SAN DIEGO (KGTV) - Members of a newly formed Guardian Angels chapter in Pacific Beach went on patrol for the first time Saturday night.Members of the Sacramento Chapter traveled to San Diego to train the new volunteers. Administrator Sarah Bonesteel joined after a neighborhood crime walk, saying "crime is getting out of control, we've lost our parks, and our library and things like that."RELATED: Guardian Angels look to start street patrols in Pacific BeachThe Guardian Angels are a national crime prevention nonprofit organization that started in New York in 1979. The group said it created chapters in over 130 cities in 13 countries.While the group has several programs to prevent crime, the most visible are its street patrols. The Pacific Beach Chapter hopes to provide a safe environment after the bars close.Guardian Angels patrol in groups of at least two while wearing red berets and uniforms, and say the patrols are meant to serve as a visual deterrent and aim to avoid violent confrontations.Angels on patrols are unarmed but trained in self-defense to protect themselves in case a situation becomes physical. They hope they do not have to use their training.The organization conducts background checks on new members to ensure everyone's safety. 1270

SAN DIEGO (KGTV) - Jo Anne Bilodeau finds peace inside the grounds of her serene San Carlos apartment complex, filled with greenery, benches, a clubhouse and a pool.Even her rent is less than ,100 a month. "It kind of feels like a sanctuary," she says. But Bilodeau's days in San Diego could be numbered, all because of a specialty shot she takes every 12 weeks. "It makes you feel like you're in limbo all the time because you don't know the exact cost of the drug until you get a bill."Bilodeau suffers from Rheumatoid Arthritis, an autoimmune disease that causes the body to mistakenly attack the joints. She's about to turn 71 and on medical leave from her job, meaning her company health benefits are expiring. That leaves her with just Medicare, and what she believes will be a ,300 co-insurance payment on the drug."I have my days," she says. "I have meltdowns where I just cry because I'm worried and scared."Bilodeau isn't the only one with that anxiety.A new study by AARP says the price for specialty prescription drugs, ones that are generally infused or injected, rose 7 percent in 2017. That's more than three times the rate of inflation. The average annual cost for these drugs is nearly ,000. RELATED: Making It in San Diego: How to save money on your prescriptions"The prices for those medications has risen dramatically," said Leslie Ritter, a senior director at the National Multiple Sclerosis society, a condition that also requires specialty drugs.Ritter says patients on the medications have skipped doses and racked up credit card debt. "Medications only work if you're adhering to them, and you're taking them as prescribed," she says. Federal and State governments are now moving legislation to help lower prices and increase transparency. In the meantime, Leigh Purvis, of the AARP Public Policy Institute, said the best thing to do is for patients to talk to their health care providers to see if there is a less expensive generic alternative to treat the same condition.Drug manufacturers themselves also offer patient assistance programs to those who are eligible. SAN DIEGO (KGTV) - In just a few weeks, voters will decide the fate of the San Diego Chargers' former home, now known as SDCCU Stadium.In a recent 10News/Union-Tribune poll, Measure G, known as SDSU West, is the clear front-runner.With the clock winding down, backers of both Soccer City and SDSU West are blanketing the airwaves in hopes of winning over voters.10News analyzed two advertisements currently airing on our station and put their messages to the test, separating fact from fiction.The first ad we looked at deals with Measure E, better known as Soccer City. The ad features soccer star Landon Donovan asking two people if they want to see the future. After showing one of them a video of the design planned for the location, one of the people asks Donovan how much it will cost for what he saw. Donovan says, "It won't cost you a dime."10News analyzed that statement and found it to be in a grey area.According to a San Diego City Attorney analysis, a private developer would normally pay the city for staff time spent processing its development. It’s unclear whether any city staff time will be reimbursed.Also, the City Attorney analysis noted the initiative does not establish the actual amount of rent the city would be paid for a 99-year lease of the property.The ad goes on to claim taxpayers get the same stadium that's currently there for the next ten years and it's going to cost six million dollars a year. Team 10 can’t verify timing but according to the City Attorney analysis, Measure G provides for the sale of approximately 132 acres.The measure doesn't talk about time frames and does not guarantee that the property would be sold or that any specific development would be built.Team 10 also read through the City of San Diego Office of the Independent Budget about stadium costs. The report says the stadium historically operated at a deficit.Officials with Soccer City disagreed with some points of our analysis saying the initiative pays fair market value. They also pointed to provisions in the ballot language saying it shows city costs will be covered.Team 10 also took a look at a Measure G ad starring former San Diego Mayor Jerry Sanders.The ad starts with Sanders saying “Voters have a big decision in November. The choice is clear, SDSU West, Measure G on the ballot is a once in a lifetime chance to grow the university to meet the needs of future students.”The ad says Measure G will create a western campus for SDSU with a research center, a beautiful public park along the restored San Diego river, affordable housing and a home for SDSU football and soccer.A 10News analysis found those statements to also be in a grey area.All of that could happen, but the city attorney's analysis says voter approval of this measure does not guarantee that the property would be sold or that any specific development would be built. It goes on to say if the property is sold to SDSU, the Board of Trustees of the California State University will determine the use of the property in its sole discretion - through a Campus Master Plan revision process. A Campus Master Plan revision does not require City approval.The review also notes the initiative does not address who would plan, build and maintain the river park.An official with Measure G sent 10News a statement saying: 3334

SAN DIEGO (KGTV) - It's rattlesnake season year-round in San Diego but now is the time they come out in full force due to warmer temperatures.San Diego Animal Services says the number of urban sightings this April is higher than this time last year, 94 versus 87. However, for the whole year, sightings are down compared to 2017.Rangers at the Mission Trails Regional Park say hikers should not panic if they see a rattlesnake on the trail. They even recommend taking a picture if you're a safe distance away.RELATED: What to do in the event of a rattlesnake biteRattlesnakes common throughout Mission Trails are the Southern Pacific and Red Diamond. Each can be several feet long and can strike about half their body length.Hiker and volunteer guide Daryel Stager recently spotted a five-foot Red Diamond rattlesnake eating a possum."I thought it was pretty cool, I don't usually see them with prey they've killed," said Stager. "They want to be left alone and get some rays - like going to the beach."Experts recommend keeping dogs leashed so that they do not startle a rattlesnake off the trail.  1112
