SAN DIEGO (KGTV) - Mission Beach residents and tourists could be getting some relief from dockless scooters speeding down the boardwalk as San Diego's summer season approaches. The Mayor's Office is working on an emergency ordinance banning electric scooters, like those used from services such as LimeBike or Bird, from the Mission Beach Boardwalk, from Crystal Pier south to the jetty."Residents have complained about [the] continued reckless use of motorized (electric) scooters along the Mission Beach Boardwalk. This type of behavior has resulted in collisions, accidents, and bodily injuries," the city said in a release.DOCKLESS TRANSPORT COVERAGE: 692

SAN DIEGO (KGTV) — Last week, whale watchers caught the glimpse of a lifetime, a beluga whale swimming through San Diego's waters. The rare sighting was captured about seven miles off the coast on Friday. Beluga whales are native to Arctic waters and while they do swim south during the summer months, San Diego is still considered a long way off for the animal. Gone Whale Watching owner Domenic Biagini captured the amazing find via drone video. "Imagine if you were going outside to take your dog for a walk and you saw a polar bear," Biagini said. "It doesn't make any sense at all. I saw it with my own eyes and I'm still not sure I believe it."RELATED: Drone captures video of blue whale swimming up to boat off San Diego coastHe said he was contacted by his colleagues Lisa LaPointe and Chris Faist, who first alerted him to the discovery. He told his passengers they were going to meet up to help investigate, not knowing what to expect. But once they located the animal, "I knew immediately that it was a beluga whale, which is insane," Biagini said. The whale is thousands of miles away from its typical habitat range. But it's unclear how it ended up this far south from the Arctic.Biagini says it doesn't appear to have been in captivity because of its shyness to boats and yellow diatom patches that signal it lives in extremely cold waters.RELATED: For the first time, San Diego Zoo Safari Park sees echidna 'puggle' hatchHe says the furthest south a beluga whale has traveled along the west coast is unofficially northern Washington state. According to the San Diego Surfriders, the last known official southernmost sighting was in 2018, when a wayward beluga whale was spotted in the United Kingdom's River Thames in 2018.The National Oceanic and Atmospheric Administration is currently monitoring the whale's health and welfare as it's in the area. Biagini said it appeared the whale was in generally good health and has been eating. He adds that it appeared to be an older adult male by the curling of its pectoral fins."Pretty monumental moment not just for San Diego, but for whale watching in general," Biagini says.Friday's discovery comes as Biagini says this summer is ripe for more rare viewing opportunities of blue whales off San Diego's coast. Thanks to an abundance of krill and pristine conditions, blue whales are already being spotted nearby. Blue whale sightings usually come in spurts, according to Biagini, while grey whales are more reliable, making this season even more of a treat. 2524

SAN DIEGO (KGTV) — Lifeguards say two people were rescued from a trail in the Blacks Beach area on Sunday in separate incidents. The first involved a woman who injured her ankle, according to San Diego Fire-Rescue. The woman was about half-way down before being injured. Lifeguards put her on a stretcher and used ropes to lower her down to the beach. She was taken by lifeguards to meet paramedics. The second occurred on the same trail, involving a woman suffering from heat exhaustion. She was unable to make it down the rest of the trail, requiring lifeguards to hoist her to the beach below to get her to paramedics.Lifeguards said with Labor Day weekend approaching and a heatwave expected next weekend, they are reminding visitors to local trails to know their limits, wear proper footwear for uneven beach terrain, and make sure they have plenty of water.Beach lifeguards say they don't expect to see crowds slow down anytime soon. 945

SAN DIEGO (KGTV) — It's not the most family-friendly event in town, but it is one of San Diego's most time-honored bashes. The 66th Over-The-Line (OTL) World Championship returns to Fiesta Island Park for two weekends July 13 and 14, and July 20 and 21. The annual event, known for its color team names and characters, started locally in the 1950s and has since become a highlight of summertime in San Diego. What more can you ask for during the sweltering heat? Sunshine, brews, and a simple sport that everyone can follow. Well, it may not be that simple for newbies, but it's a quick lesson.RELATED: Ocean Beach summer tradition returns as 'David Buoy' is deployedHere's what to know:The batter and pitcher are on the same team. The batter's goal is to hit the ball into fair territory (over the line) without a fielder catching it. A hit includes any ball that lands in fair territory, if a fielder crosses over the line, or if a fielder drops the ball in fair or foul territory. If a batter connects with the ball but it does not cross the line, it can be saved and ruled a "no pitch" if the batter or pitcher are able to catch the ball before it hits the ground. Kind of like a redo pitch. An out is recorded when the ball fails to cross the line, a batter swings and misses, a fielder catches the ball in fair territory, a batter has two fouls, a player bats out of order, or if a pitcher or batter touch but do not catch a ball that falls short of the line.Nobody actually runs bases — at times, that's probably for the best — and three outs end each half of an inning just like baseball. To score:The third hit of a half-inning scores one run and each hit after that scores another run.A home run, which is when a ball lands past the last fielder without it being touched, scores a run and any hits before it. The hit count is then reset to zero.Anyone is free to spectate, but the Old Mission Beach Athletic Club (OMBAC) has a few guidelines. Participants and fans follow the "No Bs" of OTL, which include no bottles, no bowzers (dogs), no babies, and no battles (fighting.) RELATED: San Diego Airbnb experience transforms clients into mermaidsWhile the event is free, organizers warn that OTL is not the most appropriate and safe event for children due to crowds, language, booze, and the open sports setting. Before heading out, check traffic and weather conditions around the Mission Bay area. For more information on team registration, tickets, and parking visit the OMBAC website. 2497

SAN DIEGO (KGTV) -- Large churches throughout San Diego are scaling down services in an effort to control the spread of the novel coronavirus. Miles McPherson, Senior Pastor of The Rock Church, says they normally get 12 to 13 thousand people who attend services at their seven campuses. Now, attendees who show up for worship won’t be allowed inside. A message sent out to members let them know about the change. RELATED: What's the difference? Cold vs. Flu vs. Coronavirus Symptoms“All of our physical Rick Church campuses will be closed for the foreseeable future. However, we are still going to have church and it’s going to be awesome,” McPherson said. “Here’s what’s going to happen. On Sunday at our normal times – 8, 10, 12, and 6, we will be broadcasting all of our services online on all of our platforms,” he added. McPherson also said church staff are taking precautions for those inside by sanitizing surfaces and not shaking hands. The Rock Church isn’t the only religious organization making changes amid COVID-19. The San Diego Catholic Diocese says, beginning Monday, all daily Masses will be cancelled, but they will be streaming Sunday Mass in English, Spanish and Vietnamese. The Diocese adds that churches will remain open for parishioners who want to pray and seek spiritual assistance. It’s unclear how long Mass will be cancelled.
