SAN DIEGO (KGTV) - A San Carlos woman's trip to the San Carlos library turned into nightmare after she was bitten by a dog.A large bruise and two puncture marks remain stamped on Tricia Erler's left thigh."I was in total shock," said Erler.On Tuesday afternoon, she had just finished a mind-and-body class inside the library, grabbed some magazines, and was headed into a lounge area to read."I was behind this woman's chair, and she got up abruptly and swung around in one movement ... she sort of fell into me, and I fell into the books. I felt a stabbing pain in my leg. I thought something had stabbed me from her backpack," said Erler.RELATED: Service dog or pet? You're bleeding and there are teeth marks on your leg," said Erler.Nearby, she saw what bit her: a leashed white dog, possibly an Australian Shepard, with black markings on its head. Next to the dog was the woman who had bumped into her. She was in her 20s or 30s with a stocky build. The woman walked out and never came back."I was upset and shaking. You would think you'd be totally safe in a public library," said Erler.Erler just received her second of four shots for a rabies regimen. Definitely feel dogs should be checked," said Erler.Under federal law, dog owners can be asked if the animal is a service dog, but can't be asked for documentation. A city spokesperson says their policy is to ask every animal that enters a library. SAN DIEGO (KGTV) - A new program in San Diego will offer people as much as ,000 to trade in their gas-powered cars for an electric vehicle.In October, the County Board of Supervisors approved the Clean Cars 4 All program. Starting in 2020, the County will get million per year to help low-income families go electric."The problem with electric vehicles is the upfront cost of purchase," says County Supervisor Nathan Fletcher. A 14-gallon car that gets filled up four times per month would cost around ,400 per year. That money could now go back into a family's budget. The same goes for oil changes and many types of car maintenance."When you talk about not having to change oil and not having to maintain and internal combustion engine, you take a big part out of it," says Cole Lowenfield, the General Manager of Mossy Ford in Pacific Beach.In addition to the Clean Cars 4 All program, there are 26 other state and federal grants and tax incentives available to people who want to go electric. SAN DIEGO (KGTV) - A plan that has the potential to triple Mission Valley's population by 2050 will be voted on by the San Diego City Council Tuesday.The city will vote on the final draft of the proposed Mission Valley Community Plan. It replaces the last plan that was written back in 1985. Supporters say it will help address the region's housing crisis. "One of the biggest problems we've had in the city is our community plans haven't been updated in decades. So, whenever developers come in and want to build housing they have to get conditional use permits and that takes sometimes over years to get accomplished, and that drives the cost of housing up," said councilman Scott Sherman whose district includes Mission Valley.Currently, Mission Valley is zoned mixed-use and residential. The new plan would rezone it to almost all mixed-use. Developers would be able to build up to 145 housing units per acre, instead of 73 units per acre. "Apartments and condos, density around mass transit, that's the whole idea, we need housing so let's make it more dense around transit oriented hubs, cause we have the trolley that runs right through Mission Valley," said Sherman. People who work in Mission Valley are worried that traffic will be a nightmare in an area already known for gridlock. "It's already congested as it is, so to build more, where?" asked Eni O'Donnell. "It depends on how well they plan integrating it all in, if you bring in 50,000 people overnight, then obviously, that's not going to work," said Archie Kordestani who lives in Civita. The plan includes several new bike and pedestrian bridges, connectors to help with traffic, and more transit stops along the trolley's green line. "Busing, biking, trolleys, I think these are the ways to go," said Kordestani.The project also includes 160 acres of park space and two schools. If it gets final approval, builders can start applying for permits in the next few months."If you make the rules in place and make it easier for people to build, they'll come in and build and the price should go down, cause right now our housing crisis is really a supply issue," said Sherman. 2155
SAN DIEGO (KGTV) - A local marketing firm is moving from the East Village to Sherman Heights, and hoping the move can bring the same kind of renewal they saw in their old home to that neighborhood."I think it has a lot of potential," says Reid Carr, the CEO ofRed Door Interactive.Carr started his company in the East Village in 2002, as Petco Park was being built. He's seen the neighborhood grow up over the past two decades, spurred by business investment."To people who come down here, it feels like it changed overnight," he says. "But to be in it, it ebbs and flows with people coming and going and really figuring itself out. It's pretty spectacular."He thinks the same thing can happen in Sherman Heights, one of 35 "Opportunity Zones" in San Diego County."I think it needs this kind of commercial and business corridor to build it up," says Carr. "We're trying to be the first footprint there to do it."Opportunity Zones are federally designated areas that give companies tax breaks on capital investment. The goal is to spread businesses across communities."It signals the areas in our county that are really ripe for investment," says Nikia Clarke, the Vice President of Economic Development for the San Diego Regional Economic Development Corporation."Companies are looking at places like Sherman Heights as the next high growth parts of our region," she adds.But Sherman Heights comes with a unique set of challenges. The neighborhood was founded in 1868 and is a historic district. That means companies need to comply with design and architecture rules, so they fit into the community.Companies like Jack in the Box and Walmart opened locations in the neighborhood in the past few years, and found success within the restrictions."As a small neighborhood, it's important to us that businesses want to understand where they're coming into and want to work with the fabric of the neighborhood," says Sherman Heights Historian Louise Torio. "We want something designed today that fits into the rhythm of the streetscape."Carr says his business is excited to become a part of the neighborhood and plans to honor the historic feel.He bought the lot near 25th and Market for .2 million and plans another million to renovate the existing buildings."We're going to embrace what's there, revitalize it in some ways and respect it in a lot of other ways," he says.The company hopes to start construction this July and move in by April of 2021. 2460
SAN DIEGO (KGTV) -- A report from SANDAG Thursday showed that unemployment in San Diego County fell for the sixth straight week.San Diego County now has a 14.8% unemployment rate for the week ending June 20 -- that's down 1.5% from the previous week, and significantly lower than the peak of 25% on May 9."We're not out of the woods at all," warned SANDAG Chief Economist Ray Major. "This is still 50% higher than the highest unemployment we had during the great recession."Major said a 14.8% unemployment rate means 200,000 San Diegans are still out of work. According to the report, ZIP codes in Logan Heights, City Heights, Encanto, the College area, and San Ysidro are the hardest hit.Major told ABC 10News the looming threat of renewed restrictions on businesses may lead to another rise in unemployment."Many of these businesses have been waiting to open up again," said Major. "They haven't made any revenue for the last couple of months, they were open for about 19 days and now you're telling them they have to shut down again. Some of them are not going to be able to make it."Phil Blair, Chief Executive of Manpower Staffing, which helps companies find temporary employees, said he doesn't think unemployment will fall below 10% until the tourism industry recovers."We've got to open up airports, we've got to open up our convention center," Blair said. "And all of us have to be comfortable flying and then going into a big room with 8, 10, 12,000 people … Then we'll see (unemployment) at 13, 12 percent. And then once the virus dies down, I think within three months we'll be back within 5 or 6 percent.
