XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade. Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.

BEIJING, Sept. 28 (Xinhua) -- General Secretary Hu Jintao of the Central Committee of the Communist Party of China (CPC) Tuesday sent a message to Kim Jong Il, top leader of the Democratic People's Republic of Korea (DPRK), to warmly congratulate him on his reelection as general secretary of the Workers' Party of Korea (WPK)."On behalf of the CPC Central Committee and in my own name, I hereby extend my warm congratulation on the successful holding of the conference of the WPK, on your reelection as general secretary of the WPK, and on the reelection and formation of a new highest leading body of the WPK," Hu said in the message. For many years, the WPK headed by Kim Jong Il has led the entire Korean people to be self-reliant, to struggle arduously and to make great achievements in the cause of building Korean-style socialism.Over recent years, the Korean people have made a series of delightful achievements in building the DPRK into a strong and prosperous nation, in developing the national economy, in improving the people's livelihood, etc, according to the message.China and the DPRK have profound traditional friendship, close geographic relations and extensive common interests. To strengthen and develop China-DPRK friendly and cooperative ties is an unswerving policy of the CPC and the Chinese government.Despite the ups and downs of the international situation, we will always handle, maintain and boost China-DPRK relations from a strategic height and a long-term perspective, according to the message."We are willing to make joint efforts with the DPRK to continuously promote China-DPRK relations to a higher level, in order to better benefit the two peoples and make greater contributions to realizing lasting peace and common prosperity in the region," Hu said in the message."I sincerely wish General Secretary Kim and the WPK to keep making new and greater achievements in the cause of leading the DPRK people building a strong and prosperous country," he said.

GUANGZHOU, Sept. 25 (Xinhua) -- Devastating mud-slides triggered by historic rainfalls were blamed for the heavy casualty toll -- 70 dead and 65 missing -- in south China's Guangdong Province when typhoon Fanapi battered the region earlier this week, a government report said Saturday. The loss caused by mud-flows and landslides in Guangdong's mountainous western region is "very serious", said a disaster assessment report conducted by provincial disaster relief authorities. "Large-scale mud-slides occurred in many places, cutting off traffic and communications to towns and villages."In Magui Township, Gaochuan City alone, mud-slides left 66 dead or missing, it added. A military helicopter is seen on a drop-off point in Xinyi, south China's Guangdong Province, Sept. 25, 2010. Since torrential rainstorm brought by Typhoon Fanabi hit Guangdong this week and caused serious waterlog, China's army aviation regiment has bridged an air lifeline by airdropping daily necessities to disaster-stricken people.Xinhua reporters riding helicopters above the disaster zones saw a number of brown stripes of mud-slides laced the otherwise green mountain slopes. Flood-waters continued to flow down through the mud-slide tracks.Large swaths of farmlands were submerged in flood-waters while piles of rocks, debris, and trash dotted the basin at the foot of the mountains.By 6 p.m. Friday, about 99,500 people in Guangdong were evacuated for the Fanapi-brought disasters. Some 3,765 houses collapsed, 42,190 hectares of farmland were damaged, and the economic loss reached 2.4 billion yuan, latest official data show.Typhoon Fanapi, the 11th and strongest typhoon that hit China this year, landed in Fujian Province at 7 a.m. Monday, but wreaked most havoc in Guangdong, which neighbors Fujian on the south. No casualties have been reported in Fujian. In the country's most devastating mud-slides in decades, nearly 2,000 people were killed in Zhouqu, Guansu Province after days of torrential rains poured the region in early August this year.
