SAN DIEGO (KGTV) - Loved ones are mourning the loss of a young South Bay woman to COVID-19.In mid-September, Elvira Martinez became the first in her family to come down with COVID-19 symptoms. She tested positive and was hospitalized days later. Around the same time, her daughter Cassie, who lived with her mother at a home in Nestor, started feeling sick."Her first symptoms were a cough and then a fever in after that," said Cassie's boyfriend Ricardo Ferreyra.A week later, Ferreyra brought her to the ER."She couldn't hold down food, barely able to stand up," said Ferreyra.She was admitted and diagnosed with COVID-related myocarditis, an inflammation of the heart muscle. Her brother David says in the next 24 hours, she would suffer two heart attacks. On Saturday, Cassie Martinez, who had no underlying conditions, died at the age of 29."I miss her so much. She had the beautiful personality of anyone I've ever known. She walked into a room, and it lit up," said David Martinez."I'm heartbroken, in a million pieces. She was so caring, put everybody else first," said Ferreyra.Ferreyra says it was love at first sight the day he met her at the insurance company they both worked at more than eight years ago."She captivated me and has done so ever since that day," said Ferreyra.He had decided to propose to her, possibly on their eight-year anniversary in mid-October."I wanted to take her out on a sailboat, spend some time together and propose in the middle of the ocean ... She is my soulmate, somebody I wanted to spend the rest of my life with. We had so many plans," said Ferreyra.Family members aren't sure how they contracted the virus. SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen. The pandemic nearly derailed a local museum’s yearly family event.“This year is the 75th year of the creation of the book series, called ‘The Railway series,’ where Thomas was born,” said Katy Titus with the San Diego Model Railroad Museum.The Balboa Park museum hosts a Thomas Day Celebration every year. Thousands of kids, families, and train lovers stop at “Big Station” for the big event. Unfortunately, this year will be different.“Instead of Thomas taking over the physical museum, Thomas is going to take over our web presence,” says Titus.Thomas Takeover Week will run until Sunday. It’s a free virtual event.Visitors can explore the virtual exhibit. There are activities online for kids like arts and crafts. Students can also enjoy storytime, listening to “The Railway Series.”The San Diego Model Railroad Museum had to close its doors twice this year due to the pandemic. SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses.
