Four people were sentenced to between 15 and 24 months' imprisonment Tuesday in Shanghai for money laundering in the first such case since the anti-money laundering law took effect in January.The Shanghai Hongkou District People's Court sentenced Pan Rumin to two years in jail and fined him 60,000 yuan (,000) for the crime. Accomplices Zhu Suzhen, Li Daming and Gong Yuan were sentenced to between 15 and 16 months in prison and fined 20,000 yuan each.The case was the first in the country to turn on the new anti-money laundering law. Before the law took effect, suspects in money-laundering cases were charged with operating illegal businesses or disordering financial markets.The four parties had collectively laundered more than 1 million yuan by withdrawing money and transferring funds over the Internet, through ATMs and over the counter at bank branches.The Shanghai branch of the Industrial and Commercial Bank of China eventually grew suspicious, and police arrested the suspected launderers in Hongkou on July 24 last year.The authorities have been drawing up legislation to fight money laundering. The National People's Congress Standing Committee passed the new anti-money laundering law in October, last year.

DALLAS -- Several leading US airlines have asked federal regulators for the right to operate new nonstop flights between the United States and China beginning in March 2009.American, the largest US carrier, said it applied Monday for a route from Chicago's O'Hare Airport to Beijing. Delta Air Lines Inc. asked to fly from Atlanta to Beijing and Shanghai; and Northwest Airlines Corp. filed to offer service between Detroit and the same two Chinese cities. UAL Corp.'s United Airlines proposed to fly between San Francisco and Guangzhou starting in 2008, and between Los Angeles and Shanghai in 2009. Air service between the two countries is restricted by agreements between the two governments. US airlines eager to tap the growing Chinese market must apply to the Department of Transportation for new routes. In the competition for Chinese routes, US airlines gather support from politicians and customers to sell their proposals to federal regulators. For example, American, a unit of Fort Worth-based AMR Corp., boasted support from four US senators and three governors. Schwarzenegger favors proposal for non-stop flights to China California Governor Arnold Schwarzenegger said Tuesday that he favored a proposal for non-stop air services to China from two major Californian cities. Schwarzenegger made the remarks after United Airlines submitted an application to the US Department of Transportation Monday to add daily, non-stop services from San Francisco and Los Angeles to China in 2008 and 2009. "China's more than 1 billion citizens represent an important market for Californian products and services," Schwarzenegger said in a statement e-mailed to Xinhua. "United Airlines' proposal to add a daily, non-stop service between our state and China is a great opportunity to promote California tourism and pump up our state's economy," said the governor. "Direct flights between California and China will only have a positive impact on our state and I look forward to working with United Airlines in the future as we continue to strengthen our economic ties with this important Pacific Rim partner," he added. United Airlines' application proposes a non-stop service between San Francisco and Guangzhou in 2008, and a daily non-stop service between Los Angeles and Shanghai in 2009. In 2006, exports from California to China totaled almost 10 billion dollars, up from 5.5 billion dollars in 2003 when the governor took office, according to the statement. California is the number one US state in terms of total exports to China and the top exports include computers and electronic products, waste and scrap materials, transportation equipment and heavy machinery.

Rising sea levels and falling river water volumes - as forecast in the latest UN report on climate change - could drastically alter weather patterns and cause huge economic losses in China, a senior meteorological official warned Thursday.Luo Yong, deputy director of the Beijing Climate Center affiliated to the China Meteorological Administration (CMA), said there will be more typhoons, floods and land subsidence as a result of global warming.The report by the Intergovernmental Panel on Climate Change released in Spain last Saturday said "human activities could lead to abrupt or irreversible climate changes and impacts".It said that even if factories were shut down and cars taken off roads, the average sea level will rise up to 140 cm over the next 1,000 years from the pre-industrial period of around 1850.In the next 100 years, it said, sea levels will rise by 18-51 cm.More frequent and heavy floods require China - which has an 18,000-km coastline on the mainland - "to build coastal facilities of higher standard," Luo told a press conference.As coastal regions are economically developed areas, the loss from typhoons and floods will be magnified, Luo said.He also warned that higher sea levels will lead to further land subsidence, which is already being seen in some coastal areas.Another major threat from global warming is water shortage, Luo said.In the past 50 years, the six major rivers in the country have seen their water volumes reduced sharply, especially those in the north, such as the Yellow and Huaihe rivers. Ground water storage has also dropped markedly, he added.The water shortage will take a toll on the farming sector, hurting grain production; and industrial and domestic consumption will be affected, he said.Luo said that China will possibly see more flooding in the north and drought in the south, the reverse of the current weather pattern.Song Dong, an official from the Ministry of Foreign Affairs, said next month's international talks on global warming in Bali, Indonesia, are expected to focus on greenhouse gas cuts by rich countries and the transfer of more clean technology to developing nations.

  

BEIJING, March 24 (Xinhua) -- Chinese commercial banks will be allowed to trade gold futures in the domestic market, according to a notice released on the regulator's official website here on Monday.     China gold futures trading was launched in January, but domestic banks were barred from trading by the China Banking Regulatory Commission.     According to the notice, domestic banks that meet certain requirements, such as having capital adequacy ratio of more than 8percent, can apply for a trading permit.     "That's great news for the gold futures market, which is not operating that well," said Hu Yuyue, an expert with Beijing Technology and Business University.     "Commercial banks can provide more liquidity and stability to the market, after all, they hold huge capital," said Hu.     "Gold futures trading can also help domestic banks to improve competitiveness against overseas banks as financial derivatives are supposed to be the largest revenue sources for leading banks," he said.     Non-interest income usually accounts for at least 50 percent of bank revenues in developed countries and the proportion can reach 80 percent for some banks.     However, Chinese banks depend heavily on the margins between deposits and loans.

  

BEIJING - China will extend its ban on foreign cartoons during prime time by an hour, its latest initiative to "spur the domestic cartoon industry", said a circular by the country's TV watchdog.According to the circular issued by the State Administration of Radio, Film and Television (SARFT), no foreign cartoons or programs introducing foreign cartoons can be shown from 5 pm to 9 pm, the "golden hours", on all domestic cartoon channels and children channels starting May 1.The original ban, imposed by the SARFT in August 2006, required foreign cartoons to appear on TV only before 5 pm or after 8 pm.Cartoons co-produced by domestic and foreign producers will have to get approval from the SARFT to air between 5 pm and 9 pm from May 1.Only domestic cartoons approved by SARFT can be aired during the "golden hours", it said.The ban will "enhance the SARFT's management over cartoon programs and will create a favorable environment for the domestic cartoon industry," the circular said.China's cartoon industry produced more than 101,900 minutes of animation in 2007, a 23 percent jump over 2006 when the output was 81,000 minutes, according to the circular.The first foreign cartoon introduced to China was Japan's "Astro Boy" series in 1981. Since then, a large quantity of foreign cartoons have flooded into China.In 2000, a SARFT regulation required local TV stations to get approval from the administration and set quotas for imported cartoons to air on TV. By that time, China's cartoon programs had nearly been monopolized by Japanese cartoons.In 2004, the SARFT issued another regulation, requesting at least 60 percent of cartoon programs aired in a quarter to be domestic.In September 2006, the SARFT decided to ban all foreign cartoons from 5 pm to 8 p.m.. The regulation resulted in a sharp decrease of foreign cartoons on local TV.Aside from foreign cartoons, China has issued a series of bans over "vulgar" and horror videos, audio products, illegal sex-themed adverts and medical ads that over-exaggerated their effects.It also requested in January last year the country's satellite TV broadcasters only screen "ethically inspiring TV series" during prime time, reflecting the reality of China in a positive way.
