However the U.S. State Department did not elaborate on what prompted the closure. BROADVIEW, Ill. – As the debate continues over whether it will be safe to return to school in the fall, some students are trying to stay engaged during the summer. For students with special needs, it can be especially challenging. Learning new life skills is about overcoming those challenges.From inside her home, special education teacher Rebecca Josefek begins her classes with meditation each morning.“We try to find one that would energize us and get us started for the day. But it's important for them to center to focus,” said Josefek.For the last six summers, the special education teacher at Proviso East High School has worked on an extended year program for high school students with special needs.“We prepare these kids for a productive life after high school,” said Josefek.Normally, the summer class is hands on, focused on life-skill building like cooking and gardening.Josefek says in-person instruction is critical to these students' development.But this year, like so many things, it’s almost completely online. For the nearly 7 million students with special needs, it can be especially harrowing.“It's scary and it's hard with the kids, because we've lost some kids, like they don't want to be on or they're on and they just don't want to be present, like they're just in the background,” said Josefek.Kamron Bell, a 15-year-old sophomore at Proviso West High School, has Down syndrome. Though this year the summer program has required adjustment, he’s taken the virtual learning in stride.“I like it,” he said with a smile.For Kamron’s mother, Alison Bell, not having the in-person instruction means she has to take on a more active role.“Kam had an aide who had a one-on-one aid when he was in school, so I took the place of the aid. I think it just kind of sitting next to him and making sure that he stayed on task and that they could understand him,” said the mother.No one knows what the long-term impact of distance learning will be on these students. Josefek says it’s been a tough journey already.“It's a challenge and I think they're missing a lot. So, they like their social interaction with each other and with us as teachers,” she said.Educators say there will likely be significant regression – a phenomenon known as the “summer slide.” And the longer students are away from traditional classrooms – the more pronounced that regression could become.It’s one reason Josefek hopes remote learning will be long gone by next summer.“I hope but we will continue this summer program whether we're online or we are in person because it's definitely a needed program for these students.” 2620

BRUSSELS (AP) — European lawmakers say that plant-based products that do not contain meat can continue to be labeled “sausages” or “burgers.” The EU parliament on Friday rejected proposals backed by meat industry lobbyists that could have led to a ban on the terms. The decision means veggie burgers, soy steaks and vegan sausages can continue to be sold as such in restaurants and shops. Europe’s largest farmers' association wanted to ban the terms, arguing that labelling vegetarian substitutes with words that bring meat to mind was misleading consumers. BOCA RATON, Fla. — New developments in the investigation into a Boca Raton pet store where authorities say a dead puppy and several sick puppies were found late last year.The owner of Poochie Couture was arrested on Tuesday and is facing multiple animal cruelty charges.Marc Rosenbluth, 37, has since bonded out of jail.Last November, dozens of puppies were removed from Poochie Couture by Palm Beach County Animal Care and Control, and the pet store was shut down.Rosenbluth surrendered some of the dogs after Boca Raton Police and Animal Care and Control said they found a dead 3-month-old puppy, along with several other sick animals."Had we not gotten there with Boca P.D., most likely the death toll would have much higher," said Dianne Sauve, the director of Palm Beach County Animal Care and ControlSauve said closing the pet store is a victory.Records show that of the 58 dogs inside the shop, investigators found the dead puppy and six french bulldogs that were sick with multiple problems. Two of them needed intensive care.Rosenbluth's arrest report said Poochie Couture lacked prevention of injury and did not assist with ongoing veterinary care."It is a shame some animals had to die in a result of this," said Kelly Evans, who called police in November, claiming Rosenbluth and his wife were not taking care of their puppies. "I am glad he is arrested now and there is some justice for the animals."Sauve said ACC likes to tell people to always adopt and don't shop. Bills are mounting for many Americans and another one being added to the pile for some on unemployment is a bill to pay back the money they were given.“This is a massive financial hardship,” said Michele Evermore with the National Employment Law Project (NELP).Evermore explained the notice to pay back unemployment is most often due to an error somewhere in the application process or when an applicant filed for continued benefits each week."Either the agency made a mistake, or someone clicked the wrong button on a form somewhere and now are being informed that they have been overpaid for months and now have to payback tens of thousands of dollars,” she added.In some cases, when an error was found on one week, the agency disqualified people for the entire time they were unemployed.“That is a lot of money and it is money that people spent on housing and food and they have no way to get it back,” said Evermore.It is unclear on a national level just how many people are getting notices of overpayment. That’s, in part, because states are just starting to look into this and report. However, so far, states like Texas reported it is seeking refunds from 260,000 people, Ohio announced it overpaid at least 160,000 people, and in Virginia, the number of people overpaid is at least 35,000.“We are going to hear a lot more of this happening in a lot more states, and we are going to hear a lot more horror stories if this legislation isn’t passed,” explained Evermore.In its stimulus package, the House of Representatives has included legislation that would waive the unemployment overpayments as long as they aren’t considered fraudulent activity. However, the package is unpopular with the Senate. NELP believes the forgiveness is critical to those on unemployment and our economy.“It was estimated during the last recession that every dollar spent on unemployment insurance generated .61 in local economic activity,” said Evermore. "So, imagine that in reverse, imagine that money getting sucked out of communities as we are still in very rough economic times.”Without federal waivers, that could be a reality. NELP added that people in a situation where they have received a notice of overpayment have two options to consider, if they cannot afford to repay the benefit. In some states, you can file for a waiver, especially if the mistake was made on the part of the states’ unemployment system.
