UNITED NATIONS, June 9 (Xinhua) -- Partners from UN agencies and governments, as well as civil society and the private sector gathered here Thursday to launch "Countdown to Zero: Global plan towards the elimination of new HIV infections among children by 2015 and keeping their mothers alive.""Governments and foundations that support this plan are saying: we treasure all life equally," said UN Secretary-General Ban Ki- moon, who spoke at the event. We provide health care to all who need it."This new plan, which was formulated by a Global Task Team of more than 30 governments and 50 international and national organizations, aims to bring the number of new HIV infections in children to zero by the middle of the decade and help their mothers survive.The launch of Countdown to Zero came on the sidelines of the UN High-Level Meeting on AIDS, which runs from June 8-10, and has been an opportunity for participants to take stock of gains made in combating the disease and to agree on a declaration that will direct the actions of member states to prevent and treat HIV/AIDS over the next five years.Ban told the audience at the launch that history has proven that it is possible to make great strides in fighting HIV/AIDS, with the right amount of effort and coordination."Let us not forget that some regions have nearly achieved no new infections from mother to child," he said. "If we push hard, as we have committed today, with your continued help and with the will to do what is right for the world, we can spread this success to mothers everywhere."According to the Joint UN Program on HIV/AIDS (UNAIDS), the rate of HIV/AIDS transmission from mother to child was been reduced by 26 percent from 2001 to 2009.Former U.S. President Bill Clinton, who spoke at the launch, said that he believes the time to eliminate HIV/AIDS in children is at hand."We are here because we all recognize that the time has finally come to end pediatric AIDS worldwide and we believe we can do it," he said. "We know we have the capacity to produce the medicine, we know that."Clinton emphasized the fact that HIV/AIDS is often prevalent in less developed countries. Sub-Saharan Africa remains the region that has the most HIV/AIDS infected people."There are still too many kids who are born HIV-positive," he said. "Just 22 countries account for 90 percent of those pediatric infections."He said that there are not only moral reasons for wealthier countries to help these nations by investing in their HIV/AIDS responses, but that by doing so they increase their soft power -- influence that utilizes non-coercive measures."I think its important in a world where no one wants to look weak and the military justifiably has a claim on all of our budgets, we not forget that what my secretary-of-state often refers to as soft power issues, they have a bigger impact on our long term security," Clinton said. "I think that accounts in no small measure for the presence of leaders of global corporations here at this meeting today, they know this as well."Collaboration and close coordination of responses to HIV/AIDS, Clinton said, is also essential."There are still too many places where HIV and maternal and child health groups work completely separately," he said. "That dramatically reduces the likelihood that mothers are their babies will receive the full range of care. We simply have to all work together, both within governments and all of those who are trying to help to ensure that mothers get the drugs they should and that their babies are born without the virus."Clinton said that Goodluck Jonathan, president of Nigeria, who gave a statement at the launch as well, is an excellent example of the "strong political leadership and personal commitment" necessary to defeat HIV/AIDS and reach to goals set by the Countdown to Zero plan.In his speech, Jonathan said that Africa is has banded together through the Abuja Declaration, adopted in 2001, which turned attention and resources towards public health problems on the continent, particularly HIV/AIDS."That declaration was to make African countries spend at least 15 percent of their budget on their health sector and a reasonable percentage of this would be geared towards HIV prevention and control," he said.Budgeting shortfalls for fighting HIV/AIDS in Africa must be accounted for, Jonathan said, as African countries must not rely solely on donors to fund their responses."I intend to explore in the coming months in collaboration with colleagues in sub-Saharan Africa an effective and creative funding mechanism to ensure ownership and long terms sustainability of the HIV and AIDS response in Africa," he said.

WELLINGTON, July 26 (Xinhua) -- Children born early are less likely to develop serious behavioral problems than previously thought because previous studies may have relied too much on the opinions of "sensitive" parents, according to a controversial New Zealand research.The study by the Child Development Research Group at the University of Canterbury looked at the emotional and behavioral adjustment of children born very preterm (VPT).It showed that by age 6 children born very preterm (less than 33 weeks) were at an increased risk of emotional and attentional problems when compared with their full term peers, said a statement from the university.However, the findings suggested the risks may be lower than previous studies had suggested, because previous studies primarily relied on parents to provide information on their children's conditions, said lead author Samudragupta Bora."While parents are an important source of information about their child, it is also important to gather information from other significant people in the child's life such as their classroom teacher," said Bora.Bora and other members of the research team, found that parents reported higher rates of emotional and attention problems in their children than teachers did."Having a baby born prematurely is an extremely stressful experience for parents. During their baby's stay in the neonatal unit most parents will have been alerted to the possibility of their child developing problems such as behavioral difficulties in the future due to being born too early. Therefore, very understandably, many parents of these children are very sensitive to the possibility of developmental problems," he said."The use of multiple informants - parents, teachers and clinical observation - to assess VPT children's well-being is important to minimize the effects of report source bias and the over or under-identification of adjustment problems in children born VPT," said Bora."This is controversial because it shows that reliance on parents or teachers alone can lead to data validity issues."Although children born VPT were at higher risk of showing emotional and attentional problems, the risks of more severe problems were relatively modest, said Bora.The findings have been published the Journal of Paediatrics and Child Health.

ISLAMABAD, Sept.4 (Xinhua) -- Pakistan's eastern Punjab province is in the grip of a dengue epidemic with dozens of cases being reported daily at various hospitals across the province, said officials and hospital sources.A report issued by the provincial health department on Friday said that as many as 145 cases of dengue fever in Lahore, the provincial capital, and several other cities have been reported in Punjab over the past three days.The total dengue fever cases in the Punjab are 1,419 since the beginning of this year, out of which 1,358 Dengue patients had recovered and been discharged from hospitals, according to local media.Dengue, an acute febrile disease spread by the bite of the aedes aegypti has been endemic in Pakistan for the last few years. It spreads most often after the rainy season in July and August when pools of standing water serve as ideal mosquito breeding spots.Gravity of the dengue disease was felt at the central level and Prime Minister Yusuf Raza Gilani extended full support to the Punjab government in coping with the growing number of cases of dengue fever.The Prime Minister, who was in Lahore on Friday, directed his Principal Secretary to contact the Punjab government and assist them in taking necessary preventive measures against the Dengue fever. He also asked him to extend offer on behalf of the federal government for provision of any technical expertise to the Punjab government.Acting on reports that the virus was spreading rapidly and that measures to control it had been unsuccessful, Punjab Chief Minister Shahbaz Sharif has presided over series of meetings and ordered the immediate suspension of the Lahore district health officer for failing to control the epidemic.A task force comprising a government minister, health officials and doctors has been set up to review the situation and suggest measures to curb the virus.On the orders of the chief minister, giant advertisements on measures that can be taken to prevent dengue have appeared in the media.People have been advised not to allow water to stand in containers, to use mosquito repellents, spray homes and be particularly vigilant at dawn and twilight when the dengue- carrying mosquitoes bite.This increase in public vigilance and awareness may yet halt the spread of a disease that over the past few weeks has struck across the province, said specialists.Meanwhile, the Health Department spokesman also stressed awareness among the people for prevention, control and treatment of dengue virus. According to him, the symptoms of dengue fever include high fever, severe body pain, itching and red spots, bleeding from nose and teeth and severe pain in the eyes. He said precautions include proper covering of the pots having water, like buckets and drums, and using coils, mats and sprays for eliminating mosquitoes.He further said dengue mosquitoes usually attack early in the morning from 6 a.m. to 9 a.m. and from 4 p.m. to 10 p.m.in the evening. The bacteria could damage blood cells and kidneys, and hence cause deaths.A woman in her 50s was confirmed to be the first fatal victim out of Germany by a local hospital on Tuesday. Officials at the hospital in Boras, southwestern Sweden, said the woman, who had recently traveled to Germany, was admitted on May 29.Swedish health authorities already said on Sunday that 36 people, all linked to travel in northern Germany, had been confirmed to have infected with E.coli, whereas cases were also reported in France, the Netherlands, Denmark and Britain.It was the second food scare for European consumers this year. In January, highly toxic dioxin was found in eggs, poultry and pork products across Germany.
