SHANGHAI, May 23 (Xinhua) -- Kaohsiung mayor Chen Chu met with her Shanghai counterpart Han Zheng Saturday afternoon during her visit to the mainland.     Chen was to promote the World Games, to be held in Taiwan's port city Kaohsiung from July 16 to 26. Shanghai is the last leg of her promotion tour.     Han expressed his confidence in deepening cooperation between the two port cities.     "With development of cross-straits ties, exchanges between Shanghai and Kaohsiung are more frequent than before," he said. WASHINGTON, April 27 (Xinhua) -- Chinese Commerce Minister Chen Deming has called for stronger economic ties between China and the United States.     "Economic links have always been an important basis for the China-U.S. relationship, and the growth in trade between the two countries has been robust since the establishment of normal diplomatic relations," Chen wrote in an article published in The Wall Street Journal on Monday.     Currently, China and the U.S. are each other's second-largest trading partner with the volume of the two-way trade in goods exceeding 300 billion U.S. dollars.     But the commercial ties between the two nations have been affected by the global financial crisis.     Chinese statistics show bilateral trade dropped 6.8 percent, and U.S. investment in China slumped 19.4 percent, on a year-on-year basis in the fourth quarter of last year and the first quarter of this year, Chen wrote.     He was scheduled to meet with his U.S. counterpart on Monday to discuss bilateral trade and investment measures.     "History tells us that the more serious a crisis becomes, the more committed we must be to openness and cooperation," Chen wrote. "Regrettably, however, trade measures by the U.S. against China are on the rise."     Recently, American industries have petitioned the U.S. government for antidumping investigations, and for investigations under the World Trade Organization's "special safeguard provision," which could restrict imports of Chinese products, he said.     "This will seriously test China-U.S. economic and trade relations," he added.     The Chinese commerce minister noted that the need to foster positive Sino-U.S. ties has never been greater.     He also called on both sides to step up cooperation in trade and investment issues, and explore and establish new possibilities for cooperation in such areas as agriculture, new and high technology, finance, energy and the environment.     "Dialogue and communication also need to be intensified concerning multilateral and regional trade and economic affairs," he said.     To that end, Chen put forth four proposals:     -- To seize the opportunity for cooperation, and work together to tackle the crisis;     -- To mutually open markets to expand trade and investment;     -- To strengthen bilateral dialogue and resolve differences properly;     -- To safeguard the environment for trade and advance the Doha Round.     Chen also said now it's no time for protectionism.     The U.S. and China, as the largest and the third-largest trading countries in the world respectively, should take the lead in following up the consensus reached at the G20 Summit in London and refrain from formulating any new trade protection policies before the end of 2010, he wrote.     "A positive, cooperative and comprehensive Sino-American relationship will surely bring new prosperity and development to both economies," he added.     In his article, he also expressed hope and confidence that bilateral trade would rise to a new high and exceed 500 billion U.S. dollars in the next five years, growing in a more balanced way.

SHENYANG, May 5 (Xinhua) -- A member of the Japanese parliament(Diet) Tuesday handed over an apology letter signed by 24 Japanese MPs to survivors of Pingdingshan Massacre, in which more than 3,000 Chinese civilians were slaughtered by Japanese soldiers in 1932.     Aihara Kumiko, member of the House of Councillors, or the upper house, repeatedly said "sorry" to massacre survivor Wang Zhimei while holding Wang's hands.     "My mother had lived in Jinan (a city in east China) for five years and got help from local people. She often told me that war changes people, war is a sin," Aihara told the 88-year-old Wang.     "We should take history as a mirror and building a friendly relationship between Japan and China," Aihara said.     She came all the way from Tokyo to Fushun, a city in northwest China's Liaoning Province, to present the apology letter signed by10 members of the lower house and 14 of the upper house of the Japanese parliament to the survivors of the tragedy.     Part of the letter reads "As a human being, as a Diet member elected by Japanese citizens, we are sorry from the depth of our hearts."     The Pingdingshan massacre saw more than 3,000 women, children and elderly of Pingdingshan Village near Fushun killed by invading Japanese soldiers on September 16, 1932.     "The Japanese soldiers told us they were going to take our picture and gathered us in a group. But under the black cloth they didn't have cameras, they had machine guns. The soldiers even bayoneted bodies to ensure the villagers were dead," recalled a survivor named Yang Yufen in 2006, after the survivors' 10-year-long lawsuit for an apology and compensation was rejected by the Japanese Supreme Court.     Aihara also visited the memorial of the massacre. Silent tears ran along her cheeks, her hands joined and eyebrows wrinkled during the visit.     Her face was covered by tears when she saw gasoline cans used in burning the corpses after the massacre.     "We will push the Japanese government to offer an apology and compensation for the massacre," she said.     Aihara said some Diet members have collect donations and are going to send some money to foster a patch of woods near the massacre memorial. "We hope the trees witness friendship between the two countries," she said.     Aihara and the Chinese side planted two pines in front of the memorial.     Along with Aihara, four Japanese lawyers who have been trying to help massacre survivors were also present at the hand-over of the apology letter.     Shiroh Kawakami, one of the lawyers, told Xinhua that they would continue to demand the Japanese government building an apology monument and cemetery for victims of the massacre.     "What we do is not only for the history, for also for the future, the future of both countries," Shiroh said.     It's estimated that 20 to 30 villagers survived the massacre, but now only five of them are still alive, all in late 80s. Wang Zhimei came to Fushun from Changchun City in Jilin Province just to meet the Japanese lawmaker and lawyers.     "I want to thank you for what you have done. The days of us survivors are numbered, we are counting on you (on the government apology and compensation)," Wang said.

HELSINKI, June 25 (Xinhua) -- China and Finland on Thursday agreed to push for closer economic cooperation to tackle the ongoing global financial crisis.     Visiting Chinese Vice Premier Li Keqiang unveiled broad measures to work together with Finland to fight the global financial crisis after meeting with Finnish Prime Minister Matti Vanhanen. Li and Vanhanen joined a signing ceremony of several government and business agreements between the two sides, under which Li said China would purchase Finland's advanced environment-friendly technologies.     China would also send a large group of entrepreneurs to Finland within two weeks to make major purchases of Finnish goods, according to Li. CHENGDU, Sichuan, May 11 (Xinhua) -- Chinese President Hu Jintao on Monday expressed his appreciation of the world community for their strong support and valuable aid on the wake of last year's devastating earthquake in southwest China and called for further international cooperation in tackling major natural disasters.     "In face of grave natural disasters, the international community could support each other, enhance cooperation, join hands and jointly tackle the difficulties," Hu told some senior foreign diplomats who were invited to the capital of Sichuan Province on the anniversary of the quake. The magnitude-8.0 quake that hit southwest China, including many parts of Sichuan, on May 12, killed more than 69,000 people, left nearly 18,000 missing, more than 374,000 injured and millions homeless.     Facing the grave disaster, Chinese armed forces and Chinese people worked as one and struggled in unity in rescue work and disaster relief, Hu told those diplomats during the half-hour meeting.     The international community extended their helping hands as governments, groups and individuals from more than 160 countries and some international organizations offered a large number of fund and material assistance via different channels.     Some countries, such as Russia and Japan, sent rescue teams and doctors to help the Chinese people in the quake-hit areas.     Foreign rescuers, in total, offered medical care to more than 10, 000 injured people, found 52 bodies of the victims and took out one survivor from the debris, Chinese official statistics show.     "The assistance from the international community strongly supported China's disaster relief and reconstruction efforts, showcased grand humanitarianism and sincere friendship with the Chinese people," Hu said.     Hu briefed China's reconstruction work to the diplomats, saying it has been carried out in a strong, orderly and effective manner and recorded staged success.     "After one year of hard working, the quake-hit areas witnessed the resumption of and development in their social and economic construction," Hu noted.     The production and living conditions in those areas were improving and the people were working hard to build better lives and new homes, said the head of state.     Hu thanked the international community for their support and aid, saying the money and materials have been used in various fields such as rebuilding of homes, roads, schools, hospitals and other important infrastructure.     China has carried out "vigorous overseeing" and "effectively used" the donation from the international community, Hu told the 30 diplomats, including those from the United States, Russia, Japan, Pakistan and representatives from the UN International Children 's Emergency Fund and the International Federation of Red Cross and Red Crescent Societies.     "We will strive to use the international donation in the places most in need," he said, labeling the cooperation between China and the world as "a good example of international cooperation in disaster relief."     "Chinese government and people will step up exchange and cooperation with the world community, jointly tackle various global challenges and push for a harmonious world featuring long-lasting peace and common prosperity," Hu said.     "We came here to show respect to the patriotism and wisdom of the Chinese people," said Nolana Ta Ama, ambassador of the Republic of Togo and dean of the diplomatic corp to China.     The diplomats were also here to show respect to the mechanism Chinese government established in tackling the quake, he said. "China's efforts and success in fighting against the quake and disaster relief were a contribution to the world."     Ama spoke highly of China's "enormous efforts in saving lives and helping the survivors to resume their lives," pledging that the world community will continue support and help the affected regions.     The diplomats will visit some quake-hit spots near Chengdu on Tuesday.
