SAN DIEGO (KGTV) - Ring doorbell video could provide the break in the strange disappearance of rent checks in North Park.A noise caused Ken Frederick to scramble from his home just past midnight Saturday, downstairs to his business, a property management company on 30th Street. He found junk mail - removed from his mailbox - coated with a sticky substance. He ended up near the front door and found a lone check that a tenant had dropped into the overnight mail slot. He checked his surveillance video, which showed a man in a hoodie appearing to jam some sort of stick-like object into the mail slot, before he removes it and takes off."We feel violated, like someone coming into your home," said Frederick.Frederick dug into his other Ring videos and found one from early last Wednesday morning. It appeared to be the same man, same hoodie, and same stick. This time, after he takes the stick out, he appears to put something in his pocket."If you know somebody's been in your business, it makes you feel insecure," said Frederick.Frederick is checking with his tenants to see if any rent checks put in the slot have disappeared. Another property management company nearby tells 10News they have had about ten rent checks vanish since June.As for the sticky substance, it's a familiar one. In the past year, 10News has reported on thieves 'fishing' checks with glue traps out of local postal collection boxes. The ink is then washed off with a chemical solution, allowing a thief to fill in the blanks.Anyone with information on the case is asked to call San Diego Police at 619-531-2000.For renters, experts suggest either looking into online payments or making sure to drop off your rent during business hours. 1725

SAN DIEGO (CNS) - The San Diego Symphony canceled the remainder of its 2020 season today as COVID-19-related closures drag on, with some performances canceled through May 2021.All Jacobs Masterworks concerts at Copley Symphony Hall at Jacobs Music Center have been canceled through Dec. 31. In addition, all special concerts and all concerts in the Broadway at the Jacobs, Jazz at the Jacobs, Fox Film and Family concert series have been canceled through May 2021.As a result of the cancellations and to simplify the ticketing process, the company will automatically move any 2020/21 subscription into the 2021/22 season. Symphony staff plans to share details of the 2021/22 season programming in April 2021.``While our venues -- Copley Symphony Hall at Jacobs Music Center, and The Shell -- remain closed, we continue to connect with our audiences and each other through a variety of digital programs and the sharing of socially distanced performances by our musicians on social media,'' a statement on the symphony's social media read.``Thank you for the incredible loyalty and support you have shown to the symphony during this challenging time. We will get through this challenge and emerge a stronger organization and orchestra thanks to you.''The symphony has been closed since mid-March due to the pandemic, along with most other entertainment venues. SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it issusceptible to a possible veto by Mayor Kevin Faulconer. 4062

  

SAN DIEGO (KGTV) - A brother and sister who own two Rancho Bernardo nail salons were arraigned Thursday on federal charges they were part of a forced labor conspiracy. Cindy Mydung Luu and Jason Luu lured their second cousin from Vietnam to San Diego in 2014 to work long hours in their salons, Eden Nails Lounge & Spa and Majestic Nail Salon, prosecutors said. The woman arrived on a student visa and attended Grossmont College, but applied for a spouse visa after marrying Jason Luu in 2016. Prosecutors said the siblings “engaged in a scheme intended to cause the victim to believe she would suffer financial and reputational harm if she did not continue working.” The siblings own Eden Nails Lounge & Spa and Majestic Nail Salon in Rancho Bernardo.“We are very grateful that this matter came to the attention of the Human Trafficking Task Force upon the suggestion and support of two caring and vigilant nail salon customers who had befriended the victim,” said U.S. Attorney Robert Brewer. “With their assistance, Task Force officers were able to assist the victim immediately and to investigate these alleged crimes.” The U.S. Department of Labor’s Wage and Hour Division also investigated the defendants’ nail salon for minimum wage and overtime violations, according to prosecutors.The Luu’s were arrested at their home in Tierrasanta Thursday morning. SAN DIEGO (CNS) - Virulent Newcastle disease was detected this weekend at a property in central San Diego County, a state veterinarian said Sunday. Friday's detection was identified when a private veterinarian submitted dead birds to the California Animal Health and Food Safety Laboratory System, according to state veterinarian Dr. Annette Jones. Response team members from the California Department of Food and Agriculture and the U.S. Department of Agriculture are working through the Labor Day weekend on control measures, including restriction of bird movement, mandatory euthanasia of infected and exposed birds, and surveillance testing near the property where infection was detected. "We are moving quickly to investigate the origin of disease as well as any movement of birds or equipment that could carry infection," Jones said in a statement. Detections of virulent Newcastle disease have decreased greatly over the last few months, she said. "Our priority remains to stop the spread of the virus and eradicate the disease," Jones said."We have made significant progress toward this goal by identifying and clearing remaining pockets of disease, but this case reminds all bird owners in Southern California to remain aware of VND signs, practice good biosecurity, stop illegal movement of birds from property to property, and report any sick birds immediately to the Sick Bird Hotline, 866-922-2473."Members of the 'home flock' community encourage keeping your birds where they are, wash your hands, change your clothes and shoes after contact with the birds to prevent the spread of the disease.The disease put California on a quarantine, keeping businesses from buying new chickens, leaving cages empty. The incident, according to CDFA, started May of 2018.Chickens and chicks were not at the San Diego County fair this year, according to Heather Thelen, Owner of Hawthorne Country Store, due to the outbreak.Symptoms owners should look out for:Sudden death and increased death loss in flock;Sneezing, gasping for air, nasal discharge, coughing;Greenish, watery diarrhea;Decreased activity, tremors, drooping wings, twisting of head and neck, circling, complete stiffness; andSwelling around the eyes and neck.The disease does not affect meat humans consume. People can catch the disease through touching a chicken's bodily fluids, and a person could come down with mild flu symptoms. 2406
