SAN DIEGO (KGTV) - Clothing retailer Forever 21 announced Tuesday it may close three stores in San Diego County as part of its Chapter 11 bankruptcy restructuring. The affected locations, which include Fashion Valley, University Towne Center, and Parkway Plaza in El Cajon, could be shut down "pending the outcome of continued conversations with landlords,” according to court documents. Attorneys also said the list of store closures could change pending restructuring efforts.Forever 21 has 800 stores worldwide and plans to close almost 200. "We do however expect a significant number of these stores will remain open and operate as usual, and we do not expect to exit any major markets in the US," the company said. The chain was founded in 1984 in a small Los Angeles store by South Korean immigrants Do Won Chang and his wife, Jin Sook. The chain expanded quickly in suburban malls, and catering to young girls and women with a mix of inexpensive basics. SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery.  1054

SAN DIEGO (KGTV) -- Authorities have identified the woman who died after being hit by an armored vehicle in La Jolla Tuesday night. The medical examiner reported that Mikaela Jones was killed after walking out in front of the armored vehicle on the 8600 block of Villa La Jolla Drive around 5 p.m. Police confirmed Tuesday night that the incident had happened on the young woman's 22nd birthday. At this time, the moments leading up to Jones' death are unclear.  505

SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling. SAN DIEGO (KGTV) - Balboa Park is getting some new trees and, in turn, lending itself to a new brew.Friends of Balboa Park planted about 27 new trees in Balboa Park Friday in celebration of Arbor Day. The trees were placed in the grove on Park Blvd. and Morley Field Dr., across from the San Diego Zoo.The trees planted including six different varieties and are all perfect for San Diego's semi-arid climate."Friends is honored to have such strong support from our donors and corporate partners that enables us to continue making meaningful enhancements to the Park," John Bolthouse, Friends of Balboa Park executive director, said.
