AVILA BEACH, Calif. — Officials say two women are lucky to be alive after a humpback whale capsized their kayak as they paddled in the ocean on Monday.The incident, which occurred near the Cal Poly Pier, was caught on video by multiple people in the area.Julie McSorley says she went out Sunday and took pictures of the whales and convinced her friend to go kayaking with her on Monday.McSorley says there were a lot of birds and fish in the area, so people had their phones at the ready. She said she and her friend could see whales off in the distance.Seconds later, one of the whales was right underneath them.While some video footage makes it appear as the women went inside the whale's mouth, McSorley says their kayak just overturned, and they were thrown underwater.Video shows McSorley screamed before going underwater for about five or six seconds.Humpback whales are considered an endangered species, and marine mammal experts say they can be unpredictable and dangerous. Experts say people should keep about a football field's worth of space between themselves and the large mammals, when possible.The Port San Luis Harbor Patrol says enforcement can be difficult. Boaters can think they've left a whale plenty of space, but the mammals move quickly.The whales have been making appearances close to shore between Morro Bay and Avila Beach in recent days. AUSTIN, Texas (AP) — A federal judge has ruled that Texas’ statewide mask mandate must extend to inside polling places. But election officials Wednesday did not appear to be rushing to enforce the order. It was handed down after more than 8 million people have already cast ballots. U.S. District Judge Jason Pulliam said not requiring face coverings in Texas polling places created a discriminatory burden on Black and Latino voters, who are at higher risk of death and severe illness from the coronavirus. Texas Governor Greg Abbott had included an exemption for polling places in his statewide mask mandate. The governor said he encourages people to wear a face mask but exempted polling places from the mandate because he didn't want voters turned away from the polls just because they didn't have a mask, according to the Texas Tribune. Texas Attorney General Ken Paxton immediately appealed Tuesday’s ruling. Texas is three weeks into early voting, but Pulliam said enforcing a mask order would not be disruptive.According to the U.S. Elections Project, which is tracking early voter data, there have been more than 8.1 million votes cast already in Texas as of Wednesday afternoon. Authorities have removed 23 passengers from a Carnival Cruise Line ship in Australia after a series of brawls, New South Wales police and Carnival said in statements.Cellphone video from the ship shows passengers tussling with each other, and with security officers, outside a nightclub and by a swimming pool amid shouting and screams from alarmed onlookers.Carnival said police on Friday removed "a large family group who had been involved in disruptive acts aboard Carnival Legend. Our security team responded in several instances to extremely unruly behavior by these guests. One particular altercation in the nightclub began when the group physically attacked other guests."Police said they were told several men fought in the early morning hours Friday while the ship was about 220 kilometers (137 miles) off Jervis Bay. Nebraska, South Dakota, Arizona were among the worst when it came to practicing social-distancing procedures. Dr. Chakravorti says that has led to higher contagion rates in those areas.“In this post-pandemic moment, each state is going in somewhat a different direction as far as how it's managing the pandemic,” he added.In bigger cities with higher rates of infections, the study found that people responded better to restrictions because they could see the impact the coronavirus was having around them. Dr. Chakravorti hopes public health officials use his findings to make more uniform policies nationwide.“This whole issue of COVID has become a political issue, so even the act of wearing a mask has become a political statement,” he said. “You never want to mix politics with anything.
