SAN DIEGO (KGTV) -- San Diego County lawmakers reacted Wednesday night after the U.S. House of Representatives voted to impeach President Donald Trump. The vote marks only the third time a U.S. president has been impeached. Democrats and Republicans both voted along party lines Tuesday night, although three Democrats shifted away from their party on article two, obstruction of congress. SAN DIEGO (KGTV) — San Diego Police have arrested a 26-year-old in connection with a Logan Heights house fire that killed three of his family members last weekend.Police say Wilber Romero was arrested Friday for homicide and arson in connection with the deaths of his parents 44-year-old Jose Romero and 46-year-old Nicolasa Maya-Romero, and his sister 21-year-old Iris Romero in a house fire on Sunday. Romero's mother and sister died at the hospital in the days following the blaze while his father died in the fire. The family’s 23-year-old daughter and 16-year-old son remain in the hospital. He has been booked into county jail and is set to arraigned on Oct. 22.On Oct. 13, the fire broke out around 4:30 a.m. Sunday in the 3100 block of Clay Ave. Firefighters had to go inside and pull the victims out.Romero, who identified himself to 10News that morning as the family's oldest son, said he awoke to find his bed on fire and tried to yell for his family to get out of the home."My dogs were jumping on me, trying to wake me up. SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. SAN DIEGO (KGTV) — Sailors from the USS Abraham Lincoln Strike Group are returning home after 294 days.Sailors left from their home port in Virginia in April and saw their deployment extended twice before coming to their new home port of Coronado.P02 John Aportela is one of the the 6,000 sailors that made up the strike group. Like many parents, he met his 6-month-old daughter for the first time.“I’m blessed to be back and I thank God for bringing us back safe." Sailors and Marines were involved with maritime security and combat missions while working with allies, including France, Bahrain, Malaysia, Singapore, Saudi Arabia and Oman.Those missions took the crew across the globe to places like Singapore, Saipan, Philippines, Japan, Israel, Thailand, Australia, Maldives, Hong Kong, and other locations. The strike group's Helicopter Marine Strike Squadron 79, or "The Griffins," returned to NAS Coronado Sunday ahead of the carrier's arrival. That team was supposed to return before Halloween, but had their employment extended.The group's 10-month deployment was the longest carrier deployment since the Cold War. SAN DIEGO (KGTV) -- San Diego County officials urged people across the county to cooperate with the latest public health orders and purple tier restrictions Monday.The county broke its record for the highest single-day COVID-19 cases reported on Sunday at 1,087. The second highest day was reported Monday with 833 new cases.During an emergency briefing, county officials said too many people fail to take the proper measures to slow the spread.“It is really about wearing facial coverings, and the social distancing, and staying home when you are sick,” said Dr. Wilma Wooten, the county’s public health officer.“As we go into the Thanksgiving holiday, we know that people want to get together, but I encourage you to follow the guidance that we have posted on our website, that the state, as well as the CDC, are recommending. Really limit your engagements or gatherings over the holidays. Follow the guidance from the state, no more than three households. I would strongly encourage you not to travel out of state.”County Supervisor Greg Cox said cease and desist letters were sent to several businesses and entities that refused to follow the purple tier closure orders over the weekend.Wooten recently asked law enforcement agencies to step up enforcement efforts in their jurisdictions; Supervisor Cox sent similar letters Friday.“On Friday, I sent a letter to all the mayors in our region to have them step up enforcement of state and local public health orders. And our regional compliance team is moving forward on complaints we are receiving, we need your cooperation, and we certainly need your compliance,” said Cox. “If not, we are fully prepared to enforce compliance with our local law enforcement agencies and other jurisdictions.”“You can be open, and you can be safe. It’s not either-or,” said Dr. Jeremy McGarity, lead pastor at Skyline Church.Skyline church did not receive a cease and desist letter Monday, but they’ve been warned before.McGarity said he believes religious services are essential, and he couldn’t stand by and watch people struggle with their mental health any longer.“We saw the huge rate of suicide ideation that went through the roof,” he said. “We actually felt like for us, it would be spiritual malpractice to stay closed.”McGarity said the church offers outdoor and online services but has no plans to shut down indoor operations.Instead, he says they have added several health and safety measures and leave it up to the congregants to decide.“For some people, being inside the church is their relationship to God,” he said.If cease and desist letters are ignored, that could result in criminal misdemeanor citations with a ,000 fine for each violation. Cox warned Monday that full closure orders could be enforced if businesses do not cooperate.Several lawsuits challenging the state and the county have already been filed.
