJING, May 4 (Xinhua) -- China called off its grade II drought emergency response on Tuesday as the severe drought in its southwestern regions eased after recent rain.The drought, one of the worst in decades, eased in most parts of the Chongqing Municipality, provinces of Sichuan and Guizhou, and Guangxi Zhuang Autonomous Region, said the Office of State Flood Control and Drought Relief Headquarters in a statement on its website.But in Yunnan Province, the drought was still severe in most parts as the province had only received limited and scattered rainfalls, it said.Southwestern China had six falls of rain between March 22 and April 26, which ranged in volume from 50 to 100 millimeters, figures from the China Meteorological Administration showed.As of Tuesday, up to 123 million mu (about 8.3 million hectares) of arable land in China was affected by the drought, with 17.91 million people and 12.43 million farm animals still short of water, said the statement.

BEIJING, April 2 (Xinhua) -- China needs to expand the Renminbi, or yuan, cross-border settlement efforts when conditions allow, the People's Bank of China (PBOC) said Friday."It is necessary for China to seek appropriate timing to expand the cross-border yuan settlement to more cities, enterprises and overseas pilot areas," said an international financial market report released on the central bank's website Friday.But the report did not detail the conditions for appropriate timing.The foreign trade volume settled in yuan is still small compared with China's total foreign trade volume, said the report, without specifying figures.Official figures from China's General Administration of Customs showed that the country's exports in 2009 stood at 1.2 trillion U.S. dollars, down 16 percent from 2008.China's State Council, or Cabinet, announced in April 2009 a pilot program to allow exporters and importers in five cities -- Shanghai, Guangzhou, Shenzhen, Zhuhai and Dongguan -- to settle cross-border trade deals in yuan.The latter four cities are all in south China's Guangdong Province.The Bank of China (BOC), China's largest foreign exchange bank, announced on July 6 last year that its Shanghai branch had received the first cross-border yuan trade settlement deal from the BOC (Hong Kong).The government is considering enlarging the scope of cross-border yuan settlement from commodity trade into service trade, said the report.Yuan settlement was in accordance with the market demand, said Cao Honghui, a researcher with the Chinese Academy of Social Sciences, but increasing the yuan's global acceptance would be decided by factors such as the country's economic development and the financial system development.
