BEIJING, Jan. 28 (Xinhua) -- A draft regulation on expropriation of houses and relevant compensation is expected to be made public Friday to solicit comments.China's Legislative Affairs Office of the State Council, or cabinet, is going to release the full text of the draft on its website, www.chinalaw.gov.cn.The draft spells out the conditions, due process and compensation of expropriation intended for public interest, such as national defense, key national projects of energy, transportation and education.The draft says local government should, by holding hearings or adopting other opinion soliciting methods, ensure that the public opinions can be heard.The draft also provides that compensation to the house owners should not be less than the market price of similar houses.The draft stresses that no violence, coercion, or other illegal means, such as cutting off the water or power supply of the houses, can be employed in demolition procedures.Demolition for the need to upgrade the quality of dangerous and old buildings should not be carried out without the approval of 90 percent of the house owners, the draft says.The public is invited to comment on the draft regulation any time before Feb. 12 via online postings, email or letters.

KHARTOUM, March 3 (Xinhua) -- Chinese Special Envoy to Darfur, Liu Guijin, on Wednesday reiterated his country's support to the ongoing efforts to find a peaceful settlement to the Darfur crisis. SINGAPORE, Feb. 16 (Xinhua) -- Singapore's Senior Minister Goh Chok Tong said on Tuesday that China will become even more important globally and Singapore must find opportunities to ride on China's growth.Speaking at the Business China spring reception on Tuesday night, Goh said that China has over the past year weathered the global economic downturn with exceptional resilience.Despite shrinking external demand and rising unemployment, China's timely and bold policy responses have enabled its economy to grow at a sizzling 8.7 percent last year, he said, adding that China is now reinforcing its role as the engine for growth in Asia, if not the world.Goh said that the city state recognized China's potential early, soon after China began to open up its economy in 1978.Because of the early efforts made by the Singapore government and Singaporeans, China is today the city state's third largest trading partner and top investment destination, Goh said.As for riding on China's growth, Goh said that the Singapore government will help its companies gain an even stronger foothold in China, and continue to catalyze business opportunities in China.The seven provincial-level business councils, as well as other high-level dialogues and platforms, help open opportunities for companies, reinforce the Singapore brand name and increase its mindshare in China, Goh said.

BEIJING, March. 4 (Xinhua) -- Anti-corruption authorities of the Chinese government and the Communist Party of China (CPC) have been ordered to make sweeping investigations of all major state-funded construction projects begun since 2008.The order was issued at a conference on Thursday on cleaning up the construction sector in 2010.The investigations would cover the bidding and tendering processes, land use rights, construction quality and transparency of the entire process, said He Yong, deputy secretary of the CPC's Central Commission for Discipline Inspection, the CPC's anti-graft body, at the meeting.He, also head of the national team to stop corruption in construction projects, said 2010 would be a crucial year in stepping up the fight against corruption and misconduct in the construction sector.He warned anti-corruption authorities to take the investigations seriously."Those who are merely going through the motions will be held accountable," He said, according to a statement issued after the conference.The fight against corruption and misconduct in the construction sector would contribute to steady and relatively fast economic growth, he said.Since the initiation of a nationwide two-year campaign against the corruption and misconduct in construction sector in July last year, the country's discipline inspection authorities had investigated 5,803 cases linked to the construction sector, and had penalized 3,374 people, said the statement.
